Environmental Protection Agency FY1996 Appropriations: Analyses of House-Passed Riders

On July 31, 1995, in passing H.R.2099, the VA-HUD-Independent Agencies Appropriation Bill for FY1996, the House approved numerous legislative riders, or provisions in bill language, which would prohibit EPA from spending FY1996 funds on a number of regulatory and enforcement activities. In passing H.R. 2099 on September 27, 1995, the Senate did not accept the House-passed riders but did include several other riders. On November 2, 1995, the House approved a motion to instruct the House conferees to strike the 17 major House-passed riders.

The Daiwa Bank Problems: Background and Policy Issues

On November 2, 1995, U.S. banking authorities ordered the Daiwa Bank to close its banking operations in the United States, and a 24-count criminal indictment was issued against it. These actions stem from the bank's admission that Toshihide Iguchi, a rogue trader at its New York branch office, had incurred $1.1 billion in losses over eleven years from trading U.S. Treasury securities and that Daiwa managers had "directed that those losses be concealed" from U.S. regulators.

Congressional concern with China grew in 1995 as a result of reports of the serious decline in the health of senior Chinese leader Deng Xiaoping.

Hong Kong's Return to China: Implications for U.S. Interests

In the months approaching China's resumption of sovereignty over Hong Kong on July 1, 1997, policy analysts are trying to assess how the territory will fare under Chinese rule. The answer is important to U.S. interests because of the enormous U.S. economic presence in Hong Kong; because any adverse developments in Hong Kong are likely to affect U.S.-China relations; and because China's promise to give Hong Kong a high degree of autonomy under the "one-China, two-systems" policy has major implications for Taiwan. But given the political situation, the American ability to affect the course of events in Hong Kong seems marginal unless the U.S. decides to confront Beijing more directly. Developments in U.S.-China relations in 1994-1995 suggest Washington might be hesitant to do so.

U.S. Trade: Proposals to Reorganize the Trade Policy Structure

Several bills have been introduced in the 104th Congress to reorganize the trade policymaking structure of the executive branch. More bills are likely to be introduced. These proposals are a direct result of efforts within the Congress to dismantle the Department of Commerce. Concurrent Budget Resolution for FY1996 (Con.Res. 67), which was passed on June 29, 1995, expresses the sense of the Congress that the Commerce Department should be eliminated. Whatever the fate of the Commerce Department, a consensus appears to be emerging within the Congress that Commerce's trade functions should be preserved in some form.

Chinese Missile and Nuclear Proliferation: Issues for Congress

The President has identified proliferation as a primary danger to U.S. security interests. China has contributed to the danger by providing nuclear weapons technology to Pakistan, and other nuclear technology to Iran and Algeria. China has also supplied CSS-2 intermediate range ballistic missiles to Saudi Arabia, Silkworm anti-ship missiles to Iran and Iraq, and ballistic missile technology to Pakistan and perhaps Iran, North Korea and others. China developed the mobile, solid-fuel M-9 and M-11 short range ballistic missiles reportedly with Pakistan, Syria, and Iran as interested buyers.
