Coupling correction using closed orbit measurements
The authors describe a coupling correction scheme they have developed and used to successfully reduce the vertical emittance of the NSLS X-Ray ring by a factor of 6 to below 2 A. This gives a vertical to horizontal emittance ratio of less than 0.2%. They find the strengths of 17 skew quadrupoles to simultaneously minimize the vertical dispersion and the coupling. As a measure of coupling they utilize the shift in vertical closed orbit resulting from a change in strength of a horizontal steering magnet. Experimental measurements confirm the reduced emittance.

DNA banking and DNA databanking: Legal, ethical, and public policy issues. Progress report, [April 1, 1993--March 31, 1994]
The purpose of the grant was to provide support to enable us to: (1) perform legal and empirical research and critically analyze DNA banking and DNA databanking as those activities are conducted by state forensic laboratories, the military, academic researchers, and commercial enterprises; and (2) develop a broadcast quality educational videotape for viewing by the general public about DNA technology and the privacy and related issues that it raises. The grant thus has both a research and analysis component and a public education component. This report outlines the work completed since the inception of the project and describes the activities still in progress.

Engineereing development of advanced physical fine coal cleaning for premium fuel applications. Quarterly technical progress report No. 5, October--December 1993
This project is a major step in the Department of Energy`s program to show that ultra-clean coal-water slurry fuel (CWF) can be produced from selected coals and that this premium fuel will be a cost-effective replacement for oil and natural gas now fueling some of the industrial and utility boilers in the United States. The replacement of oil and gas with CWF can only be realized if retrofit costs are kept to a minimum and retrofit boiler emissions meet national goals for clean air. These concerns establish the specifications for maximum ash and sulfur levels and combustion properties of the CWF. The project has three major objectives: The primary objective is to develop the design base for prototype commercial advanced fine coal cleaning facilities capable of producing ultra-clean coals suitable for conversion to coal-water slurry fuel for premium fuel applications. The fine coal cleaning technologies are advanced column flotation and selective agglomeration. A secondary objective is to develop the design base for near-term application of these advanced fine coal cleaning technologies in new or existing coal preparation plants for efficiently processing minus 28-mesh coal fines and converting this to marketable products in current market economics. Final report for miniature laser ignited bellows motor
A miniature optically ignited actuation device has been demonstrated using a laser diode as an ignition source. This pyrotechnic driven motor provides between 4 and 6 lbs of linear force across a 0.090 inch diameter surface. The physical envelope of the device is 1/2 inch long and 1/8 inch diameter. This unique application of optical energy can be used as a mechanical link in optical arming systems or other applications where low shock actuation is desired and space is limited. An analysis was performed to determine pyrotechnic materials suitable to actuate a bellows device constructed of aluminum or stainless steel. The aluminum bellows was chosen for further development and several candidate pyrotechnics were evaluated. The velocity profile and delivered force were quantified using an non-intrusive optical motion sensor.

Guidance for establishment and implementation of a national sample management program in support of EM environmental sampling and analysis activities
The role of the National Sample Management Program (NSMP) proposed by the Department of Energy`s Office of Environmental Management (EM) is to be a resource for EM programs and for local Field Sample Management Programs (FSMPs). It will be a source of information on sample analysis and data collection within the DOE complex. Therefore the NSMP`s primary role is to coordinate and function as a central repository for information collected from the FSMPs. An additional role of the NSMP is to monitor trends in data collected from the FSMPs over time and across sites and laboratories. Tracking these trends will allow identification of potential problems in the sampling and analysis process.

The role of the National Sample Management Program (NSMP) proposed by the Department of Energy`s Office of Environmental Management (EM) is to be a resource for EM programs and for local Field Sample Management Programs (FSMPs). This guidance will apply only to EM sampling and analysis activities associated with project planning, contracting, laboratory selection, sample collection, sample transportation, laboratory analysis and data management.

Hydraulic impact end effector final test report. Automation and robotics section, ER/WM-AT Program
One tool being developed for dislodging and fragmenting the hard salt cake waste in the single-shell nuclear waste tanks at the Hanford Reservation near Richland, Washington, is the hydraulic impact end effector (HIEE). This total operates by discharging 11-in. slugs of water at ultrahigh pressures. The HIEE was designed, built, and initially tested in 1992. Work in 1993 included advanced developments of the HIEE to further investigate its fragmentation abilities and to determine more effective operating procedures. These tests showed that more fragmentation can be achieved by increasing the charge pressure of 40 kpsi to 55 kpsi and by the use of different operating procedures. The size of the material and the impact energy of the water slug fired from the HIEE are believed to be major factors in material fragmentation. The material`s ability to fracture also appears to depend on the distance a fracture or crack line must travel to a free surface. Thus, larger material is more difficult to fracture than smaller material. Discharge pressures of 40 kpsi resulted in little penetration or fracturing of the material. At 55 kpsi, however, the size and depth of the fractures increased. Nozzle geometry had a significant effect on fragment size …
