The Energy Information Administration (EIA) prepares quarterly, short-term energy supply, demand, and price projections for publication in February, May, August, and November in the Short-Term Energy Outlook (Outlook). An annual supplement analyzes the performance of previous forecasts, compares recent cases with those of other forecasting services, and discusses current topics related to the short-term energy markets. Operational test report for WESF diesel generator diesel tank installation
The WESF Backup Generator Underground Diesel Tank 101 has been replaced with a new above ground 1000 gallon diesel tank. Following the tank installation, inspections and tests specified in the Operational Test Procedure, WHC-SD-WM-OTP-155, were performed. Inspections performed by a Quality Control person indicated the installation was leak free and the diesel generator/engine ran as desired. There were no test and inspection exceptions, therefore, the diesel tank installation is operable.

CEL Working procedures for WRAP 2A formulation development test
The WRAP 2A facility will encapsulate retrieved, stored, and newly generated contact-handled mixed low level waste (MLLW) into 55-500 gal cementitous forms. Standardized test procedures will be required to facilitate this process. Cementitous specimens will be prepared from simulated drum wastes and will be tested in the Chemical Engineering Laboratory using the laboratory operating/working procedures encorporated into this document.

Japan-U.S. Trade Negotiations Under the Framework: Status and Alternative Approaches
It has been more than a year since the United States and Japan established their bilateral framework for trade negotiations and other economic relations. The framework set down rules and deadlines to address various economic issues, particularly market access in Japan for U.S. exports and the Japanese global trade surplus. The two sides have failed to reach agreements on any of the major issues. The United States is left with several policy options to resolve the breakdown in trade negotiations.
