Search Hanford accessible reports electronically system requirements specification

The Emergency, Safety, & Quality (ESQ) Services organization of Westinghouse Hanford Company (WHC) is experiencing changes related to new programs. The programs include Corrective Actions Management Systems, Self-Assessment, Trend Analysis, and Lessons Learned analysis. The programs are pushing up organizational costs while funding and manpower levels are projected to be dropping. A large cost involved in implementing the new programs is the cost for people to locate unstructured information required to make decisions or write documentation. But, most resources for retrieving information are found in structured database systems. This means that unstructured information that must be located has to be found by one of these methods: (1) searching manually through documents, (2) searching individual documents one at a time with word processing programs, (3) searching through text fields with query systems primarily designed for structured database information, or (4) develop a text search and retrieval system designed for unstructured information. One example of this is using Occurrence Reporting Processing System (ORPS) and Quality, Environmental, and Safety Tracking (QUEST) documents. An explanation of this is in the following textual box.

Sodium/nickel-chloride battery development

The performance of the Ni/NiCl{sub 2} positive electrode for the Na/NiCl{sub 2} battery has been significantly improved compared to that of our earlier electrodes, representative for 1990. This improvement has been achieved by lowering the impedance and increasing the usable capacity through the use of chemical additives and a tailored electrode morphology. The improved electrode has excellent performance even at 250{degrees}C and can be recharged within one hour. The performance of this new electrode was measured by the conventional interrupted galvanostatic method and under simulated driving profiles. These measurements were used to project the performance of 40- to 60-kWh batteries built with this new electrode combined with the already highly developed sodium/{beta}{double_prime}-alumina negative electrode. These calculated results yielded a specific power of 150--400 W/kg and a specific energy of 110--200 Wh/kg for batteries with single-tube and bipolar cell designs. This high performance, along with the high cell voltage, mid-temperature operation, fast recharge capability, and short-circuited failure mode of the electrode couple, makes the Na/NiCl{sub 2} battery attractive for electric vehicle applications.

Tank 241-C-103 vapor and gas sampling Data Quality Objectives

Two problems are addressed in this report: Potential flammability of gases, vapors, and an aerosol in tank 241-C-103 (hereafter identified as C-103) and potential worker health and safety hazards associated with the toxicity of constituents in C-103. Previous work indicated the potential presence of a fog in the tank, and the fuel content of the tank gases, vapors, and aerosol may be too high to permit work in the tank. Ten reports of adverse health effects associated with vapor exposures near C-103 or in C-Farm have been made by workers. Reported symptoms include headaches, burning sensations in nose and throat, nausea, and impaired pulmonary function. Data are needed to identify and quantify constituents of the C-103 headspace to address potential vapor toxicity. When the compounds of toxicological interest in the tank headspace are identified, industry hygienists can assess ``worst-case`` worker exposure levels and focus their industrial hygiene monitoring strategy on these target compounds. Final recommendations on the required level of personal protective equipment will be based on the worker breathing zone levels of these chemicals.

Waste Minimization/Pollution Prevention Crosscut Plan, 1994

This plan establishes a Department-wide goal to reduce total releases of toxic chemicals to the environment and off-site transfers of such toxic chemicals by 50 percent by December 31, 1999, in compliance with Executive Order 12856. Each site that meets the threshold quantities of toxic chemicals established in the Emergency Planning and Community Right-to-Know Act (EPCRA) will participate in this goal. In addition, each DOE site will establish site-specific goals to reduce generation of hazardous, radioactive, radioactive mixed, and sanitary wastes and pollutants, as applicable. Implementation of this plan will represent a major step toward the environmental risks and costs associated with DOE operations and increasing the Department`s use of preventive environmental management practices. Investing in Waste Minimization Pollution Prevention (WMin/PP) steadily reduce hazardous and radioactive waste generation and will reduce the need for waste management and unnecessary expenditures for waste treatment, storage, and disposal. A preventive approach to waste management will help solve current environmental and regulatory issues and reduce the need for costly future corrective actions.
