Flow visualizations, velocity measurements, and surface convection measurements in simulated 20. 8-cm Nova box amplifier cavities

Reported are fluid mechanics experiments performed in models of the 20.8-cm Nova amplifier lamp and disk cavities. Lamp cavity nitrogen flows are shown, by both flow visualization and velocity measurements, to be acceptably uniform and parallel to the flashlamps. In contrast, the nitrogen flows in the disk cavity are shown to be disordered. Even though disk cavity flows are disordered, the simplest of three proposed nitrogen introduction systems for the disk cavity was found to be acceptable based on convection measurements made at the surfaces of simulated laser disks.

Power plant system assessment. Final report. SP-100 Program

The purpose of this assessment was to provide system-level insights into 100-kWe-class space reactor electric systems. Using these insights, Rockwell was to select and perform conceptual design studies on a ''most attractive'' system that met the preliminary design goals and requirements of the SP-100 Program. About 4 of the 6 months were used in the selection process. The remaining 2 months were used for the system conceptual design studies. Rockwell completed these studies at the end of FY 1983. This report summarizes the results of the power plant system assessment and describes our choice for the most attractive system - the Rockwell SR-100G System (Space Reactor, 100 kWe, Growth) - a lithium-cooled UN-fueled fast reactor/Brayton turboelectric converter system.

New magic angle bumps and magic translation bumps

SLC beams of opposite charge can be transversely deflected in the same direction by RF fields in the accelerating cavities caused by girder tilts, coupler-asymmetries, or manufacturing errors. A symmetric deflection can be corrected by a magic angle bump if the deflection is located adjacent to one of the linac quadrupoles. However, if the deflection is located between quadrupoles, two magic angle bumps or a magic angle bump and a magic translation bump are needed for the correction. Several examples of translation bumps are included. A new magic angle bump is also presented which is longitudinally compressed and has significantly reduced particle excursions. Finally, if new correctors are added midway along the girders so that the number of correctors are doubled, then the longitudinal extent and the maximum particle excursion of these new magic bumps can be further reduced.

A multiple magnet using the FFAG graded coil technique has been designed with the aid of the two dimensional magnet modelling code Poisson. Rapid design interaction in problem formulation has been achieved with a new finite element mesh generator in which mesh densities can be manipulated to overcome difficulties in mesh topologies when spanning the grid over the problem domain.

Waste systems. Progress report, January 1982-February 1983

A laboratory-scale beryllium electrorefining cell has been placed in operation and metallic beryllium with a purity greater than 99.95% has been produced. Methods of uranium chip disposal have been evaluated by performing bench- and pilot-scale testing and by surveying present chip disposal methods. A design criteria has been completed for a new production uranium chip disposal facility. Two types of cementation immobilization processes are being developed to treat several Rocky Flats wastes which do not currently meet repository acceptance criteria. The nitrate salts, as now shipped, are an extremely fine powder, composed chiefly of sodium and potassium nitrate. Nitrates are an oxidizer, and their behavior in a possible fire would be of concern. Accident caused fires involving a cargo of boxed nitrate salts were modeled and the burning characteristics noted. In addition, gypsum cement was tested as an immobilization matrix to reduce dispersibility. A program is in process to construct a facility to remotely size reduce gloveboxes and miscellaneous equipment contaminated with plutonium and other radioactive nuclides. The Title II engineering package is completed and the construction of the facility has been initiated. Demonstration of in-tank sludge processing: Part 2, Effect of processing on radionuclides

The scope and cost of the Defense Waste Processing Facility have been significantly reduced by adding in-tank sludge processing to the process flowsheet. A demonstration of in-tank processing was recently completed and the achievement of the major goals described in a previous memo. This memo describes the effect of in-tank sludge processing on the radionuclides in the waste. This memo will also identify those areas that will require further work both before and during the next scheduled in-tank sludge processing batch.

Follow-up inspection of the Formerly Utilized Sites Remedial-Action Program

Corrective actions had been taken in four of the six areas of concern that were addressed in the 1982 report. The remaining two areas are summarized as follows: Certification of Remedial Actions. We found, in the initial inspection, that FUSRAP properties were not being certified as decontaminated in a timely manner following remedial action. This problem has not yet been resolved. The Assistant Secretary for Nuclear Energy acknowledged that the certification process is lengthy but maintained that progress was being made. The Assistant Secretary stated that attempts will be made to speed up the process; and Permanent Waste Disposal. The lack of permanent repositories for FUSRAP wastes continues to be a major issue. The Assistant Secretary for Nuclear Energy indicated to us that meetings are being held with state and congressional representatives to impress on them the need for locating disposal sites for FUSRAP wastes in their states.

Social Security Student Benefits

As part of his program for economic recovery, President Reagan included a proposal to discontinue social security benefits for 18 to 22-year-old students attending college or vocational school. Critics of the student benefit believe that other federally funded educational assistance programs which tailor the amount of aid provided to actual educational costs and family income should be relied upon to help finance the college educations of students who are children of retired, disabled, and deceased workers.

This notice from the Department of Transportation, denies a petition for rule-making filed by Physicians for Automotive Safety (PAS), asking this agency to mandate the installation of seat belts on all school buses. NHTSA believes that the currently mandated occupant protections in school buses provide an adequate level of safety protection, and that seat belts would not raise the level of protection for the occupants unless States and local jurisdictions were willing to take steps to ensure that the seat belts were actually used.

The field-ionization mass spectral hydrocarbon data from F-45 (Wyodak coal-derived SRC) and F-51 (Kentucky 9/14 coal-derived SRC) were recalculated so the various hydrocarbon fractions could be compared directly on a weight percent basis. A computer program was developed which allows the field-ionization mass spectral hydrocarbon data to be compared in a three dimensional fashion. This approach provides for a rapid general comparson of all the field-ionization hydrocarbon data. The solubility of preasphaltenes was tested in several solvents. The preasphaltenes-2 were found to be largely soluble in pyridine:chloroform 9:1(v/v) or 7:3(v/v) and pyridine:chloroform:tetrahydrofuran 7:1:2(v/v/v). Experiments were carried out in which Chromasorb T was tested as a replacement for Fluoropak in the Fluoropak-basic alumina procedure. The results indicated Chromasorb T would be an adequate substitute for Fluoropak, but additional experiments will be run to confirm this. The chromatographic characteristics of numerous hydroxyl aromatics, nitrogen heterocycles, and aromatic amines were obtained on several normal-phase and reversed-phase high-performance liquid chromatographic systems. 30 references, 30 figures, 10 tables.

Cost Overruns in Major Weapon Systems: Current Dimensions of a Longstanding Problem

This paper reviews the initiatives of the Reagan Administration to control cost overruns during the last 2 and a half years and the actions taken by the Congress to strengthen its oversight role. Particular attention is directed at the critical need to enhance management incentive and accountability at all level of the acquisition process. If recently instituted reform in the Department of Defense fail to control cost overruns, pressure may grow for a more sweeping and radical approach. Serious consideration in such an event might even be given to removing responsibility for weapons acquisition management for the military service and assigning it to a civilian-operated supply agency.

Environmental, health, and safety assessment of photovoltaics

Potential enviornmental, health, and safety (E,H and S) concerns associated with all phases of the photovoltaic (PV) energy system life cycle are identified and assessed. E,H and S concerns affecting the achievement of National PV Program goals or the viability of specific PV technologies are emphasized. The report is limited to near-term manufacturing process alternatives for crystalline silicon PV materials, addresses flat-plate and concentrator collector designs, and reviews system deployment in grid-connected, roof-mounted, residential and ground-mounted central-station applications. The PV life-cycle phases examined include silicon refinement and manufacture of PV collectors, system deployment, and decommissioning. The primary E,H and S concerns that arise during collector fabrication are associated with occupational exposure to materials of undetermined toxicity or to materials that are known to be hazardous, but for which process control technology may be inadequate. Stricter exposure standards are anticipated for some materials and may indicate a need for further control technology development. Minimizing electric shock hazards is a significant concern during system construction, operation and maintenance, and decommissioning.

Localized hole effects in inner-shell excitation

Ab initio calculations of valence shell ionization potentials have shown that orbital relaxation and correlation differences usually make contributions of comparable magnitude. In marked contrast to this observation is the situation for deep core ionization, where correlation differences (approx. 1 eV) play a relatively minor role compared to orbital relaxation (approx. 20 eV). Theoretical calculations have shown that this relaxation is most easily described if the 1s-vacancy created by a K-shell excitation is allowed to localize on one of the atomic centers. For molecules possessing a center of inversion, this means that the molecular orbitals that best describe the final state do not transform as any irreducible representation of the molecular point group. Recent experimental work by Shaw, King, Read and Cvejanovic and by Stefani and coworkers has prompted us to carry out further calculations on N/sub 2/, as well as analogous investigations of 1s/sub N/ ..-->.. ..pi..* excitation in NO and N/sub 2/O. The generalized oscillator strengths display a striking similarity and point to the essential correctness of the localized hole picture for N/sub 2/. The theoretical calculations are briefly described, followed by a summary of the results and comparison to experiment, followed by a short discussion.

Containment barrier metals for high-level waste packages in a Tuff repository

The Nevada Nuclear Waste Storage Investigations (NNWSI) Waste Package project is part of the US Department of Energy`s Civilian Radioactive Waste Management (CRWM) Program. The NNWSI project is working towards the development of multibarriered packages for the disposal of spent fuel and high-level waste in tuff in the unsaturated zone at Yucca Mountain at the Nevada Test Site (NTS). The final engineered barrier system design may be composed of a waste form, canister, overpack, borehole liner, packing, and the near field host rock, or some combination thereof. Lawrence Livermore National Laboratory`s (LLNL) role is to design, model, and test the waste package subsystem for the tuff repository. At the present stage of development of the nuclear waste management program at LLNL, the detailed requirements for the waste package design are not yet firmly established. In spite of these uncertainties as to the detailed package requirements, we have begun the conceptual design stage. By conceptual design, we mean design based on our best assessment of present and future regulatory requirements. We anticipate that changes will occur as the detailed requirements for waste package design are finalized. 17 references, 4 figures, 10 tables.

Engineering basis for selection of positron source material

This note describes the engineering basis for the selection of the positron source material. It assumes the approximate physics parameters have already been chosen (i.e. a high Z material of 6 radiation lengths thickness). As part of this study a basic heat transfer analysis of the target was performed and is discussed. It is concluded that Ta-10W is the most likely material to meet required physics parameters and not fail structurally.

Normal-zone detectors for the MFTF-B coils. Revision 1

In order to protect a set of inductively coupled superconducting magnets, it is necessary to locate and measure normal zone voltages that are small compared with the mutual and self-induced voltages. The method described in this report uses two sets of voltage measurements to locate and measure one or more normal zones in any number of coupled coils. One set of voltages is the outputs of bridges that balance out the self-induced voltages. The other set of voltages can be the voltages across the coils, although alternatives are possible. The two sets of equations form a single combined set of equations. Each normal zone location or combination of normal zones has a set of these combined equations associated with it. It is demonstrated that the normal zone can be located and the correct set chosen, allowing determination of the size of the normal zone. Only a few operations take place in a working detector: multiplication of a constant, addition, and simple decision-making. In many cases the detector for each coil, although weakly linked to the other detectors, can be considered to be independent.
