Light Duty Utility Arm interface control document plan

This document describes the interface control documents that will be used to identify and control interface features throughout all phases of the Light Duty Utility Arm (LDUA) development and design. After the system is built, delivered and installed in the Cold Test Facility and later at the tank farm, the Interface Control Documents can be used in maintaining the configuration control process. The Interface Control Document will consist of Interface Control Drawings and a data base directly tied to the Interface Control Drawings. The data base can be used as an index to conveniently find interface information. Design drawings and other text documents that contain interface information will appear in the database. The Interface Control Drawings will be used to document and control the data and information that define the interface boundaries between systems, subsystems and equipment. Also, the interface boundaries will define the areas of responsibility for systems and subsystems. The drawing will delineate and identify all the physical and functional interfaces that required coordination to establish and maintain compatibility between the co-functioning equipment, computer software, and the tank farm facilities. An appendix contains the Engineering interface control database system riser manual.

Passive control of VOCs using valved well heads: FY1994 report

The data described in this report were collected as part of a project to explore the viability of passive soil vapor extraction techniques for removal of volatile organic contaminants from the subsurface. The principal objectives of this project are to determine the mechanism and physical dynamics of the relationship between surface atmospheric pressure and subsurface flow and contaminant transport, and to use this information to design cost effective and efficient remediation systems. This work is funded under the Volatile Organic Compounds - Arid Integrated Demonstration (VOC - Arid ID). The purpose of the VOC - Arid ID is to identify, develop, and demonstrate technologies that may be used to characterize, remediate, and/or monitor and or semiarid sites containing VOC (e.g., carbon tetrachloride and trichloroethylene [TCE]) with or without associated metal and radionuclide contamination. The results from this project are applicable at arid, semi-arid, and non-arid sites. This report documents the methods and findings from the Savannah River Site barometric pumping study. The results in this report include: (1) Surface and subsurface pressure measurements and analysis results from the Savannah River Integrated Demonstration Site (SRIDS). Hydrogeochemical and production controls on NORM in oil-and gas-field operations. Technical progress report, October 1, 1993--December 31, 1993

This project is designed to investigate the geochemical, geological, and production parameters that control the occurrence of naturally occurring radioactive material (NORM) in oil- and gas-field operations. Relations between reservoir setting and NORM content of brine and scale will be interpreted on the basis of the geochemistry of natural radioactivity in oil and gas reservoir, the compositions of produced water and production-equipment scale, and geochemical modeling to determine the type and amount of scale that can form as produced waters are transported from reservoir to land surface. Our goal is to develop screening criteria that will enable oil- and gas-field operations to identity geologic, geographic, and production characteristics that can lead to high NORM accumulations in equipment and waste. Most of our efforts during the fourth quarter of 1993 were directed at two activities. First, we increased our database of available produced-water compositions. We currently have chemical data for nearly 300 produced-water samples from the Texas Panhandle, Gulf Coast, and central Texas. We are using these data to geochemically predict the type, amount, and NORM content of scale that will precipitate as water is produced from oil and gas reservoir. Neutrino oscillations in noisy media

The authors develop the Redfield equation for delta-correlated gaussian noise and apply it to the case of two neutrino flavor or spin precession in the presence of a noisy matter density or magnetic field, respectively. The criteria under which physical fluctuations can be well approximated by the delta-correlated gaussian noise for the above cases are examined. Current limits on the possible neutrino magnetic moment and solar magnetic field suggest that a reasonably noisy solar magnetic field would not appreciably affect the solar electron neutrino flux. However, if the solar electron density has fluctuations of a few percent of the local density and a small enough correlation length, the MSW effect is suppressed for a range of parameters.

Major issues associated with DOE commercial recycling initiatives

Major initiatives are underway within DOE to recycle large volumes of scrap material generated during cleanup of the DOE Weapons Complex. These recycling initiatives are driven not only by the desire to conserve natural resources, but also by the recognition that shallow level burial is not a politically acceptable option. The Fernald facility is in the vanguard of a number of major DOE recycling efforts. These early efforts have brought issues to light that can have a major impact on the ability of Fernald and other major DOE sites to expand recycling efforts in the future. Some of these issues are; secondary waste deposition, title to material and radioactive contaminants, mixed waste generated during recycling, special nuclear material possession limits, cost benefit, transportation of waste to processing facilities, release criteria, and uses for beneficially reused products.

Projection Gas Immersion Laser Doping (P-GILD): A resistless, nanosecond thermal doping/diffusion technology

Projection Gas Immersion Laser Doping (P-GILD) is an innovative doping process that utilizes finely patterned excimer laser light to thermally process discreet regions within an integrated circuit. By reducing the total temperature cycle to nanoseconds and localizing the thermal energy in depth and area, P-GILD fundamentally changes the junction formation process. This paper first reviews the general characteristics of the P-GILD process and equipment. Two variations of the technique, melt and non-melt, and their resulting junction characteristics are then described in detail. The combination of the two laser processes along with the simplification that a resistless technology brings to the process sequence, enables efficient fabrication of impurity profiles that are ideal for a wide array of transistor applications.

Quarter-scale close-in blast-loading experiments in support of the planned contained firing facility

In anticipation of increasingly stringent environmental regulations, Lawrence Livermore National Laboratory is proposing to construct a 60-kg firing chamber to provide blast-effects containment for most of its open-air, high-explosive, firing operations. Even though the Laboratory`s operations are within current environmental limits, containment of the blast effects and hazardous debris will drastically reduce emissions to the environment and minimize the generated hazardous waste. One of the main design considerations is the extremely close-in (Z = 0.66 ft/lb{sup l/3}) blast loading on the reinforced concrete ff the chamber. Historically, floor damage due to close-in loading has been a common problem for other blast chambers within the US Department of Energy and Department of Defense (DOE/DoD). Blast-effects testing and computer analysis were conducted on a replica quarter-scale model of the preliminary floor design. Nineteen blast tests ranging from scaled distances of 1.14 ft/lb{sup l/3} (25%) to 0.57ft/lb{sup 1/3} (200%) were performed on the strain-gaged floor model. In response to predicted and measured failures at the 25% level, various state-of-the-art blast attenuation systems were quickly developed and tested. Limit on the rare decay B {yields} {mu}{sup +}{mu}{sup {minus}} K{sup {plus_minus}}

We report on a search for flavor-changing neutral current decays of B mesons into {mu}{mu}K{sup {plus_minus}} using data obtained in the Collider Detector at Fermilab (CDF) 1992--1993 data taking run. To reduce the amount of background in our data we use precise tracking information from the CDF silicon vertex detector to pinpoint the location of the decay vertex of the B candidate, and accept only events which have a large decay time. We compare this data to a B meson signal obtained in a similar fashion, but where the muon pears originate from {psi} decays, and calculate the relative branching ratios. In absence of any indication of flavor-changing neutral current decay we set an upper limit on the branching ratio of 3.2 {times} 10{sup {minus}1}, which is consistent with Standard Model expectations but leaves little room for non-standard physics.

Technical review of WSRC-TR-93-614 criticality safety evaluation for disassembly basin sand filter

The study documented in WSRC-TR-93-614 performed an evaluation of the criticality potential associated with the Disassembly Basin Sand Filter for K and L Areas. The document reviewed incorporated results of calculations documented in the engineering calculation N-CLC-K-00151. Analyses of the contents of disassembly basin sludge has indicated that the sludge contains fissile material in excess of subcritical mass limits as specified in ANSI/ANS standards. Previous studies had determined that the fissile material can not collect into a critical configuration in the basin. Since the sand filter is intended to remove suspended particles from the basin water and could serve as a mechanism to collect the fissile material into a critical configuration, the study examined conditions under which criticality could occur in the sand filter. The study shows that criticality is not considered possible in the sand filter. This review emphasized the technical accuracy and presentation of the evaluation. The evaluation was also examined for the elements required for NCSEs. The review was performed in accordance with the NRTSC technical review requirements and procedures and the E7 Manual technical review requirements. Maintenance of the Coal Sample Bank and Database. Quarterly technical progress report, December 29, 1993--March 31, 1994

This five year project is intended to ensure the availability of well-characterized, high-quality coal samples for public and private coal research. It continues support of the DOE Coal Sample Bank and Database at The Pennsylvania State University. Thirty coal samples will be collected, processed, packaged, and analyzed, and a resulting database will be maintained. These samples and data, as well as 26 samples collected under previous contracts, will be distributed to DOE contractors and others performing coal research. Samples will be chosen to maintain a sample bank of 56 coals representing the major US coal fields and a variety of coal ranks and compositions. In addition to standard analyses, liquefaction tests and organic geochemical analyses will be performed. The samples will be stored to minimize deterioration, and will be monitored annually by proximate, sulfur forms, and gaseous oxygen analysis to evaluate their condition. These samples will be used for additional research on the influence of changes in surface chemistry on surface properties, the influence of sample deterioration on liquefaction properties, and the mechanisms of coal oxidation.

Bethlehem Steel Corporation (BSC), in conjunction with the Department of Energy (DOE) is conducting a Clean Coal Technology (CCT) project at its Sparrows Point, Maryland Coke Oven Plant. This innovative coke oven gas cleaning system combines several existing technologies into an integrated system for removing impurities from Coke Oven Gas (COG) to make it an acceptable fuel. DOE provided cost-sharing under a Cooperative Agreement with BSC. This Cooperative Agreement requires BSC to develop and conduct and Environmental Monitoring Plan for the Clean Coal Technology project and to report the status of the EMP on a quarterly basis. It also requires the preparation of a final report on the results of the Baseline Compliance and Supplemental Sampling Programs that are part of the EMP and which were conducted prior to the startup of the innovative coke oven gas cleaning system. Our overall goal is to develop efficient techniques for high resolution imaging of the electrical structure of the Earth`s subsurface. We have focussed on natural source techniques. Such as magnetotellurics (MT). The main accomplishment under our past DOE funding has been to implement a new algorithm to invert MT data for multi-dimensional structure which is orders of magnitude faster and more memory efficient than competing algorithms. In our most recent work, we have substantially extended the capability of our two-dimensional code: completed basic implementation of a three-dimensional code and investigated holographic techniques able to rapidly extract images without solving for material properties. The principal new goal of our proposed research is to extend our methods to the controlled source electromagnetic (CSEM) techniques used in many industrial applications.

Japan is emerging as a major leader and exporter of nuclear power technology. In the 1990s, Japan has the largest and strongest nuclear power supply industry worldwide as a result of the largest domestic nuclear power plant construction program. The Japanese nuclear power supply industry has moved from dependence on foreign technology to developing, design, building, and operating its own power plants. This report describes the Japanese nuclear power supply industry and examines one supplier--the Mitsubishi group--to develop an understanding of the supply industry and its relationship to the utilities, government, and other organizations.

Three-dimensional gyrokinetic particle-in-cell simulation of plasmas on a massively parallel computer: Final report on LDRD Core Competency Project, FY 1991--FY 1993

One of the programs of the Magnetic fusion Energy (MFE) Theory and computations Program is studying the anomalous transport of thermal energy across the field lines in the core of a tokamak. We use the method of gyrokinetic particle-in-cell simulation in this study. For this LDRD project we employed massively parallel processing, new algorithms, and new algorithms, and new formal techniques to improve this research. Specifically, we sought to take steps toward: researching experimentally-relevant parameters in our simulations, learning parallel computing to have as a resource for our group, and achieving a 100 {times} speedup over our starting-point Cray2 simulation code`s performance.

Nuclear criticality safety evaluation of the passage of decontaminated salt solution from the ITP filters into tank 50H for interim storage

This report assesses the nuclear criticality safety associated with the decontaminated salt solution after passing through the In-Tank Precipitation (ITP) filters, through the stripper columns and into Tank 50H for interim storage until transfer to the Saltstone facility. The criticality safety basis for the ITP process is documented. Criticality safety in the ITP filtrate has been analyzed under normal and process upset conditions. This report evaluates the potential for criticality due to the precipitation or crystallization of fissionable material from solution and an ITP process filter failure in which insoluble material carryover from salt dissolution is present. It is concluded that no single inadvertent error will cause criticality and that the process will remain subcritical under normal and credible abnormal conditions.

CERES progress report: Phases 1 and 2

The CERES project represents a long-term commitment of LLNL`s Global Climate Research Division to the EPA. The goal is to build an Earth System Model (ESM) with the ability in the near future to assist EPA in carrying out its responsibilities in the environmental policy and assessment arena, with particular emphasis on the terrestrial ecosystem components of the Earth system. There are two complementary aspects of the CERES development plan. The first is to provide a computational framework and modeling infrastructure for ESM development. The goal is to create an ``open architecture`` enabling submodels from different research groups studying terrestrial ecosystems to become part of a fully-coupled model of the Earth`s climate system. The second goal is to contribute fundamentally to understanding of the terrestrial component of the Earth system by developing advanced models. During this first phase of the CERES project, these two activities have been somewhat separate; the software engineering and framework building activity having been done in parallel with terrestrial model development.
