A 3 TeV on 3 TeV proton-proton dedicated collider for Fermilab

The Fermilab Dedicated Collider proposed in May 1983 is a 2 TeV on 2 TeV p)bar p) collider. The expected luminosity is )approximately) 10/sup 31/ cm/sup (minus/2)sec/sup )minus/1) and the estimated cost is )approximately) $362M (FY-83 dollars). Since 1983 both the superconducting magnet and the particle detector technologies have advanced and the countenance of physics, hence the desired characteristics of new facilities have also altered somewhat. We want to show here that with the new magnet technology used for the SSC one can construct a 3 TeV on 3 TeV pp collider on the Fermilab site. This pp Dedicated Collider )PPDC) will have a luminosity of about 10/sub 33/cm/sup )minus/2)sec)sup)minus)1) and a cost only )approximately) 50)percent) more than that of the p)bar p) Dedicated Collider. 3 figs

Abortion: Judicial Control

In 1973 the U.S. Supreme Court held that the Constitution protects a woman's decision whether or not to terminate her pregnancy, Roe v. Wade, 410 U.S. 113, and that a State may not unduly burden the exercise of that fundamental right by regulations that prohibit or substantially limit access to the means of effectuating that decision, Doe v. Bolton, 410 U.S. 179. But rather than settling the issue, the Court's rulings have kindled heated debate and precipitated a variety of governmental actions at the national, State and local levels designed either to nullify the rulings or hinder their effectuation. This brief discusses this ongoing issue, highlighting judicial history and decisions.

Accelerating structure with linear excitation

The switched power linac (SPL) structures require a ring-shaped laser beam pulse of uniform intensity to avoid transverse field components of the accelerating field at the center. In order to also utilize the reflection of the outgoing EM wave, the switching element has to be very close to the outer edge of the structure to ensure nearly synchronous superposition at the beam hole with the original inward going wave. It is sometimes easier to produce linear (flat) laser beams, e.g., from powerful excimer lasers which have beams of rectangular cross section. Such flat beams could be used to excite linear photocathode switches or be used to produce flat electron beam pulses in electron sources. In this paper, an accelerator structure is proposed which may be considered a variant of the SPL disk structure, but could be used with linear beams. The structure utilizes a double parabolic horn. 8 refs., 9 figs.

Active Cooling for Downhole Instrumentation: Preliminary Analysis and System Selection

A feasibility study and a series of preliminary designs and analyses were done to identify candidate processes or cycles for use in active cooling systems for downhole electronic instruments. A matrix of energy types and their possible combinations was developed and the energy conversion process for each pari was identified. The feasibility study revealed conventional as well as unconventional processes and possible refrigerants and identified parameters needing further clarifications. A conceptual design or series od oesigns for each system was formulated and a preliminary analysis of each design was completed. The resulting coefficient of performance for each system was compared with the Carnot COP and all systems were ranked by decreasing COP. The system showing the best combination of COP, exchangeability to other operating conditions, failure mode, and system serviceability is chosen for use as a downhole refrigerator. 85 refs., 48 figs., 33 tabs.

Advanced Vortexing Combustor (VC) for space/water heating applications (proof-of-concept model development)

The Naval Civil Engineering Laboratory is developing a proof-of-concept Vortexing Combustor (VC) with 2--4 MMBtu/hr firing capacity to bum both coal-water fuel and ultrafine coal for boiler applications. Thermodynamic analysis was made to trade off design features of the combustor. Results indicated that for best thermal efficiency, consistent with the low temperature combustion requirements, a sub-adiabatic VC arrangement should be selected. In order to minimize the risk of uncertainties, a three-step approach was chosen by which two small size models (0.15 and 0.6 MMBtu/hr) will be designed, built, and tested. The full-scale, proof-of-concept model will then be designed based on the results of tests using the small-scale models. Extensive testing of the full-scale model will be conducted to prove the concept. All combustors will be designed based on the use of one type of coal-water fuel. Ultrafine coal will be tested and regarded as a variance. The design and construction of the 0.15 MMBtu/hr model has been completed and it is being assembled for exploratory testing of the VC concept. Several major pieces of equipment, purchased with NCEL funds as a part of the cost sharing effort have arrived. The overall project has been progressing well and is on schedule. …
