Article Packet: Background Information on Seatbelts in School Buses
This notice from the Department of Transportation, denies a petition for rule-making filed by Physicians for Automotive Safety (PAS), asking this agency to mandate the installation of seat belts on all school buses. NHTSA believes that the currently mandated occupant protections in school buses provide an adequate level of safety protection, and that seat belts would not raise the level of protection for the occupants unless States and local jurisdictions were willing to take steps to ensure that the seat belts were actually used.

Deregulation of Transportation
Transportation has been substantially deregulated over the last 5 years and there is talk of enacting legislation during the 98th Congress to further deregulate transportation or to restore some of the regulation that recent legislation has removed. This mini brief gives an overview of the deregulation already enacted into law, and some of the ideas being considered for further legislation. The brief also refers to some sources for further reading.

Energy Efficiency Standards for Appliances: Are They Needed?
The Energy Policy and Conservation Act (EPCA! (P.L. 94-163), as amended by the National Energy Conservation Policy Act (NEPCA) (P.L. 95-619) , requires that energy efficiency standards be established for each of 13 classes of appliances that are major consumers of energy. NEPCA stipulates that such standards "be designed to achieve the maximum improvement in energy efficiency which the Secretary [of Energ'y] determines is technologically feasible and economically justified." The Department of Energy ' announced proposed standards for 8 of the 13 classes of appliances in June 1980 and initiated public hearings on them prior to final promulgation. In January 1981, the DOE suspended this process; after re-studying the proposed standards, it announced in April 1982 a finding that no standards are economically justified.

George Olincy, benefactor to the Marshall Public Library building project. He was chairman of the Andrew Norman Foundation and offered a challenge grant toward a new library building to Audrey Kariel, Project Director. He suggested that the challenge be given to the Friends of a Public Library rather than the city of Marshall. The Friends were able to match the challenge. The cooperation of the city, the library trustees, and the Friends ensured a successful building project that has been a source of civic pride.

[Celebration Dinner for Supporters of a New Library]
Supporters who worked to realize a dream for a new Marshall Public Library were honored at a celebration dinner on October 19, 1973, two days before the official opening of the building. George Olincy, chairman of the Andrew Norman Foundation, speaks to the group at the Holiday Inn Motel. The Foundation gave a challenge grant to the Friends of a Public Library. Originally the offer was for $125, 000, but it grew to $175,000. To the right in the picture is Fenn Lewis, who chaired the successful fund drive for the Friends. Others are unidentified.

Mrs. George (Virginia Gold) Olincy of Los Angeles, California, was a trustee of the Andrew Norman Foundation that gave a challenge grant toward the building of the Marshall Public Library. As a former librarian, she was interested in this particular project for her home town of Marshall. The auditorium in the new library was named in memory of her parents, Mose and Etta Gold.

A young Billy Don Moyers smiles from the pages of a yearbook. Starting as a teenage newspaper reporter in his home town of Marshall, Texas, Moyers rose to national prominence as a high-level aide in Lyndon B. Johnson's administration. He later changed from print to television journalism, broadcasting news commentary and creating special subject documentaries. Now he is known simply as Bill Moyers; but he has never forgotten his roots.
