Conservative Differencing of the Electron Fokker-Planck Transport Equation

We need to extend the applicability and improve the accuracy of kinetic electron transport codes. In this paper, special attention is given to modelling of e-e collisions, including the dominant contributions arising from anisotropy. The electric field and spatial gradient terms are also considered. I construct finite-difference analogues to the Fokker-Planck integral-differential collision operator, which conserve the particle number, momentum and energy integrals (sums) regardless of the coarseness of the velocity zoning. Such properties are usually desirable, but are especially useful, for example, when there are spatial regions and/or time intervals in which the plasma is cool, so that the collision operator acts rapidly and the velocity distribution is poorly resolved, yet it is crucial that gross conservation properties be respected in hydro-transport applications, such as in the LASNEX code. Some points are raised concerning spatial differencing and time integration.

This report discusses the current state of monetary policy. Questions about the continued capability of the Federal Reserve System (FRS) to exercise effective monetary control were raised in connection with several developments over recent years that diminished, in relative terms, the deposit component of the stock of money over which the FRS maintained reserve requirement controls. The Monetary Control Act, Title 1 of P.L. 96-221 was designed to ensure that the FRS as ability to conduct monetary policy is not diminished. This Act, signed into law on Mar. 31, 1980, is one of the few major amendments to the original Federal Reserve Act of 1913.

The scope of the contract covers the development and evaluation of forming solar cell collector grid contacts by the MIDFILM process. This is a proprietary process developed by the Ferro Corporation which is a subcontractor for the program. The MIDFILM process attains line resolution characteristics of photoresist methods with processing related to screen printing. The surface to be processed is first coated with a thin layer of photoresist material. Upon exposure to ultraviolet light through a suitable mask, the resist in the non-pattern area cross-links and becomes hard. The unexposed pattern areas remain tacky. The conductor material is applied in the form of a dry mixture of metal and frit particles which adher to the tacky pattern area. The assemblage is then fired to ash the photo-polymer and sinter the fritted conductor powder. Progress is reported. (WHK)

Research and development work on the hydrochlorination of SiCl/sub 4/ and m.g. silicon metal to SiHCl/sub 3/ is reported. Activities include a series of experiments to study the life of the Si mass bed. The effect of prolonged reaction on the rate of the hydrochlorination reaction was studied, and a material balance on the reaction was made. A corrosion study was made on Incoloy 800 as the selected material of construction for the hydrochlorination reactor in the Union Carbide EPSDU. (WHK)

The UNSPEC code is used to solve the problem of unfolding an observed x-ray spectrum given the response matrix of the measuring system and the measured signal values. UNSPEC uses an iterative technique to solve the unfold problem. Due to experimental errors in the measured signal values and/or computer round-off errors, discontinuities and oscillatory behavior may occur in the iterated spectrum. These can be suppressed by smoothing the results after each iteration. Input/output options and control cards are explained; sample input and output are provided. (RWR)

Microcomputer/CYBER data transfer system. [UPLOAD and DOWNLOAD]

A software system was developed to facilitate the transmission of ASCII text and data files between the Fermilab CYBER computer system and CP/M-compatible Z80 microcomputers such as the Cromemco Z2. Communication between computers is via the dial-up service of the CYBER system. Two programs for the microcomputer, UPLOAD and DOWNLOAD, transmit files to and receive files from the CYBER, respectively. Both programs allow the microcomputer operator to enter an interactive mode with the CYBER system for log-in sequences, etc. The microcomputer programs, once log-in sequences are completed, evoke a CYBER procedure that activates any files to be read or creates any files to be written. Descriptions of each microcomputer program and a copy of an example UPLOAD/DOWNLOAD session are given. (RWR)

Preliminary evaluation of DOE-NEPA monitoring system

The objective of this analysis was to perform a preliminary investigation of the problems involved in designing a Department of Energy-National Environmental Policy Act (DOE-NEPA) compliance monitoring system. The requirement for such a system arose from the Council on Environmental Quality (CEQ-NEPA regulation effective July 30, 1979. The CEQ regulation uses the term monitoring to denote any method by which the lead agency can assure implementation of Environmental Impact Statement (EIS) and Record of Decision (ROD) environmental mitigation commitments. Monitoring is required for mitigation measures in important cases and may be carried out at agency discretion for all other cases. No definition of important is given in the regulation. The NEPA intent is that all environmental information and planning be incorporated into the decision process as early as possible. In keeping with this concept, any monitoring or enforcement program for a mitigation measure is expected to be adopted and briefly and concisely described in the ROD. Information is presented in four chapters entitled: federal and state compliance monitoring surveys; EIS information analysis; enforcement mechanisms; and administrative practice.

Radiochemical data collected on events from which radioactivity escaped beyond the borders of the Nevada test range complex. [NONE]

This report identifies all nuclear events in Nevada that are known to have sent radioactivity beyond the borders of the test range complex. There have been 177 such tests, representing seven different types: nuclear detonations in the atmosphere, nuclear excavation events, nuclear safety events, underground nuclear events that inadvertently seeped or vented to the atmosphere, dispersion of plutonium and/or uranium by chemical high explosives, nuclear rocket engine tests, and nuclear ramjet engine tests. The source term for each of these events is given, together with the data base from which it was derived (except where the data are classified). The computer programs used for organizing and processing the data base and calculating radionuclide production are described and included, together with the input and output data and details of the calculations. This is the basic formation needed to make computer modeling studies of the fallout from any of these 177 events.

The Massachusetts State Briefing Book is one of a series of State briefing books on low-level radioactive waste management practices. It has been prepared to assist State and Federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in Massachusetts. The profile is the result of a survey of NRC licensees in Massachusetts. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources. Lastly, the briefing book provides demographic and socioeconomic data and a discussion of relevant government agencies and activities, all of which may impact waste management practices in Massachusetts.

Tandem-mirror program: status and projection

Construction of MFTF-B is scheduled for completion in 1985. Results of experiments in TMX-U and MFTF-B will permit the design of the D-T burning tandem-mirror next-step facility (TMNS) in which physics issues will not be at issue. TMNS will be a facility for engineering research and development. The end cells of TMNS are expected to be appropriate for a tandem-mirror demonstration fusion reactor (TMR), construction of which should begin about 1986 for operation in the 1990's.

Conductor for a fluid-cooled winding and method for making same

A conductor and method of making the conductor are provided for use in winding electrical coils which are cooled by a fluid communicating with the conductor. The conductor is cold worked through twisting and reshaping steps to form a generally rectangular cross section conductor having a plurality of helical cooling grooves extending axially of the conductor. The conductor configuration makes it suitable for a wide variety of winding applications and permits the use of simple strip insulation between turns and perforated sheet insulation between layers of the winding.

DALIS: a computer-assisted document retrieval system for the FFTF

The FFTF (Fast Flux Test Facility) is a liquid sodium cooled, fast flux reactor designed specifically for irradiation testing of fuels and components for liquid metal fast breeder reactors. The Department of Energy and the Nuclear Regulatory Commission require that all pertinent documentation for maintenance, operation, and safety of the FFTF be readily accessible and retrievable, both during initial startup and for the lifetime of the plant. That amounts to a lot of information which has to be retrievable. The indexing system finally developed is called the DALIS system, short for Document and Location Indexing System. This system was designed by an engineer (Michael Theo) for use by engineers. DALIS uses descriptiors and keywords to identify each document in the system. The descriptors give such information as document number, date of issuance of the document, the title, the originating organization, and the microfilm or hardcopy location of the document. The keywords are words or phrases that describe the content of the document and permit retrieval by means of a computer search for documents with the stated keywords.

High-efficiency photoionization detector

A high efficiency photoionization detector using tetraaminoethylenes in a gaseous state having a low ionization potential and a relative photoionization cross section which closely matches the emission spectrum of xenon gas. Imaging proportional counters are also disclosed using the novel photoionization detector of the invention. The compound of greatest interest is TMAE which comprises tetrakis(dimethylamino)ethylene which has a measured ionization potential of 5.36 +- 0.02 eV, and a vapor pressure of 0.35 torr at 20/sup 0/C.

Method for cleaning solution used in nuclear-fuel reprocessing.

A nuclear fuel processing solution containing: (1) hydrocarbon diluent; (2) tri-n-butyl phosphate or tri-2-ethylhexyl phosphate; and (3) monobutyl phosphate, dibutyl phosphate, mono-2-ethylhexyl phosphate, di-2-ethylhexyl phosphate, or a complex formed by plutonium, uranium, or a fission product thereof with monobutyl phosphate, dibutyl phosphate, mono-2-ethylhexyl phosphate, or di-2-ethylhexyl phosphate is contacted with silica gel having alkali ions absorbed thereon to remove any degradation products from said solution. The principal impurities removed from TBP solvent by the process of this invention are monobutyl phosphate, dibutyl phosphate, UO/sub 2//sup 2 +/, Pu/sup 4 +/, and fission products of plutonium and uranium complexed with monobutyl phosphate or dibutyl phosphate. Nitric acid is also removed from the TBP solution by the treated silica gel. Conventional adsorption column techniques are applicable for the process of the invention.

Study of static reactive power compensators for high-voltage power systems. Final report, May 12, 1981

A general study of the application of static VAR compensators (SVC's) to high-voltage transmission systems has been performed. Considerable emphasis has been placed on improvements to synchronous stability, and it is shown that SVC's can provide significant benefits in terms of damping for unstable modes of oscillation and increases in transient stability limits. This report includes descriptions of static VAR compensators, technical and economic comparisons of different compensators, compensator models for system studies, comprehensive study procedures, study results for two small-scale systems, and guidelines for SVC application.

X-ray backlighting sources of 4 to 10 keV for laser-fusion targets

High-intensity, short-duration x-ray pulses are necessary to diagnose the compression of laser film targets. Present target designs are such that backlighting sources ranging from a few thousand electron volts to 100 keV will be necessary. The desired source durations range from a few tens of picoseconds for flash radiography to several nanoseconds for streaked backlighting, and the source occurrence must be tightly synchronized to that of the target-irradiating laser pulse. For the latter reason, a laser-induced x-ray pulse is preferred. An initial study of the K lines of Ti, Ni, and Zn as possible backlighting sources was conducted. The conversion efficiency of laser light into line radiation was obtained as a function of laser intensity, pulse length, and wavelength. A threshold laser intensity for x-ray line production was identified. Information was obtained on the size and duration of the x-ray emission source, in relation to laser parameters. The experimental results, and their impact on backlighting capability for high-density laser function targets, are discussed.
