Japan-U.S. Trade Negotiations Under the Framework: Status and Alternative Approaches
It has been more than a year since the United States and Japan established their bilateral framework for trade negotiations and other economic relations. The framework set down rules and deadlines to address various economic issues, particularly market access in Japan for U.S. exports and the Japanese global trade surplus. The two sides have failed to reach agreements on any of the major issues. The United States is left with several policy options to resolve the breakdown in trade negotiations.

The United States and Japan have been deadlocked for over a year in an effort to reach agreements under the July 1993 Framework for a New Economic Relationship. Most-Favored-Nation Status Policy of the United States
While the United States accords most-favored-nation (nondiscriminatory) treatment to many foreign countries on the basis of bilateral trade treaties or agreements, and to many more by virtue of being a signatory of the General Agreement on Tariffs and Trade, MFN treatment is applied mostly as a matter of statutory policy generally to all trading partners except those whose MFN status has been suspended by specific legislation. Virtually all suspensions have been carried out under the mandate of the Trade Agreements Extension Act of 1951.

Japan-U.S. Automotive Framework Talks
The U.S.-Japan framework talks were initiated in July 1993. The automotive negotiations between Japan and the United States focused on sales of U.S. vehicles in Japan; sales of U.S.-made original equipment parts in Japan and to Japanese transplants in the United States; and deregulation of the market for replacement parts in Japan. An unresolved dispute over shock absorbers and other replacement parts resulted in the United States launching a formal investigation of Japanese market barriers to imported car parts under Section 301 on Oct. 1, 1994.

Clean Water Issues in the 104th Congress
For the 104th Congress, reauthorization of the Clean Water Act would seem likely to be a priority, since the Act was last amended in 1987 and authorizations expired on September 30, 1990. But legislative prospects in the 104th Congress are uncertain. Clean water also was a priority for the 103rd Congress, but, in 1994, Congress ran out of time and did not act on comprehensive amendments. Many of the issues proved to be too complex and controversial to be resolved easily, while Congress also was considering a large agenda of environmental and other bills. Controversies arose in connection with issues specific to the Clean Water Act and a trio of regulatory relief issues that became barriers to a number of bills in the 103rd Congress.

On May 19, 1994, the Senate passed, by a vote of 95 to 3, S. 2019, the Safe Drinking Water Act Amendments of 1994, a comprehensive proposal to reauthorize and amend the Safe Drinking Water Act (SDWA). During floor debate on the bill, the Senate considered numerous amendments, many of which were adopted. This report summarizes selected provisions of S. 2019, as passed.

Korean Crisis, 1994: Military Geography, Military Balance, Military Options
The United States and Republic of Korea (ROK) currently seek ways to convince the Democratic People's Republic of Korea (DPRK) that it should forego the manufacture of nuclear weapons, initially by allowing the International Atomic Energy Agency (IAEA) to conduct full inspections of suspected facilities. North Korea thus far has refused, although it did agree to an incomplete examination of declared sites early in March 1994. This report reviews military options open to each side as the United Nations, United States, and South Korea explore ways to resolve the resultant crisis peacefully despite threats of war from Pyongyang.

North Korea: U.S. Policy and Negotiations to Halt Its Nuclear Weapons Program: An Annotated Chronology and Analysis
On October 21, 1994, the United States and North Korea signed an accord that, if fully implemented on a step-by-step basis, could resolve a prolonged confrontation over Pyongyang's suspected nuclear weapons program. The accord came after 17 months of volatile talks, marked periodically by American threats to seek United Nations economic sanctions and various dire warnings and implied military threats from Pyongyang. Although the Clinton Administration maintains that the agreement fulfills its long-standing basic negotiating objectives, the accord differs significantly from earlier U.S. negotiating positions in regard to the timing and sequencing of actions by both parties, and includes some new elements.
