This report provides a brief discussion of the post-employment restrictions, often called "revolving door" laws, that are applicable to members, officers, and employees of Congress after they leave congressional service or employment.

Under the World Trade Organization (WTO), the United States may use the dispute settlement mechanism to resolve certain trade problems with Japan. As compared with the mechanism under the General Agreement on Tariffs and Trade (GATT), the WTO offers expanded coverage and nearly automatic approval for panel requests and reports.

The Forest Service sells some timber at prices that are less than the agency costs to administer the timber program. This report discusses these "below-cost" timber sales that have been debated by Congress for more than a decade, but no policy to address the issue has been adopted legislatively or administratively.

The new post-Cold War world and the role of the United States will be shaped by action on a wide variety of foreign policy and defense issues. The 104th Congress will debate many of these issues and help determine the outcome as it considers the National Security Act proposed by House Republicans in the Contract with America and takes up bills on foreign policy and defense agencies, programs, and budgets.

The Conservation Reserve Program (CRP), enacted in 1985, enables producers to bid to retire highly erodible or environmentally sensitive crop land for 10 years (or longer under certain circumstances). Successful bidders receive annual rental payments, and cost-sharing and technical assistance to install approved plantings. The program was to enroll between 40 and 45 million acres before 1996. Program goals are to reduce erosion and excess production, and more recently, to provide other environmental benefits. To date, about 36.5 million acres have been enrolled.

If general regulatory reform bills were enacted, debates on statute-specific reauthorizations could shift from regulatory reforms to the substantive regulatory requirements of each Act. In this case, regulatory reform could consist of proposals to modify statutory requirements to reduce costs to the private sector and State and local governments, to increase flexibility, and to reduce or compensate regulatory impacts on the value of private property. At issue would be a series of potential tradeoffs, for example among efficiency of environmental regulations, national consistency versus local flexibility, protection of private property rights, and degrees of health and environmental protection.

Flat Panel Display (FPD) technologies likely will help revolutionize the way information is transmitted, received, and used. FPD technologies already are having a significant impact on U.S. military weapon systems, and the growth of the commercial FPD market may be enormous by the end of the decade. A key policy issue facing Federal policymakers is whether there is a Government role, particularly for the Department of Defense, to assist the U.S. FPD industry in light of overwhelming Japanese domination of the global FPD market.

On November 16, 1994, the 1982 United Nations Convention on the Law of the Sea (LOS Convention) entered into force, but not for the United States. The LOS Convention was the culmination of more than 10 years of intense negotiation. However, the United States chose not to participate in this Convention in the early 1980s without changes to parts dealing with deep seabed mineral resources beyond national jurisdiction. After a 1994 Agreement amended parts of the LOS Convention dealing with deep seabed mineral resources, the LOS Convention, Annexes, and Agreement package was formally submitted to the U.S. Senate on October 7, 1994, for advice and consent to accession and ratification (Senate Treaty Doe. 103-39) and is awaiting Senate action. This short report describes provisions of the Convention relating to living marine resources and discusses how these provisions comport with current U.S. marine policy.

Wetlands protection efforts have been a major concern for agricultural interests since Congress enacted so-called swampbuster provisions in the 1985 Food Security Act. Under these provisions, all producers who alter wetlands risk losing certain farm program benefits. Determining which sites are wetlands and enforcement of penalties remain contentious issues. Controversy has been heightened by confusion over how this program is related to the principal Federal regulatory program to protect wetlands, section 404 of the Clean Water Act, and how wetland determinations affect land values and private property rights. Because the 103rd Congress did not reauthorize the Clean Water Act, some of the wetland issues raised in that debate might be raised in the farm bill. Another wetland protection program, the Wetland Reserve (WRP), was enacted in the 1990 farm bill. This program, which pays farmers to place wetlands under long-term or permanent easements, has been far less controversial. This paper reviews the swampbuster and WRP, as well as controversies surrounding delineation of wetlands and relationships between private property rights and wetland protection efforts.

Concerns about the national economy, environment, public health, and the quality of EPA's regulatory process have led Congress to consider proposals to require EPA analyses of risks, costs, and benefits of proposed regulations. Proponents of analysis want the results used to design more efficient regulations and to prioritize environmental problems for Federal attention. Risk analysis summarizes available scientific information about hazardous activities, chemicals, or technologies and the effects they may have on exposed animals or people under various conditions, for example, with or without regulation. Risk and economic analyses can be qualitative or, if information is sufficient, quantitative, but economists can only quantify economic benefits of enviromental regulations if scientists can quantitatively estimate risks to health and the environment.

The U.S. Forest Service established the first protected "wilderness area" under its own discretion in 1924. In 1964, the Wilderness Act established the National Wilderness Preservation System, reserved to Congress the authority to designate wilderness areas, and directed the Secretaries of Agriculture and of the Interior to review certain lands for their wilderness potential. The Act also designated 54 wilderness areas with 9 million acres of Forest Service land. Congress began expanding the Wilderness System in 1968, and today, there are 631 wilderness areas, totalling nearly 104 million acres, in 44 States.

For the 104th Congress, reauthorization of the Clean Water Act would seem likely to be a priority, since the Act was last amended in 1987 and authorizations expired on September 30, 1990. But legislative prospects in the 104th Congress are uncertain. Clean water also was a priority for the 103rd Congress, but, in 1994, Congress ran out of time and did not act on comprehensive amendments. Many of the issues proved to be too complex and controversial to be resolved easily, while Congress also was considering a large agenda of environmental and other bills. Controversies arose in connection with issues specific to the Clean Water Act and a trio of regulatory relief issues that became barriers to a number of bills in the 103rd Congress.

The Clinton Administration signed an agreement with North Korea on October 21, 1994, detailing steps to end the crisis caused by North Korea's nuclear program and pledging to "move toward full normalization of political and economic relations." Many details of the accord have not been disclosed, including the precise mechanisms to be used to provide light water nuclear reactors and annual shipments of U.S. heavy oil to North Korea, and a clear process to be followed in normalizing political and economic relations.

Japan-U.S. relations are more uncertain and subject to greater strain today than at any time since World War II. Longstanding military allies and increasingly interdependent economic partners, Japan and the United States have worked closely together to build a strong, multifaceted relationship based on democratic values and interests in world stability and development. But Japan today is our foremost economic and technological competitor.

On October 21, 1994, the United States and North Korea signed an accord that, if fully implemented on a step-by-step basis, could resolve a prolonged confrontation over Pyongyang's suspected nuclear weapons program. The accord came after 17 months of volatile talks, marked periodically by American threats to seek United Nations economic sanctions and various dire warnings and implied military threats from Pyongyang. Although the Clinton Administration maintains that the agreement fulfills its long-standing basic negotiating objectives, the accord differs significantly from earlier U.S. negotiating positions in regard to the timing and sequencing of actions by both parties, and includes some new elements.

This report discusses the broad-ranging provisions in Title IV of The Clean Air Act Amendments of 1990 (P.L. 101-549), which raise myriad implementation issues, particularly with respect to the system of tradable "allowances."

In December 1994, NATO members will begin the process of debating possible criteria for new members from Central Europe. Alliance relations with Russia will be a central factor determining the outcome of the debate.

The U.S.-Japan framework talks were initiated in July 1993. The automotive negotiations between Japan and the United States focused on sales of U.S. vehicles in Japan; sales of U.S.-made original equipment parts in Japan and to Japanese transplants in the United States; and deregulation of the market for replacement parts in Japan. An unresolved dispute over shock absorbers and other replacement parts resulted in the United States launching a formal investigation of Japanese market barriers to imported car parts under Section 301 on Oct. 1, 1994.

The Supreme Court's decisions holding government-sponsored prayer in the public schools to violate the First Amendment's establishment clause but prayer in legislative assemblies to be constitutional are sometimes lifted up as contradictory. This report summarizes the relevant decisions and identifies the distinctions the Court has drawn between the two situations.
