It provides the opinion of the Texas Attorney General, Jim Mattox, regarding a legal question submitted for clarification: Whether, in a specific fact situation in Galveston County, certain submerged real property bordering the Gulf of Mexico, including the unsevered mineral interest, is taxable for ad valorem purposes to the "grantees" of the property or whether such property is owned by the state and is therefore exempt from ad valorem taxation.
