Assessment of the response of spent fuel transports to malevolent acts

This paper describes the results of a program conducted at Sandia National Laboratories (SNL) for the US Department of Energy to provide an experimental data base for more accurately assessing the radiological consequences from a hypothetical sabotage attack on a spent fuel shipping cask. The primary objectives of the program were limited to: (1) evaluating the effectiveness of selected high explosive devices (HED) in breaching full-size spent fuel casks, (2) quantifying and characterizing relevant aerosol properties of the released fuel, and (3) using the resulting experimental data to evaluate the radiological health consequences resulting from a hypothetical sabotage attack on a spent fuel shipping cask in a densely populated area. Subscale and full-scale experiments in conjunction with an analytical modeling study were performed to meet the programmatic objectives. The data from this program indicate that the Urban Studies greatly overestimated the impact of malevolent acts directed at spent fuel casks in urban environs. From that standpoint this work could be the basis of additional regulatory revisions of the NRC physical protection requirements. Monopole search using an accelerator detector

A neutrino detector at the Brookhaven AGS has been used to investigate the feasibility of using an already constructed apparatus for GUT monopole searches. A flux limit (90%CL) of 5.2 x 10/sup -12/ cm/sup -2/ sec/sup -1/ str/sup -1/ was found. The limitations of such an approach are discussed.

Solar still. Final report

Passive solar heating was used in a still in which a packed column packed with popped popcorn separates the alcohol and water vapors. The still's performance was not satisfactory, and it is concluded that passive solar heating could have been better used to preheat makeup water for the fermentation process and to maintain proper fermentation temperatures during the winter. Photovoltaic-module bypass-diode encapsulation. Annual report

The design and processing techniques necessary to incorporate bypass diodes within the module encapsulant are presented in this annual report. A comprehensive survey of available pad-mounted PN junction and Schottky diodes led to the selection of Semicon PN junction diode cells for this application. Diode junction-to-heat spreader thermal resistance measurements, performed on a variety of mounted diode chip types and sizes, have yielded values which are consistently below 1/sup 0/C per watt, but show some instability when thermally cycled over the temperature range from -40 to 150/sup 0/C. Based on the results of a detailed thermal analysis, which covered the range of bypass currents from 2 to 20 amperes, three representative experimental modules, each incorporating integral bypass diode/heat spreader assemblies of various sizes, were designed and fabricated. Thermal testing of these modules has enabled the formation of a recommended heat spreader plate sizing relationship. The production cost of three encapsulated bypass diode/heat spreader assemblies were compared with similarly rated externally-mounted packaged diodes. An assessment of bypass diode reliability, which relies heavily on rectifying diode failure rate data, leads to the general conclusion that, when proper designed and installed, these devices will improve the overall reliability of a terrestrial array over …

Angular distributions of target fragments from the reactions of 292 MeV - 25. 2 GeV /sup 12/C with /sup 197/Au and /sup 238/U

Angular distributions of target fragments from the reactions of /sup 12/C with /sup 197/Au and /sup 238/U were measured at projectile energies of 292 MeV, 1.0 GeV, 3.0 GeV, 12.0 GeV and 25.2 GeV. The angular distributions of the /sup 197/Au target fragments were all forwardly peaked. Extensively forward peaked angular distributions were observed at the non-relativistic projectile energies (292 MeV, 1.0 GeV). No obvious differences were observed in the angular distributions at the different relativistic projectile energies of 3.0 GeV, 12.0 GeV and 25.2 GeV. The characteristic angular distribution pattern from the relativistic projectile energy experiments was also observed in the non-relativistic energy experiments. Maximum degree of forward-peaking in the angular distributions at each projectile energy was observed at the product mass number (A) around 190 from the 292 MeV projectile energy, at A=180 from 1.0 GeV and at A=175 from 3.0 GeV and 12.0 GeV. In general, two different types of angular distributions were observed in the relativistic projectile energy experiments with the /sup 238/U target. Isotropic angular distributions were observed for the fission product nuclides. Alternative connections for the large MFTF-B solenoids

The MFTF-B central-cell solenoids are a set of twelve closely coupled, large superconducting magnets with similar but not exactly equal currents. Alternative methods of connecting them to their power supplies and dump resistors are investigated. The circuits are evaluated for operating conditions and fault conditions. The factors considered are the voltage to ground during a dump, short circuits, open circuits, quenches, and failure of the protection system to detect a quench. Of particular interest are the current induced in coils that remain superconducting when one or more coils quench. The alternative connections include separate power supplies, combined power supplies, individual dump resistors, series dump resistors and combinations of these. A new circuit that contains coupling resistors is proposed. The coupling resistors do not affect normal fast dumps but reduce the peak induced currents while also reducing the energy rating of the dump resistors. Another novel circuit, the series circuit with diodes, is discussed in detail.

Impact of Radiation Biology on Fundamental in Biology

Research supported by OHER and its predecessors has as one of its major goals an understanding of the effects of radiation at low doses and dose rates on biological systems, so as to predict their effects on humans. It is not possible to measure such effects directly. They must be predicted from basic knowledge on how radiation affects cellular components such as DNA and membranes and how cells react to such changes. What is the probability of radiation producing human mutations and what are the probabilities of radiation producing cancer? The end results of such studies are radiation exposure standards for workers and for the general population. An extension of these goals is setting standards for exposure to chemicals involved in various energy technologies. This latter problem is much more difficult because chemical dosimetry is is a primitive state compared to radiation dosimetry.

Natural Gas Policy Act

The Natural Gas Policy Act of 1978 (NGPA) culminated decades of dispute over natural gas policy and was the "centerpiece of President Carter's National Energy Act. Now there are many issues of both regulatory and legislative concerns under discussion. These items were unanticipated by the framers of this difficult and delicate compromise. Generally speaking, they all stem from the fact that oil prices more than doubled in 1979 and 1980. The NGPA1s framers set wellhead gas prices within the new law's framework in such a way that they would converge on oil equivalent prices -- as they were then perceived -- in real dollar terms by 1985.
