U.S. Trade: Proposals to Reorganize the Trade Policy Structure

Several bills have been introduced in the 104th Congress to reorganize the trade policymaking structure of the executive branch. More bills are likely to be introduced. These proposals are a direct result of efforts within the Congress to dismantle the Department of Commerce. Concurrent Budget Resolution for FY1996 (Con.Res. 67), which was passed on June 29, 1995, expresses the sense of the Congress that the Commerce Department should be eliminated. Whatever the fate of the Commerce Department, a consensus appears to be emerging within the Congress that Commerce's trade functions should be preserved in some form.

Safe Drinking Water Act Amendments of 1995: Overview of S.1316, As Passed

On November 29, 1995, the Senate passed S. 1316, the Safe Drinking Water Act (SDWA) Amendments of 1995, unanimously. The 1974 Act was last reauthorized in 1986. Both the House and Senate passed SDWA bills by wide margins in the past Congress, and strong interest in reauthorizing the Act continues in the 104th Congress. Many of the issues discussed in the SDWA debate, while specific to the Act, are of concern in the broader regulatory reform debate on unfunded Federal mandates and cost-benefit and risk analyses.

Land and Water Conservation Fund: Current Funding

The Land and Water Conservation Fund (LWCF) was established in 1964. (l) The LWCF is a "trust fund" to accumulate revenues from Federal outdoor recreation user fees, the Federal motorboat fuel tax, surplus property sales, and oil and gas leases on the Outer Continental Shelf, for subsequent appropriation by Congress. However, the LWCF is not a true trust fund in the way "trust fund" is generally understood in the private sector.

This report, completed in June 1995, discusses the content and context of the January 1995 proposal by then-United Nations Secretary General Boutros Boutros-Ghali that U.N. Member States consider the creation of a special rapid reaction force to perform U.N. peacekeeping operations. It contains brief background information on similar proposals and a description of the current U.N. "standby forces" system. It reviews the concerns and issues raised by the Boutros-Ghali proposal, including political acceptability, financing, and the problems of force design and operation.
