Peacekeeping Options: Considerations for U.S. Policymakers and the Congress (open access)

Peacekeeping Options: Considerations for U.S. Policymakers and the Congress

This report provides a frame of reference for considering the relative merits of using these organizations in peace and security operations. It first reviews the types of actions and activities available to deal with situations ranging from low-level tension to open conflict to post-conflict transition. It then examines, for each of the organizations, the major considerations, i.e., effectiveness, advantages, and disadvantages, and other important issues for U.S. policy makers in their use.

Measurement of the Rise-Time in a Single Sided Ladder Detector (open access)

Measurement of the Rise-Time in a Single Sided Ladder Detector

In this note we report on the measurement of the preamplifier output rise time for a SVXII chip mounted on a D0 single sided ladder. The measurements were performed on the ladder 001-883-L, using the laser test stand of Lab D. The rise time was measured for different values of the response (or bandwidth) of the preamplifier. As a bigger bandwidth results in longer rise times and therefore in less noise, the largest possible bandwidth consistent with the time between bunch crossings should be chosen to operate the detectors. The rise time is defined as the time elapsed between 10% and 90% of the charge is collected. It is also interesting to measure the time for full charge collection and the percentage of charge collected in 132 ns and 396 ns. The results are shown in table 1, for bandwidths between 2 and 63 (binary numbers). The uncertainty on the time measurement is considered to be {approx} 10 ns. Figure 1 schematically defines the four quantities measured: rise time, time of full charge collection, and percentage of charge collected in 132 ns and 396 ns. Figures 2 to 8 are the actual measurements for bandwidths of 2, 4, 8, 12, …

Multi-canister overpack project -- verification and validation, MCNP 4A (open access)

Multi-canister overpack project -- verification and validation, MCNP 4A

This supporting document contains the software verification and validation (V and V) package used for Phase 2 design of the Spent Nuclear Fuel Multi-Canister Overpack. V and V packages for both ANSYS and MCNP are included. Description of Verification Run(s): This software requires that it be compiled specifically for the machine it is to be used on. Therefore to facilitate ease in the verification process the software automatically runs 25 sample problems to ensure proper installation and compilation. Once the runs are completed the software checks for verification by performing a file comparison on the new output file and the old output file. Any differences between any of the files will cause a verification error. Due to the manner in which the verification is completed a verification error does not necessarily indicate a problem. This indicates that a closer look at the output files is needed to determine the cause of the error.

Environmental Control Technology (open access)

Environmental Control Technology

Operations and maintenance continued this month at the Electric Power Research Institute's (EPRI's) Environmental Control Technology Center (ECTC). Testing for the Hazardous Air Pollutants (HAP) study was conducted using the Carbon Injection System (the 4.0 MW Spray Dryer Absorber and the Pulse-Jet Fabric Filter). Testing also continued across the B&W/CHX Heat Exchanger this month as the effects of increased particulate loading are being studied. The 1.0 MW Cold-Side Selective Catalytic Reduction (SCR) unit and the 4.0 MW Pilot Wet Scrubber remained idle this month in a cold-standby mode and were inspected regularly. On September 13, 1996, the ECTC completed an independent test block for a third-party company, Air Purification Inc. (API). For this testing, the ECTC's staff (O&M and Testing) were contracted to conduct performance and validation testing across a new, integrated emissions control device, the Rotorfilter{trademark}. This testing was conducted for a thirty (30) day period simultaneously with the B&W/CHX test block. The HAP testing resumed as this third-party test block was completed. Testing in September at the Electric Power Research Institute's (EPRI's) Environmental Control Technology Center (ECTC) included tests from the Pilot Trace Elements Removal (TER) test block as part of EPRI's overall program to develop control technology …

Ultrahigh-intensity laser: physics of the extreme on a tabletop (open access)

Ultrahigh-intensity laser: physics of the extreme on a tabletop

This paper reviews the development of ultrahigh-intensity laser technology from the early 1960`s to the present, explaining the obstacles to each increase in intensity and the technical means used to overcome them. These included the shortening of pulses, mode locking, and chirped pulse amplification (CPA). The particular technical advances that make CPA possible included the invention of matched pulse stretchers and compressors and the development of ultrabroadband gain media. The paper then discusses the generation of ultrashort pulses and their characteristics. It then moves on to the Petawatt laser, which incorporates the CPA technology. It then addresses the question of whether it is possible to forecast the ultimate peak power that can be achieved by a laser system of a given size. Applications of ultrahigh-intensity lasers in different physical regimes are discussed.
