Advanced combustor design concepts to control NO{sub x} and air toxics. Quarterly report, April--June 1996
The ability to accurately model NO{sub x} formation from coal combustion requires an understanding of the mechanisms of volatile-N and char-N oxidation and reduction. This study has focused on NO{sub x} formation from the char-N fraction of coal since much less is known about the fate of char-N than that of volatile-N. As stated in earlier reports, chars from five different coals were collected for this study. These chars were subsequently burned in a simulated coal flame (see report for quarter ending 12/95) under a variety of conditions. The experimental phase of the study is now complete and key results are included in this report.

Combustion of municipal solid wastes with oil shale in a circulating fluidized bed. Final report
The problem addressed by our invention is that of municipal solid waste utilization. The dimensions of the problem can be visualized by the common comparison that the average individual in America creates in five years time an amount of solid waste equivalent in weight to the Statue of Liberty. The combustible portion of the more than 11 billion tons of solid waste (including municipal solid waste) produced in the United States each year, if converted into useful energy, could provide 32 quads per year of badly needed domestic energy, or more than one-third of our annual energy consumption. Conversion efficiency and many other factors make such a production level unrealistic, but it is clear that we are dealing with a very significant potential resource. This report describes research pertaining to the co-combustion of oil shale with solid municipal wastes in a circulating fluidized bed. The oil shale adds significant fuel content and also constituents that can possible produce a useful cementitious ash.

Committee on Interagency Radiation Research and Policy Coordination second annual report, July 1, 1985--June 30, 1986
This is the second annual report of the Committee on Interagency Radiation Research and Policy Coordination (CIRRPC). CIRRPC was established on April 9, 1984, to replace the Committee on Interagency Radiation Policy and was assigned responsibilities of the former Interagency Radiation Research Committee and former Radiation Policy Council. CIRRPC is chartered under the Federal Coordinating Council for Science, Engineering and Technology (FCCSET) and reports to the Office of Science and Technology Policy (OSTP), Executive Office of the President. Its overall charge is to coordinate radiation matters between agencies, evaluate radiation research, and provide advice on the formulation of radiation policy. During CIRRPC`s second year, the member agencies have called upon this interagency resource to assist in coordinating science and policy issues and to provide a vehicle to accomplish multiagency tasks.

Nucleon decay in GUT and nonGUT SUSY models
I first emphasize the importance of searching for nucleon decay in the context of supersymmetric models. The status of minimal SUSY SU(5) model is reviewed, which can be definitively ruled out by a combination of superKamiokande andLEP-2 experiments. Non-minimal models may provide some suppression in the nucleon decay rates, but there is still a good chance for superKamiokande. I point out that the operators suppressed even by the Planck-scale are too large. We need a suppression mechanism for the operators at the level of 10-7, and the mechanism, I argue, may well be a flavor symmetry. A particular example predicts p --> K0e+ to be the dominant mode which does not arise in GUT models.

Property description and fact-finding report for NOSR 1&3, Garfield County, Colorado
The US Department of Energy has asked Gustavson Associates, Inc. to serve as an Independent Petroleum Consultant under contract DE-AC01-96FE64202. This authorizes a study and recommendations regarding future development of Naval Oil Shale No. 1 and No. 3 (NOSR 1 and 3) in Garfield County, Colorado. The report that follows is the Phase I fact-finding and property description for that study. The United States of America claims ownership of 100 percent of the minerals and 100 percent of the surface rights in 36,406-acre NOSR-1 and 20,171-acre at NOSR-3. Production has been established on NOSR-3 and currently the DOE owns interests in 53 gas wells that produce on or immediately adjacent to the acreage. NOSR-3 also contains undrilled locations that are classified as proved undeveloped or probable reserves. Recently, the Colorado Oil and Gas Commission (COGCC) approved an increased 40 acre drilling density for the Mesaverde formation that includes portions of NOSR-3.
