As part of the Savannah River Site (SRS) Aquifer Characterization Program, the Environmental Sciences Section (ESS) of the Savannah River Laboratory (SRL) is attempting to determine the water transmitting characteristics of the different aquifer units underlying the SRS by conducting single well pumping tests on wells installed as part of the SRS Baseline Hydrogeologic Investigation. In April 1990, while performing the single well pumping test, an opportunity became available to collect data on aquifer properties utilizing a production well and observation wells. At this time the US Army Corps of Engineers (COE) was completing a new production well (well 905-120P) in P-Area. This well, located in close proximity to well cluster P-24, was to undergo a 24-hour performance test by the COE. ESS arranged with the subcontractor working on the Single Well pumping Test project. Dames Moore, to instrument the appropriate observation wells and to coordinate data collection with the COE.

1988 Hanford riverbank springs characterization report

This reports presents the results of a special study undertaken to characterize the riverbank springs (i.e., ground-water seepage) entering the Columbia River along the Hanford Site. Radiological and nonradiological analyses were performed. River water samples were also analyzed from upstream and downstream of the Site as well as from the immediate vicinity of the springs. In addition, irrigation return water and spring water entering the river along the shoreline opposite Hanford were analyzed. Hanford-origin contaminants were detected in spring water entering the Columbia River along the Hanford Site. The type and concentrations of contaminants in the spring water were similar to those known to exist in the ground water near the river. The location and extent of the contaminated discharges compared favorably with recent ground-water reports and predictions. Spring discharge volumes remain very small relative to the flow of the Columbia. Downstream river sampling demonstrates the impact of ground-water discharges to be minimal, and negligible in most cases. Radionuclide concentrations were below US Department of Energy Derived Concentration Guides (DCGs) with the exception {sup 90}Sr near the 100-N Area. Tritium, while below the DCG, was detected at concentrations above the US Environmental Protection Agency drinking water standards in several springs. …

1989 state-by-state assessment of low-level radioactive wastes received at commercial disposal sites: National Low-Level Waste Management Program

The National Low-Level Waste Management Program has published eleven annual state-by-state assessment reports. These reports provide both national and state-specific disposal data on low-level radioactive wastes. Data in this report are divided into generator category, waste class, volume, and activity. Included in this report are tables showing a distribution of wastes by state for 1989 and a comparison of waste volumes by state for 1985 through 1989; also included is a list of all commercial nuclear power reactors in the United States as of December 31, 1989. In this year's report, a distinction has been made between low-level radioactive waste shipped directly for disposal by generators and that handled by an intermediary. 7 refs., 4 tabs.

1990 update for the applications guide to pedestrian SNM (special nuclear material) monitors

The physical principles of special nuclear material (SNM) monitoring have not changed in the five years since the writing of the Los Alamos report, An Applications Guide to Pedestrian SNM Monitors (AL-10633-MS).'' However, during those years, there has been evidence for the start of significant change in the practice of SNM monitoring. Recently revised Department of Energy orders allow flexibility in selecting material-control measures by addressing both abrupt and protracted theft or diversion of SNM and by grading the material according to its attractiveness. Other new guideline on how to apply, test, and maintain SNM monitors and metal detectors are becoming available from the American Society for Testing and Materials. But perhaps the most noticeable change to the Applications Guide is in Part 3, the catalog of commercial pedestrian SNM monitors, where many obsolete entries have been replaced by new monitors. This update for the Applications Guide catalogs new pedestrian SNM monitors and discusses what is new and what is changing in the practice of SNM monitoring. 31 refs., 11 figs.

Adaptation of the IBM ECR (electric cantilever robot) robot to plutonium processing applications

The changing regulatory climate in the US is adding increasing incentive to reduce operator dose and TRU waste for DOE plutonium processing operations. To help achieve that goal the authors have begun adapting a small commercial overhead gantry robot, the IBM electric cantilever robot (ECR), to plutonium processing applications. Steps are being taken to harden this robot to withstand the dry, often abrasive, environment within a plutonium glove box and to protect the electronic components against alpha radiation. A mock-up processing system for the reduction of the oxide to a metal was prepared and successfully demonstrated. Design of a working prototype is now underway using the results of this mock-up study. 7 figs., 4 tabs.

Analysis of Reporting Compliance of Labor Relations Consultants Under Section 203 (b) of the Labor-Management Reporting and Disclosure Act, 1959

This study examines the reporting compliance, as defined by section 203(b) of the Labor -Management Reporting and Disclosure Act (LMRDA), 1959, of labor relations consultants who engage in persuader activity. Organized labor suggests that the loss in union strength results, in large part, from management's use of labor relations consultants and their failure to file required reports with the U.S. Department of Labor. Two samples of labor relations consultants known to have engaged in persuader activity and two samples of those who could be engaged in persuader activity are identified. A research questionnaire is mailed to 779 of the total of 887 labor relations consultants for whom an address could be developed. Discriminant analysis using 16 variables correctly classifies 93.8 percent of the responding labor relations consultants grouped according to whether they had filed required reports. Other discriminant analyses using selected variables are also conducted. Three associated questions are answered. First, there are an estimated 850 labor relations consultants who have engaged in persuader activity or who can be presumed to have engaged in persuader activity. Annual report to the President and the Congress on the State Energy Conservation Program for calendar year 1989

The Department is required by Section 365(c) of Title 3, Part C, of the Energy Policy and Conservation Act (EPCA), 42 U.S.C. 6321-6327, as amended by Title 4, Part B of the Energy Conservation and Production Act (ECPA), to report annually to the President and the Congress on the operation of the State Energy Conservation Program. The report is to include an estimate of the energy conservation achieved, and the degree of state participation and achievement as well as a description of innovative conservation programs undertaken by individual states. Together the EPCA and the ECPA constitute the State Energy Conservation Program (SECP) which has provided the states (any one of the 50 states, the District of Columbia, Puerto Rico, and the Territories and possessions of the United States) with funding to help establish and maintain their capability to plan, design, implement and coordinate a variety of programs and initiatives designed to promote energy conservation and efficiency at state and local levels. All states have operational programs funded under EPCA (no monies have been appropriated under ECPA since FY 1981). The objective of the Annular Flow Distribution Test Program is to characterize the flow distribution between annular coolant channels for the Mark-22 fuel assembly with the bottom fitting insert (BFI) in place. Flow rate measurements for each annular channel were obtained by establishing hydraulic similarity'' between an instrumented fuel assembly with the BFI removed and a reference'' fuel assembly with the BFI installed. Empirical correlations of annular flow rates were generated for a range of boundary conditions.

Anomalous Behavior in the Rotational Spectra of the v₈=2 and the v₈=3 Vibrations for the ¹³C and ¹⁵N Tagged Isotopes of the CH₃CN Molecule in the Frequency Range 17-95 GHz

The rotational microwave spectra of the three isotopes (^13CH_3^12C^15N, ^12CH_3^13C^15N, and ^13CH_3^13C^15N) of the methyl cyanide molecule in the v_8=3, v_8=2, v_7=1 and v_4=1 vibrational energy levels for the rotational components 1£J£5 (for a range of frequency 17-95 GHz.) were experimentally and theoretically examined. Rotational components in each vibration were measured to determine the mutual interactions in each vibration between any of the vibrational levels investigated. The method of isotopic substitution was employed for internal tuning of each vibrational level by single and double substitution of ^13C in the two sites of the molecule. It was found that relative frequencies within each vibration with respect to another vibration were shifted in a systematic way. The results given in this work were interpreted on the basis of these energy shifts. Large departure between experimentally measured and theoretically predicted frequency for the quantum sets (J, K=±l, ϑ=±1), Kϑ-l in the v_8=3 vibrational states for the ^13c and ^15N tagged isotopes of CH_3CN showed anomalous behavior which was explained as being due to Fermi resonance. Accidently strong resonances (ASR) were introduced to account for some departures which were not explained by Fermi resonance.

Applications of gauge-fixed correlation functions of quarks and gluons

Two uses of fixed gauge correlation functions involving quarks and gluons -- as probes of effective quark and gluon parameters and their gauge dependence and as constraints for matching coefficients -- are examined. Effective quark and gluon masses are found to decrease with increasing gauge parameter {lambda}. A fixed gauge technique is used to determine {bar s}d matching coefficients. Despite gauge variance of effective quark masses, results of this matching -- modulo statistics -- are gauge invariant. Accordingly this technique is applied to the Delta I = {1/2} Rule. We are however unable to obtain physically useful results at present in this case because of large fluctuations. 17 refs., 5 figs.

Argonne's Performance Assessment of Major Facility Systems to Support Semiconductor Manufacturing by the National Security Agency/R Group, Ft. Meade, Maryland

The National Security Agency (NSA) was authorized in 1983 to construct a semiconductor and circuit-board manufacturing plant at its Ft. Meade, Maryland, facility. This facility was to become known as the Special Process Laboratories (SPL) building. Phase I construction was managed by the US Army Corps of Engineers, Baltimore District (USACE/BD) and commenced in January 1986. Phase I construction provided the basic building and support systems, such as the heating, ventilating, and air-conditioning system, the deionized-water and wastewater-treatment systems, and the high-purity-gas piping system. Phase II construction involved fitting the semiconductor manufacturing side of the building with manufacturing tools and enhancing various aspects of the Phase I construction. Phase II construction was managed by NSA and commenced in April 1989. Argonne National Laboratory (ANL) was contracted by USACE/BD midway through the Phase I construction period to provide quality-assured performance reviews of major facility systems in the SPL. Following completion of the Phase I construction, ANL continued its performance reviews under NSA sponsorship, focusing its attention on the enhancements to the various manufacturing support systems of interest. The major objectives of the joint SCS/DOE study of air-blown gasification power plants with hot gas cleanup are to: (1) Evaluate various power plant configurations to determine if an air-blown gasification-based power plant with hot gas cleanup can compete against pulverized coal with flue gas desulfurization for baseload expansion at Georgia Power Company's Plant Wansley; (2) determine if air-blown gasification with hot gas cleanup is more cost effective than oxygen-blown IGCC with cold gas cleanup; (3) perform Second-Law/Thermoeconomic Analysis of air-blown IGCC with hot gas cleanup and oxygen-blown IGCC with cold gas cleanup; (4) compare cost, performance, and reliability of IGCC based on industrial gas turbines and ISTIG power island configurations based on aeroderivative gas turbines; (5) compare cost, performance, and reliability of large (400 MW) and small (100 to 200 MW) gasification power plants; and (6) compare cost, performance, and reliability of air-blown gasification power plants using fluidized-bed gasifiers to air-blown IGCC using transport gasification and pressurized combustion.

Assessment of costs and benefits of flexible and alternative fuel use in the US transportation sector

In 1988 the Department of Energy (DOE) undertook a comprehensive technical analysis of a flexible-fuel transportation system in the United States. During the next two decades, alternative fuels such as alcohol (methanol or ethanol), compressed natural gas (CNG), and electricity could become practical alternatives to oil-based fuels in the US transportation sector. The DOE Alternative Fuels Assessment is aimed directly at questions of energy security and fuel availability. To keep interested parties informed about the progress of the DOE Alternative Fuels Assessment, the Department periodically publishes reports dealing with particular aspects of this complex study. This report provides an analysis of the expected costs to produce methanol from biomass feedstock.

Assessment of tree toxicity near the F- and H-Area seepage basins of the Savannah River Site

Areas of tree mortality, originating in 1979, have been documented downslope of the F- and H-Area Seepage Basins. The basins were used as discharge areas for low-level radioactive and nonradioactive waste. Preliminary studies indicated that there are three possible causes of stress: altered hydrology; hazardous chemicals; and nonhazardous chemicals. It was originally hypothesized that the most likely hydrological stressors to Nyssa sylvatica var. biflora were flooding where water levels cover the lenticels for more than 26 percent of the growing season, resulting in low oxygen availability, and toxins produced under anaerobic conditions. In fact, trees began to show stress only flowing a drought year (1977) rather than a wet year. Dry conditions could exacerbate stress by concentrating contaminants, particularly salt. Study of the soil and water chemical parameters in the impacted sites indicated that salt concentrations in the affected areas have produced abnormally high exchangeable sodium percentages. Furthermore, significantly elevated concentrations of heavy metals were found in each impacted site, although no one metal was consistently elevated. Evaluation of the concentrations of various chemicals toxic to Nyssa sylvatica var. biflora revealed that aluminum was probably the most toxic in the F-Area.
