The Yucca Mountain Site Characterization Project (YMP) of the US DOE is tasked with designing, constructing, and operating an Exploratory Studies Facility (ESF) at Yucca Mountain, Nevada. The purpose of the YMP is to provide detailed characterization of the Yucca Mountain site for the potential mined geologic repository for permanent disposal of high-level radioactive waste. Detailed characterization of properties of the site are to be conducted through a wide variety of short-term and long-term in-situ tests. Testing methods require the installation of a large number of test instruments and sensors with a variety of functions. These instruments produce analog and digital data that must be collected, processed, stored, and evaluated in an attempt to predict performance of the repository. The Integrated Data and Control System (IDCS) is envisioned as a distributed data acquisition that electronically acquires and stores data from these test instruments. IDCS designers are responsible for designing and overseeing the procurement of the system, IDCS Operation and Maintenance operates and maintains the installed system, and the IDCS Data Manager is responsible for distribution of IDCS data to participants. Economic Impact Study of the Uranium Mill Tailings Remedial Action Project in Colorado: Colorado State Fiscal Year 1994. Revision 1

The Colorado economic impact study summarizes employment and economic benefits to the state from activities associated with the Uranium Mill Tailings Remedial Action (UMTRA) Project during Colorado state fiscal year 1994 (1 July 1993 through 30 June 1994). To capture employment information, a questionnaire was distributed to subcontractor employees at the active UMTRA Project sites of Grand Junction, Naturita, Gunnison, and Rifle, Colorado. Economic data were requested from each site prime subcontractor, as well as from the Remedial Action Contractor. Information on wages, taxes, and subcontract expenditures in combination with estimates and economic multipliers is used to estimate the dollar economic benefits to Colorado during the state fiscal year. Finally, the fiscal year 1994 estimates are compared to fiscal year 1993 employment and economic information.

Economic Impact Study of the Uranium Mill Tailings Remedial Action Project in Colorado: Colorado State Fiscal Year 1994

The Colorado economic impact study summarizes employment and economic benefits to the state from activities associated with the Uranium Mill Tailings Remedial Action (UMTRA) Project during Colorado state fiscal year 1994. To capture employment information, a questionnaire was distributed to subcontractor employees at the active UMTRA Project sites of Grand Junction, Naturita, Gunnison, and Rifle, Colorado. Economic data were requested from each site prime subcontractor, as well as from the Remedial Action Contractor. The most significant benefits associated with the UMTRA Project in Colorado are summarized. This study assesses benefits associated with the Grand Junction, Gunnison, Naturita, and Rifle UMTRA Projects sites for the 1-year period under study. Work at the Naturita site was initiated in April 1994 and involved demolition of buildings at the processing site. Actual start-up of remediation of Naturita is planned to begin in the spring of 1995. Work at the Slick Rock and Maybell sites is expected to begin in 1995. The only current economic benefits associated with these sites are related to UMTRA Project support work.

Application of modern diagnostic methods to environmental improvement. Annual progress report, January--October 1994

The Diagnostic Instrumentation and Analysis Laboratory (DIAL), a research department in the College of Engineering at Mississippi State University (MSU), is under contract with the US Department of Energy (DOE) to develop and apply advanced diagnostic instrumentation and analysis techniques to real world processes; measurements are made in hot, highly corrosive atmospheres in which conventional measurement devices are ineffective. Task 1 of this agreement is concerned with the development and application of various diagnostic methods to characterize the plasma properties, the melt properties and the downstream emissions from a plasma torch facility designed to vitrify mixed waste. Correlation of the measured properties with the operating parameters of the torch will be sought to improve, optimize and control the overall operation of the plasma treatment process. As part of this program, diagnostic methods will be developed and evaluated for characterization, monitoring and control purposes of treatment processes in general. Task 2 of this agreement is concerned with the development of a system to monitor and control the combustion stoichiometry in real time in order to minimize environmental impact and maximize process efficiency. Staged fuel injection is also being studied to minimize NO{sub x} formation.

FY 1994 ambient air monitoring report for McMurdo Station, Antarctica

This report presents the results of ambient air monitoring performed during the 1994 fiscal year (FY 1994) in the vicinity of McMurdo Station, Antarctica. Routine monitoring was performed during the 1993-1994 austral summer at three locations for airborne particulate matter less than 10 micrometers (PM-10) and at two locations for carbon monoxide (CO), sulfur dioxide (SO{sub 2}), and nitrogen oxides (NO, NO{sub 2}, and NO{sub x}). Selected PM-10 filters were analyzed for arsenic, beryllium, cadmium, chromium, lead, mercury, and nickel. Additional air samples were collected at three McMurdo area locations and at Black Island for determination of the airborne concentration of polychlorinated dibenzo-p-dioxins (PCDDs) and polychlorinated dibenzofurans (PCDFs). Sampling site selection, sampling procedures, and quality assurance procedures used were consistent with US Environmental Protection Agency guidance for local ambient air quality networks.

Fiscal year 1994 well installation program summary report, Y-12 Plant, Oak Ridge, Tennessee

This report summarizes the well installation activities conducted during the federal fiscal year (FY) 1994 drilling program at the Oak Ridge Y-12 Plant, Oak Ridge, Tennessee. Synopses of monitoring well construction/well development data, well location rationale, geological/hydrological observations, quality assurance/quality control methods, and health and safety monitoring are included. Two monitoring wells were installed and one piezometer installation was attempted, but not completed, during the FY 1994 drilling program. In addition, SAIC provided health and safety and geotechnical oversight for two soil borings in support of the Y-12 Underground Storage Tank (UST) Program. All new monitoring wells were developed by either a 2.0-in. diameter swab rig or by hand bailing until nonspecific indicator parameters (pH and specific conductance) attained steady-state levels. Turbidity levels were lowered, if required, to the extent practicable by continued development beyond a steady-state level of pH and conductance. All well installation was conducted following industry-standard methods and approved procedures in the Environment Surveillance Procedures Quality Control Program (Energy Systems 1988), the Resource Conservation and Recovery Act (RCRA) Groundwater Monitoring Technical Enforcement Guidance Document (EPA 1986), and Guidelines for Installation of Monitor Wells at the Y-12 Plant (Geraghty and Miller 1985). INEL metal recycle annual report, FY-94

In 1992, the mission of the Idaho Chemical Processing Plant was changed from reprocessing of spent nuclear fuels to development of technologies for conditioning of spent nuclear fuels and other high-level wastes for disposal in a geologic repository. In addition, the Department of Energy (DOE) directed Idaho National Engineering Laboratory (INEL) to develop a program plan addressing the management of radioactive contaminated scrap metal (RSM) within the DOE complex. Based on discussions with the EM-30 organization, the INEL Metal Recycle program plan was developed to address all issues of RSM management. Major options considered for RSM management were engineered interim storage, land disposal as low-level waste, and beneficial reuse/recycle. From its inception, the Metal Recycle program has emphasized avoidance of storage and disposal costs through beneficial reuse of RSM. The Metal Recycle program plan includes three major activities: Site-by-site inventory of RSM resources; validation of technologies for conversion of RSM to usable products; and identification of parties prepared to participate in development of a RSM recycle business.
