45-Day safety screening for Tank 241-C-103 push mode sample, riser 2

This is the 45-Day report for the Tank 241-C-103 (C-103) push-mode core sampling characterization effort. Problems encountered with the push-mode sampling truck following removal of the first segment from riser 2 resulted in a long delay before resumption of sampling, therefore it was decided to begin the 45-day clock and issue a report based on receipt of this first segment. If subsequent segments are removed from tank C-103, a revision of this report or a new report will be issued to include any new data. Included are copies of the differential scanning calorimetry (DSC) and thermogravimetric analysis (TGA) scans as requested in Reference 1. Also included is a copy of any immediate notification documentation. Other pertinent documentation will be included in the C-103 216-day report.

The B Plant 291-B-1 main stack exhausts gaseous effluents to the atmosphere from the 221-B Building canyon and cells, the No. 1 Vessel Ventilation System (VVS1), the 212-B Cask Station cell ventilation system, and, to a limited capacity, the 224-B Building. VVS1 collects offgases from various process tanks in 221-B Building, while the 224-B system maintains a negative pressure in out-of-service, sealed process tanks. B Plant Administration Manual, WHC-CM-7-5, Section 5.30 requires an annual system assessment to evaluate and report the present condition of the sampling and monitoring system associated with Stack 291-B-1 (System Number B977A) at B Plant. The system is functional and performing satisfactorily.

Acceptance test procedure for SY Tank Farm replacement exhauster unit

The proper functioning of a new 241-SY Tank Farm replacement exhauster will be acceptance tested, to establish operability and to provide an operational baseline for the equipment. During this test, a verification of all of the alarm and control circuits associated with the exhaust, which provide operating controls and/or signals to local and remote alarm/annunciator panels, shall be performed. Test signals for sensors that provide alarms, warnings, and/or interlocks will be applied to verify that alarm, warning, and interlock setpoints are correct. Alarm and warning lights, controls, and local and remote readouts for the exhauster will be verified to be adequate for proper operation of the exhauster. Testing per this procedure shall be conducted in two phases. The first phase of testing, to verify alarm, warning, and interlock setpoints primarily, will be performed in the MO-566 Fab Shop. The second phase of testing, to verify proper operation and acceptable interface with other tank farm systems, will be conducted after the exhauster and all associated support and monitoring equipment have been installed in the SY Tank Farm. Complex scattering dynamics and the quantum Hall effects

We review both classical and quantum potential scattering in two dimensions in a magnetic field, with applications to the quantum Hall effect. Classical scattering is complex, due to the approach of scattering states to an infinite number of dynamically bound states. Quantum scattering follows the classical behavior rather closely, exhibiting sharp resonances in place of the classical bound states. Extended scatterers provide a quantitative explanation for the breakdown of the QHE at a comparatively small Hall voltage as seen by Kawaji et al., and possibly for noise effects.

Electron thermal conduction in LASNEX

This report is a transcription of hand-written notes by DM dated 29 January 1986, transcribed by SW, with some clarifying comments added and details specific to running the LASNEX code deleted. Reference to the esoteric measurement units employed in LASNEX has also been deleted by SW (hopefully, without introducing errors in the numerical constants). The report describes the physics equations only, and only of electron conduction. That is, it does not describe the numerical method, which may be finite difference or finite element treatment in space, and (usually) implicit treatment in time. It does not touch on other electron transport packages which are available, and which include suprathermal electrons, nonlocal conduction, Krook model conduction, and modifications to electron conduction by magnetic fields. Nevertheless, this model is employed for the preponderance of LASNEX simulations.

Isothermal heat measurements of TBP-nitric acid solutions

Net heats of reaction were measured in an isothermal calorimeter for both single phase (organic) and two phase (organic and aqueous) TBP/HNO{sub 3} reacting solutions at temperatures above 100 C. The oxidation rate constant was determined to be 5.4E-4 min{sup {minus}1} at 110 C for an open ``vented`` system as compared to 1.33 E-3 min{sup {minus}1} in the closed system. The heat released per unit material oxidized was also reduced. The oxidation in both phases was found to be first order in nitric acid and pseudo-zero order in butylnitrate and water. The hydrolysis (esterification) rate constant determined by Nichols` (1.33E-3 min{sup {minus}1}) fit the experimental data from this work well. Forced evaporation of the volatile components by the product gases from oxidation resulted in a cooling mechanism which more than balanced the heat from the oxidation reaction in the two-phased systems. Rate expressions were derived and rate constants determined for both the single and two phase systems. An approximating mathematical model was developed to fit the experimental data and to extrapolate beyond the experimental conditions. This model shows that one foot of ``reacting`` 14.3M HNO{sub 3} aqueous phase solution at 121 C will transport sufficient water to the organic phase …

K Basin safety analysis

The purpose of this accident safety analysis is to document in detail, analyses whose results were reported in summary form in the K Basins Safety Analysis Report WHC-SD-SNF-SAR-001. The safety analysis addressed the potential for release of radioactive and non-radioactive hazardous material located in the K Basins and their supporting facilities. The safety analysis covers the hazards associated with normal K Basin fuel storage and handling operations, fuel encapsulation, sludge encapsulation, and canister clean-up and disposal. After a review of the Criticality Safety Evaluation of the K Basin activities, the following postulated events were evaluated: Crane failure and casks dropped into loadout pit; Design basis earthquake; Hypothetical loss of basin water accident analysis; Combustion of uranium fuel following dryout; Crane failure and cask dropped onto floor of transfer area; Spent ion exchange shipment for burial; Hydrogen deflagration in ion exchange modules and filters; Release of Chlorine; Power availability and reliability; and Ashfall.
