The characterization and testing of candidate immobilization forms for the disposal of plutonium.

Candidate immobilization forms for the disposal of surplus weapons-useable are being tested and characterized. The goal of the testing program was to provide sufficient data that, by August 1997, an informed selection of a single immobilization form could be made so that the form development and production R and D could be more narrowly focused. Two forms have been under consideration for the past two years: glass and ceramic. In August, 1997, the Department of Energy (DOE) selected ceramic for plutonium disposition, halting further work on the glass material. In this paper, we will briefly describe these two waste forms, then describe our characterization techniques and testing methods. The analytical methods used to characterize altered and unaltered samples are the same. A full suite of microscopic techniques is used. Techniques used include optical, scanning electron, and transmission electron microscopies. For both candidate immobilization forms, the analyses are used to characterize the material for the presence of crystalline phases and amorphous material. Crystalline materials, either in the untested immobilization form or in the alteration products from testing, are characterized with respect to morphology, crystal structure, and composition. The solubilities of significant organic compounds in HLW tanks upernate solutions - FY 1997 progress report

The solubilities of seven sodium salts of organic acids that are thought to exist in high-level waste at the Hanford Site were measured in tank supernatant simulant solutions during FY 1997. This solubility information will be used to determine if these organic salts could exist in solid phases (saltcake or sludges) in the waste where they might react violently with the nitrate or nitrite salts present in the tanks. The solubility of sodium acetate was measured in simulated waste supernate solutions at 25C, 30C, 40C, and 50C that were both unsaturated and saturated with sodium nitrate. Solubilities of sodium glycolate, citrate, ethylenediaminetetraacetate (EDTA), nitrilotriacetate (NTA), formate, and oxalate were measured in simulated waste supernate solutions that were saturated with sodium nitrate. In addition, solubilities of sodium EDTA, citrate, glycolate, and NTA were measured in a complex waste matrix. The organic compounds were selected because they are expected to exist in relatively high concentrations in the tanks. The solubilities of sodium glycolate citrate, EDTA, NTA, and formate were high over the temperature and sodium hydroxide concentration ranges expected in the tanks. Environmental Protection: How Much it Costs and Who Pays

A recurring issue in environmental policy is the cost of pollution control imposed on individuals, businesses, and government. To inform policymakers about these costs, a number of surveys and analyses have been conducted over the years. consistent, basic sources have been an annual survey of costs to manufacturers, conducted by the Bureau of Census(BOC), and an annual analysis of total costs, prepared by the Bureau of Economic Analysis(BEA). Overall, the BEA analysis showed the nation spent $122 billion for pollution abatement and control in 1994, or about 1.76% of Gross Domestic Product. Personal consumption expenditures for pollution control were $22 billion, government 435 billion, and business $65 billion. These 1994 data represent the end of the annual series; the BOC survey and BEA analysis have been discontinued

This document defines the performance requirements for a graphic display dispatching system to support Hanford Patrol Operations Center. This document reflects the as-built requirements for the system that was delivered by GTE Northwest, Inc. This system provided a commercial off-the-shelf computer-aided dispatching system and alarm monitoring system currently in operations at the Hanford Patrol Operations Center, Building 2721E. This system also provides alarm back-up capability for the Plutonium Finishing Plant (PFP).
