Oral History Interview with Arthur E. Owen, September 11, 1996
The National Museum of the Pacific War presents an oral interview with Arthur Owen. Owen enlisted in the Marine Corps in May 1941. After boot camp in San Diego, he was assigned to the Marine Detachment at San Clemente Island, California. After he was there for a year, they transferred him to Camp Elliott in San Diego where he became part of the 2nd Marine Division. In Oct 1942, they sailed for New Zealand and additional training. They made several practice landings and then invaded Tarawa on November 20, 1943. Owen was a corporal in what was called Shore Party Command Group - Headquarters, 2nd Battalion, 18th Marines. The job of this Group was to establish dumps on the beaches and unload the ships. Owen states that he was probably one of the few that made the landing in Tarawa twice and never did get ashore, because he spent 13 days on the pier. At the end of this time, they went aboard the President Monroe and sailed to Hawaii. Upon arriving in Hilo, they set up a camp on the volcano which was at the Parker Ranch in Kamuela (Camp Tarawa) and at an old Japanese POW camp. While …

Twrs Privatization: Phase I Monitoring Well Engineering Study and Decommissioning Plan
This engineering study evaluates all well owners and users, the status or intended use of each well, regulatory programs, and any future well needs or special purpose use for wells within the TWRS Privatization Phase I demonstration area. Based on the evaluation, the study recommends retaining 11 of the 21 total wells within the demonstration area and decommissioning four wells prior to construction activities per the Well Decommissioning Plan (WHC-SD-EN-AP-161, Rev. 0, Appendix I). Six wells were previously decommissioned.

Pesticide Legislation: Food Quality Protection Act of 1996
The 104th congress enacted significant changes to the Federal Insecticide, fungicide, and Rodenticide Act (FIFRA), governing U.S. sale and use of pesticide products, and the Federal Food, Drug, and Cosmetic Act (FFDCA), which limits pesticide residues on food. The vehicle of these changes was H.R. 1627, the "Food Quality Protection Act of 1996" (FQPA), enacted August 3, 1996, as Public Law 104-170. Under FIFRA, the new law will facilitate registrations and reregistrations of pesticides for special (so-called"minor") uses and authorize collection of maintenance fees of support pesticide reregistration. Food safety provisions will establish a single standard of safety for pesticide residue on raw and processed foods; provide information through large food retail stores to consumers about the health risks of pesticide residues and how to avoid them; preempt state and local food safety laws if they are based on concentrations of pesticide residues below recently established federal residue limits(called"tolerances"); and ensure that tolerances protect the health of infants and children.

WHC natural phenomena hazards mitigation implementation plan
Natural phenomena hazards (NPH) are unexpected acts of nature which pose a threat or danger to workers, the public or to the environment. Earthquakes, extreme winds (hurricane and tornado),snow, flooding, volcanic ashfall, and lightning strike are examples of NPH at Hanford. It is the policy of U.S. Department of Energy (DOE) to design, construct and operate DOE facilitiesso that workers, the public and the environment are protected from NPH and other hazards. During 1993 DOE, Richland Operations Office (RL) transmitted DOE Order 5480.28, ``Natural Phenomena Hazards Mitigation,`` to Westinghouse Hanford COmpany (WHC) for compliance. The Order includes rigorous new NPH criteria for the design of new DOE facilities as well as for the evaluation and upgrade of existing DOE facilities. In 1995 DOE issued Order 420.1, ``Facility Safety`` which contains the same NPH requirements and invokes the same applicable standards as Order 5480.28. It will supersede Order 5480.28 when an in-force date for Order 420.1 is established through contract revision. Activities will be planned and accomplished in four phases: Mobilization; Prioritization; Evaluation; and Upgrade. The basis for the graded approach is the designation of facilities/structures into one of five performance categories based upon safety function, mission and cost. This Implementation …
