Acoustic Thermometry of Ocean Climate: Marine Mammal Issues
After global warming became a concern in the mid-1950s, researchers proposed measuring deep ocean temperatures to reveal any significant trends in core ocean warming. Acoustic thermometry can detect changes in ocean temperature by receiving low-frequency sounds transmitted across an ocean basin because the speed of sound is proportional to water temperature. Acoustic Thermometry of Ocean Climate, or ATOC, is an international program involving 11 institutions in seven nations. It is designed as a 30-month "proof-of-concept" project to provide data on possible global climate change, with funding provided by the U.S. Department of Defense. A debate has arisen over ATOC's impact on marine mammals versus the benefits of better global warming information derived from ATOC. This report dicusses the ATOC program and related concerns.

The House and Senate each has its own committee systems, which are similar. Within chamber guidelines, however, each committee adopts its own rules; thus, there is considerable variation among panels.

Chemical Agent Attacks in Japan
The release of the nerve agent Sarin in Tokyo's subway system on March 20, marks the first clearly non-state terrorist use of chemical weapons. The agent was highly diluted andmfatalities were relatively few (10), though the number of injured was substantial (5,000+, with 600 hospitalized). This incident clearly indicates the potential political effectiveness of chemical weapons against an unprotected civilian population. Once a population has been sensitized by an incident like this, even the threat of CW can become significantly disruptive. Some have credited fear of another attack with contributing to the cautiousness of the Japanese police investigation

China-U.S. Trade Issues
U.S.-China economic ties have expanded substantially over the past several years. China is now the third largest U.S. trading partner, its second largest source of imports, and its fourth largest export market. However, U.S.-China commercial ties have been strained by a number of issues, including a surging U.S. trade deficit with China, China's refusal to float its currency, and failure to fully comply with its World Trade Organization (WTO) commitments, especially its failure to provide protection for U.S. intellectual property rights (IPR). This report explores these issues in detail, especially concerning the lack of protection for U.S. IPR.

Political Situation. The Philippines gained independence in 1946 following the end of the Japanese occupation in World War II. President Ramon Magsaysay defeated the communist-inspired Huk Rebellion (1946-1953) and began efforts at land reform. Following Magsaysay's death in 1957, President Carlos P. Garcia (1957-1961) adopted a policy of economic nationalism and President Diosdado Macapagal (1961-1965) pursued economic reforms.

In this USGCRP seminar, issues about the impact of drought and floods in the news and feel it in the cost of goods and services would be discussed. Each year seems to bring with it droughts or floods that cause billions of dollars in economic losses and untold societal disruption to major parts of our nation. (Drought in the Midwest in 1988 and in the Southeast in 1989. Floods in the Mississippi River Basin in 1992 and in California in 1994). Around the world the situation is the same, even worse in some instances. What causes these extreme events and conditions? Can we predict the occurrence of such events as a means of being prepared, and reducing the impacts of extreme climate events? Can we be better prepared? What success to date has there been in predicting such events? What's the prognosis?

Biological Diversity Treaty: Fact Sheet
As human activity continues to change and modify natural areas, widespread extinctions of plants, animals, and other types of species result. In 1992, negotiations conducted under the auspices of the United Nations Environment Programme (UNEP) were completed on a comprehensive global treaty to protect biological diversity (biodiversity). In June 1993, President Clinton signed the treaty and sent it to the Senate for advice and consent. It is not pending in the Senate. The treaty entered into force on December 29, 1993. As of May 15, 1995, 118 nations had ratified the treaty.

During this period, the main U.S. foreign policy concern was the restoration of the democratic process to Haiti. Closely related to this was the issue of Haitians attempting to flee to the United States by boat.
