Summary report on the Solar Consumer Assurance Network (SOLCAN) Program Planning Task in the southern region

The goal of the SOLCAN Program Planning Task is to assist in the development, at the state and local levels, of consumer assurance approaches that will support the accelerated adoption and effective use of new products promoted by government incentives to consumers to meet our nation's energy needs. The task includes state-conducted evaluations and state SOLCAN meetings to identify consumer assurance mechanisms, assess their effectiveness, and identify and describe alternative means for strengthening consumer and industry assurance in each state. Results of the SOLCAN process are presented, including: a Solar Consumer Protection State Assessment Guide; State Solar Consumer Assurance Resources for Selected States; State Solar Consumer Protection Assessment Interviews for Florida; and state SOLCAN meeting summaries and participants. Multiple-reflection optical gas cell. [DOE Patent Application]

A multiple-reflection optical cell for Raman or fluorescence gas analysis consists of two spherical mirrors positioned transverse to a multiple-pass laser cell in a confronting plane-parallel alignment. The two mirrors are of equal diameter but possess different radii of curvature. The spacing between the mirrors is uniform and less than half of the radius of curvature of either mirror. The mirror of greater curvature possesses a small circular portal in its center which is the effective point source for conventional Fl double lens collection optics of a monochromator-detection system. Gas to be analyzed is flowed into the cell and irradiated by a multiply-reflected composite laser beam centered between the mirrors of the cell. Raman or fluorescence radiation originating from a large volume within the cell is: (1) collected via multiple reflections with the cell mirrors; (2) partially collimated; and (3) directed through the cell portal in a geometric array compatible with Fl collection optics.

Occurrence and use of complex resonances (poles in scattering and radiation problems)

In a wide variety of physics problems, especially those which involve wave phenomena such as in electromagnetics and acoustics, a behavior results that can be described by systems of linear (partial) differential equations. Solutions to such problems often can be expressed simply in the form of an exponential series. Some specific background material for this approach is discussed, and a variety of example applications is summarized. (WHK)

Operations plan for the Regional Seismic Test Network

The Regional Seismic Test Network program was established to provide a capability for detection of extremely sensitive earth movements. Seismic signals from both natural and man-made earth motions will be analyzed with the ultimate objective of accurately locating underground nuclear explosions. The Sandia National Laboratories, Albuquerque, has designed an unattended seismic station capable of recording seismic information received at the location of the seismometers installed as part of that specific station. A network of stations is required to increase the capability of determining the source of the seismic signal and the location of the source. Current plans are to establish a five-station seismic network in the United States and Canada. The Department of Energy, Nevada Operations Office, has been assigned the responsibility for deploying, installing, and operating these remote stations. This Operation Plan provides the basic information and tasking to accomplish this assignment.

Safety-analysis report for packaging (SARP) general-purpose heat-source module 750-Watt shipping container

The SARP includes discussions of structural integrity, thermal resistance, radiation shielding and radiological safety, nuclear criticality safety, and quality control. Extensive tests and evaluations were performed to show that the container will function effectively with respect to all required standards and when subjected to normal transportation conditions and the sequence of four hypothetical accident conditions (free drop, puncture, thermal, and water immersion). In addition, a steady state temperature profile and radiation profile were measured using two heat sources that very closely resemble the GPHS. This gave an excellent representation of the GPHS temperature and radiation profile. A nuclear criticality safety analysis determined that all safety requirements are met.

Guide for prioritizing power plant productivity improvement projects: handbook of availability improvement methodology

As part of its program to help improve electrical power plant productivity, the Department of Energy (DOE) has developed a methodology for evaluating productivity improvement projects. This handbook presents a simplified version of this methodology called the Availability Improvement Methodology (AIM), which provides a systematic approach for prioritizing plant improvement projects. Also included in this handbook is a description of data taking requirements necessary to support the AIM methodology, benefit/cost analysis, and root cause analysis for tracing persistent power plant problems. In applying the AIM methodology, utility engineers should be mindful that replacement power costs are frequently greater for forced outages than for planned outages. Equivalent availability includes both. A cost-effective ranking of alternative plant improvement projects must discern between those projects which will reduce forced outages and those which might reduce planned outages. As is the case with any analytical procedure, engineering judgement must be exercised with respect to results of purely mathematical calculations.
