Advances in optical materials for large aperture lasers

Lawrence Livermore National Laboratory (LLNL) is using large aperture Nd: glass lasers to investigate the feasibility of inertial confinement fusion. In our experiments high power laser light is focussed onto a small (100 to 500 micron) target containing a deuterium-tritium fuel mixture. During the short (1 to 5 ns) laser pulse the fuel is compressed and heated, resulting in fusion reactions. The generation and control of the powerful laser pulses for these experiments is a challenging scientific and engineering task, which requires the development of new optical materials, fabrication techniques, and coatings. LLNL with the considerable cooperation and support from the optical industry, where most of the research and development and almost all the manufacturing is done, has successfully applied several new developments in these areas.

The Air-Launched Balloon System (ALBS) Development Program, Phase 2

Abstract: The circumstances leading to the second phase of the Air-Launched Balloon System Development Program are described, along with the governing design constraints. Individual component development efforts and system design modifications are described in turn: the procurement and testing of the new dewar, the qualification of the updated cryogenic unit recovery system. The complicated command, control, and telemetry subsystem is also described in detail. The results of component tests and a system dress rehearsal system tests are summarized. Preparations for two full-scale system tests conducted in 1981 are covered in considerable detail. The results of those tests are presented and the test data are analyzed. It is concluded that the system's air-launch and mid-air inflation techniques are acceptable. The balloon requires structural reinforcements, however, before the system can be said to be fully developed.

Collimator design for neutron imaging of laser-fusion targets

Several pinhole collimator geometries for use in neutron imaging experiments have been modeled and compared. Point spread functions are shown for a cylinder, hyperbola, intersecting cones, and a five-zone approximation to the intersecting cones. Of the geometries studied, the intersecting cones appear the most promising with respect to neutron efficiency, field of view, and isoplanatism.

Energy recovery through termites. Final report

This project, Energy Recovery Through Termites, was based on the proposed development of an energy recovery system to produce low cost animal protein for use in animal feeds. The result of my study shows that to date we are unable to establish viable colonies of termites. This is based on several key factors as follows: (a) inability to capture reproductives to establish new colonies in a confined area needed to offer recovery or harvest of protein; (b) confinement of colonies (even without queen or reproductives) has proven to be far too complex to establish in low cost and modest facilities; (c) the proposal is not cost effective. The resources of skill and materials could not be repaid from the protein recovered.

Geothermal probabilistic cost model with an application to a geothermal reservoir at Heber, California

A financial accounting model that incorporates physical and institutional uncertainties has been developed for geothermal projects. Among the uncertainties it can handle are well depth, flow rate, fluid temperature, and permit and construction times. The outputs of the model are cumulative probability distributions of financial measures such as capital cost, levelized cost, and profit. These outputs are well suited for use in an investment decision incorporating risk. The model has the powerful feature that conditional probability distribution can be used to account for correlations among any of the input variables. The model has been applied to a geothermal reservoir at Heber, California, for a 45-MW binary electric plant. Under the assumptions made, the reservoir appears to be economically viable.

Occurrence and use of complex resonances (poles in scattering and radiation problems)

In a wide variety of physics problems, especially those which involve wave phenomena such as in electromagnetics and acoustics, a behavior results that can be described by systems of linear (partial) differential equations. Solutions to such problems often can be expressed simply in the form of an exponential series. Office of Nuclear Waste Isolation: HEDL stabilizer materials program, October-December quarterly report

The objective of the Spent Fuel Stabilizer Materials Program is to identify, test, select, and qualify stabilizer materials for use in the design of spent fuel waste packages. Emphasis is placed on the selection of stabilizer materials with minimal interactions. The preliminary screening of candidate spent fuel stabilizer materials was completed and reported to the Office of Nuclear Waste Isolation in November 1980. Based on criteria set for thermally induced stresses, material cost, and material availability, an initial list of potential stabilizers was reduced to 34 that are recommended for additional screening tests. The spent fuel stabilizer temperature limit test was completed during this report period. Tests were conducted to establish a conservative temperature limit for spent light water reactor (LWR) fuel during the stabilizer emplacement process. Melting of metals and metal alloys, fusing of glass stabilizers,or other possible emplacement processes may require elevation of the spent fuel temperature above levels desirable for maintaining fuel rod integrity (intact cladding) or reasonable inter-rod spacing for stabilizer flow. This test was conducted to establish the temperature below which these concerns would not exist. Stabilizers that require emplacement process temperatures above the limit will be eliminated from the screening program.

Laser-damage thresholds of thin-film optical coatings at 248 nm

We have measured the laser-induced damage thresholds for 248 nm wavelength light of over 100 optical coatings from commercial vendors and research institutions. All samples were irradiated once per damage site with temporally multi-lobed, 20-ns pulses generated by a KrF laser. The survey included high, partial, and dichroic reflectors, anti-reflective coatings, and single layer films. The samples were supplied by ten vendors. The majority of samples tested were high reflectors and antireflective coatings. The highest damage thresholds were 8.5 to 9.4 J/cm/sup 2/, respectively. Although these represent extremes of what has been tested so far, several vendors have produced coatings of both types with thresholds which consistently exceed 6 J/cm/sup 2/. Repeated irradiations of some sites were made on a few samples. These yielded no degradation in threshold, but in fact some improvement in damage resistance. These same samples also exhibited no change in threshold after being retested seven months later.

A safety assessment was performed to determine if potential accidents at the 854 Complex at Site 300 could present undue hazards to the general public, personnel at Site 300, or have an adverse effect on the environment. The credible accidents that might have an effect on these facilities or have off-site consequences were considered. These were earthquake, extreme wind (including missiles), lightning, flood, criticality, high explosive (HE) detonation that disperses uranium and beryllium, spontaneous oxidation of plutonium, explosions due to finely divided particles, and a fire. Seismic and extreme wind (including missiles) analyses indicate that the buildings are basically sound. The lightning protection system is in the process of being upgraded to meet AMCR 385-100. These buildings are located high above the dry creek bed so that a flood is improbable. The probability of high explosive detonation involving plutonium is very remote since the radioactive materials are encased and plutonium and HE are not permitted concurrently in the same area at Site 300. (The exception to this policy is that explosive actuating devices are sometimes located in assemblies containing fissile materials. However, an accidental actuation will not affect the safe containment of the plutonium within the assembly.) There is a …

Scanning reflection and transmission photometer for large high power laser optics

The Nova OTR (overall transmittance/reflectance) photometer operates at 1.064 nm, 528 nm, or 351 nm in order to closely simulate 1st, 2nd and 3rd harmonic frequencies of the Nova fusion laser. The optic is scanned on a large XY carriage while reflectance or transmittance data is taken on-the-fly. The system is controlled by an LSI 11/23 computer which processes the data and prints out the results in hard copy form, or stores data on a memory disk. The detectors are temperature controlled to within +- 0.01/sup 0/C which aids in achieving of an absolute accuracy of +- 0.1 to +- 0.5% of full scale, depending on the operating point. The photometer is capable of scanning a large optic (1 meter in diameter) in 20 to 30 minutes.

Benefit-cost analysis of DOE's Current Federal Program to increase hydrothermal resource utilization. Final report

The impact of DOE's Current Federal Program on the commercialization of hydrothermal resources between 1980 and 2000 is analyzed. The hydrothermal resources of the United States and the types of DOE activities used to stimulate the development of these resources for both electric power and direct heat use are described briefly. The No Federal Program and the Current Federal Program are then described in terms of funding levels and the resultant market penetration estimates through 2000. These market penetration estimates are also compared to other geothermal utilization forecasts. The direct benefits of the Current Federal Program are next presented for electric power and direct heat use applications. An analysis of the external impacts associated with the additional hydrothermal resource development resulting from the Current Federal Program is also provided. Included are environmental effects, national security/balance-of-payments improvements, socioeconomic impacts and materials requirements. A summary of the analysis integrating the direct benefits, external impacts and DOE program costs concludes the report.

This report provides background information and a general overview of the role of human rights in U.S. foreign policy. It includes a discussion of some traditional arguments about how international human rights concerns might be integrated with other foreign policy factors. It also includes a discussion of the definition of human rights, of U.S. international obligations to promote human rights, and the apparatus and procedures available to the U.S. Government for implementing human rights policy. Particular attention is paid to congressional actions, not only in debating and holding hearings on human rights issues, but especially in enacting laws to assure that U.S. foreign policy formulation and practice include consideration of the status of human rights in other countries.
