Assist in the Recovery of Bypassed Oil From Reservoirs in the Gulf of Mexico. Final Quarterly Status Report, October 1, 1993--December 31, 1993

Maps collected at the MMS office in New Orleans were planimetered and measured. Measurements of estimated salt diameter and updip areas are also being derived. Production data was read from the tapes obtained in New Orleans and reformatted for use in TORIS. Conceptual work began on the development of the models required to assess unrecovered oil, continued primary recovery of existing mapped oil, updip attic oil recovery, and miscible and immiscible CO{sub 2} injection recovery. Efforts began to supplement existing TORIS data with drilling, workover and facility costs related to past enhanced oil recovery, efforts in the offshore Gulf of Mexico area. Data on CO{sub 2} sources was collected and byproduct CO{sub 2} costs were estimated for use in the economic model. LSU continued the analysis of data obtained from Taylor Energy on the South Marsh Island (SMI) Block 73 Field and the blindcoded Field 2, both in the Gulf of Mexico. The apparatus for experiments for the study of attic oil recovery techniques is being tested. Tests of the 2D adaptive finite element model continue, simulating oil/water flow through porous media. Development of an extraction process for removal of heteroatoms from coal liquids. Technical progress report No. 7, October 1, 1993--December 31, 1993

The objective of this contract is to develop a CO{sub 2}-water extraction process for the removal of heteroatoms from coal-derived naphtha, diesel, and jet fuel. Coal liquids are characterized by their high content of heteroatoms. Conventional techniques could remove the heteroatoms from coal liquids, but at a high hydrogen consumption and at a high cost. A successful development of the CO{sub 2}-water extraction process will increase the environmental acceptability of coal liquids and reduce the H{sub 2} requirements for the upgrading of coal liquids.

Development of improved iron Fischer-Tropsch catalysts. Final technical report: Project 6464

Despite the current worldwide oil glut, the United States will ultimately require large-scale production of liquid (transportation) fuels from coal. Slurry phase Fischer Tropsch (FT) technology, with its versatile product slate, may be expected to play a major role in production of transportation fuels via indirect coal liquefaction. Texas A&M University (TAMU) with sponsorship from the US Department of Energy, Center for Energy and Mineral Resources at TAMU, Texas Higher Education Coordinating Board, and Air Products and Chemicals, Inc., has been working on development of improved iron FT catalysts and characterization of hydrodynamic parameters in two- and three-phase bubble columns with FT derived waxes. Our previous studies have provided an improved understanding of the role of promoters (Cu and K), binders (silica) and pretreatment procedures on catalyst activity, selectivity and longevity (deactivation). The objective of the present contract was to develop improved catalysts with enhanced slurry phase activity and higher selectivity to liquid fuels and wax. This was accomplished through systematic studies of the effects of pretreatment procedures and variations in catalyst composition (promoters and binders). The major accomplishments and results in each of these two main areas of research are summarized here.

Documentation of the DRI Model of the US economy, December 1993

The Energy Information Administration (EIA) uses models of the US economy developed by Data Resources, Inc. (DRI) for conducting policy analyses, preparing forecasts for the Annual Energy Outlook, the Short-Term Energy Outlook, and related analyses in conjunction with EIA`s National Energy Modeling System (NEMS) and its other energy market models. Both the DRI Model of the US Economy and the DRI Personal Computer Input-Output Model (PC-IO){sup 2} were developed and are maintained by DRI as proprietary models. This report provides documentation, as required by EIA standards for the use of proprietary models; describes the theoretical basis, structure and functions of both DRI models; and contains brief descriptions of the models and their equations. Appendix A describes how the two large-scale models documented here are used to support the macroeconomic and interindustry modeling associated with the National Energy Modeling System. Appendix B is an article by Stephen McNees of the Federal Reserve Bank of Boston on ``How Large are Economic Forecast Errors.`` This article assesses the forecast accuracy of a number of economic forecasting models (groups) and is attached as an independent assessment of the forecast accuracy of the DRI Model of the US Economy.

Fabrication, phase transformation studies, and characterization of SiC-AlN-Al{sub 2}OC ceramics. Final report

Principal focus was on phase transformation, microstructure development, and elevated temperature creep, with some effort on room- temperature mechanical properties of selected materials. Fabrication was largely hot pressing, although many of the compositions can be densified by pressureless sintering; hot pressing was to ensure full attainment of density with fine microstructure. Most of the work was on SiC-AlN and AlN-Al{sub 2}OC pseudobinaries.

The International Petroleum Statistics Report presents data on international oil production, demand, imports, exports, and stocks. The report has four sections. Section 1 contains time series data on world oil production, and on oil demand and stocks in the Organization for Economic Cooperation and Development (OECD). This section contains annual data beginning in 1985, and monthly data for the most recent two years. Section 2 presents an oil supply/demand balance for world. This balance is presented in quarterly intervals for the most recent two years. Section 3 presents data on oil imports by OECD countries. This section contains annual data for the most recent year, quarterly data for the most recent two quarters, and monthly data for the most recent twelve months. Section 4 presents annual time series data on world oil production and oil stocks, demand, and trade in OECD countries. World oil production and OECD demand data are for the years 1970 through 1992; OECD stocks from 1973 through 1992; and OECD trade from 1982 through 1992.

This phase report summarizes the results of field investigations conducted in 1992 at Technical Area 21 of Los Alamos National Laboratory, as prescribed by the RCRA Facility Investigation work plan for the Technical Area 21 operable unit (also known as OU 1106). This phase report is the last part of a three-part phase report describing the results of field work conducted in 1992 at this operable unit. Phase Report lA, issued on l4 June l993, summarized site geologic characterization activities. Phase report 1B, issued on 28 January 1994, included an assessment of site-wide surface soil background, airborne emissions deposition, and contamination in the locations of two former air filtration buildings. The investigations assessed in Phase Report 1C include field radiation surveys and surface and near-surface sampling to characterize potential contamination at 25 outfalls and septic systems listed as SWMUs in the RFI work plan. Based on the RFI data, it is recommended that no further action is warranted for 8 SWMUs and further action is recommended for 3 SWMUs addressed in this phase report. Slurry Fed Melters (SFM) have been developed in the United States, Europe, and Japan for the conversion of high-level radioactive waste (HLW) to borosilicate glass for permanent disposal. The newest design, the stirred melter, combines the high production rates and high glass quality features of the Joule-heated melters with the low-cost, compact, simple maintenance features of the pot melters. However, further engineering design and demonstrations are needed to operate the stirred melter on a large scale. This document outlines the program which develops a full scale stirred melter for the DWPF (240 pph), and provides a basis which will allow further scale-up of the technology for use in the Hanford High Level Waste Disposal Program (HLWDP) for up to four times the reference capacity.

Savannah River Site Human Error Data Base Development for Nonreactor Nuclear Facilities

As part of an overall effort to upgrade and streamline methodologies for safety analyses of nonreactor nuclear facilities at the Savannah River Site (SRS), a human error data base has been developed and is presented in this report. The data base fulfills several needs of risk analysts supporting safety analysis report (SAR) development. First, it provides a single source for probabilities or rates for a wide variety of human errors associated with the SRS nonreactor nuclear facilities. Second, it provides a documented basis for human error probabilities or rates. And finally, it provides actual SRS-specific human error data to support many of the error probabilities or rates. Use of a single, documented reference source for human errors, supported by SRS-specific human error data, will improve the consistency and accuracy of human error modeling by SRS risk analysts. It is envisioned that SRS risk analysts will use this report as both a guide to identifying the types of human errors that may need to be included in risk models such as fault and event trees, and as a source for human error probabilities or rates. Search Hanford accessible reports electronically system requirements specification

The Emergency, Safety, & Quality (ESQ) Services organization of Westinghouse Hanford Company (WHC) is experiencing changes related to new programs. The programs include Corrective Actions Management Systems, Self-Assessment, Trend Analysis, and Lessons Learned analysis. The programs are pushing up organizational costs while funding and manpower levels are projected to be dropping. A large cost involved in implementing the new programs is the cost for people to locate unstructured information required to make decisions or write documentation. But, most resources for retrieving information are found in structured database systems. This means that unstructured information that must be located has to be found by one of these methods: (1) searching manually through documents, (2) searching individual documents one at a time with word processing programs, (3) searching through text fields with query systems primarily designed for structured database information, or (4) develop a text search and retrieval system designed for unstructured information. One example of this is using Occurrence Reporting Processing System (ORPS) and Quality, Environmental, and Safety Tracking (QUEST) documents. An explanation of this is in the following textual box.

Tank 241-C-103 vapor and gas sampling Data Quality Objectives

Two problems are addressed in this report: Potential flammability of gases, vapors, and an aerosol in tank 241-C-103 (hereafter identified as C-103) and potential worker health and safety hazards associated with the toxicity of constituents in C-103. Previous work indicated the potential presence of a fog in the tank, and the fuel content of the tank gases, vapors, and aerosol may be too high to permit work in the tank. Ten reports of adverse health effects associated with vapor exposures near C-103 or in C-Farm have been made by workers. Reported symptoms include headaches, burning sensations in nose and throat, nausea, and impaired pulmonary function. Data are needed to identify and quantify constituents of the C-103 headspace to address potential vapor toxicity. When the compounds of toxicological interest in the tank headspace are identified, industry hygienists can assess ``worst-case`` worker exposure levels and focus their industrial hygiene monitoring strategy on these target compounds. Final recommendations on the required level of personal protective equipment will be based on the worker breathing zone levels of these chemicals.

Waste Minimization/Pollution Prevention Crosscut Plan, 1994

This plan establishes a Department-wide goal to reduce total releases of toxic chemicals to the environment and off-site transfers of such toxic chemicals by 50 percent by December 31, 1999, in compliance with Executive Order 12856. Each site that meets the threshold quantities of toxic chemicals established in the Emergency Planning and Community Right-to-Know Act (EPCRA) will participate in this goal. In addition, each DOE site will establish site-specific goals to reduce generation of hazardous, radioactive, radioactive mixed, and sanitary wastes and pollutants, as applicable. Implementation of this plan will represent a major step toward the environmental risks and costs associated with DOE operations and increasing the Department`s use of preventive environmental management practices. Investing in Waste Minimization Pollution Prevention (WMin/PP) steadily reduce hazardous and radioactive waste generation and will reduce the need for waste management and unnecessary expenditures for waste treatment, storage, and disposal. A preventive approach to waste management will help solve current environmental and regulatory issues and reduce the need for costly future corrective actions. Concentrator E-F11 water test

This document is the Process Test Report for performing operation testing with water of the modified E-F11 concentrator in PUREX on water. The test was performed to determine the effects of the following concentrator modifications; routing concentrator off-gasses via the PUREX air tunnel to the main stack, blanking of condenser cooling water, blanking of process condensate route to a crib, restricting flow to steam tube bundles, and routing of steam condensate to TK-F12. The test was successful. Concentrator boil-off rates of 6--7 gpm were achieved while the overheads exited the PUREX plant in vapor form. With minor recommended modifications, this process is recommended for use in processing PUREX deactivation flush solutions and other miscellaneous wastes accumulated during the completion of the deactivation project.

Alkali corrosion kinetics of mullite were studied in a constant partial pressure of sodium nitrate. Reaction layer thickness appears to be linearly related to reaction time; linear reaction rate constants are 9 {mu}m/h at 1000{degrees}C and 25 {mu}m/h at 1050{degrees}C. XRD after reaction revealed sodium aluminate and carnegieite, with a suggestion of a solid solution of the sodium aluminate and carnegieite phases. SEM reveals a large number of microcracks in the reaction layer.

International Financial Institutions and Environment: Multilateral Development Banks and the Global Environment Facility

The World Bank and other multilateral development banks (MDB) have come under increasing pressure to assess the environmental impacts of bank-sponsored projects. The U.S. Congress has required that U.S. participation be based on policies that encourage the banks to raise the priority of environmental protection in their operations and to address environmental impacts; however, major issues continue to revolve around the effectiveness of all the MDBs in promoting environmentally sustainable development. Additionally, increasing concern over global environmental problems led to the creation in 1990 of a new multilateral fund -- the Global Environment Facility (GEF) -- to fund environmental projects of global concern that were generally not being funded by the MDBs. The pilot phase of the GEF ended in December 1993, and participants are currently in the process of determining how, or if, it should function as a permanent entity.
