Benefit-cost analysis of DOE's Current Federal Program to increase hydrothermal resource utilization. Final report

The impact of DOE's Current Federal Program on the commercialization of hydrothermal resources between 1980 and 2000 is analyzed. The hydrothermal resources of the United States and the types of DOE activities used to stimulate the development of these resources for both electric power and direct heat use are described briefly. The No Federal Program and the Current Federal Program are then described in terms of funding levels and the resultant market penetration estimates through 2000. These market penetration estimates are also compared to other geothermal utilization forecasts. The direct benefits of the Current Federal Program are next presented for electric power and direct heat use applications. An analysis of the external impacts associated with the additional hydrothermal resource development resulting from the Current Federal Program is also provided. Included are environmental effects, national security/balance-of-payments improvements, socioeconomic impacts and materials requirements. A summary of the analysis integrating the direct benefits, external impacts and DOE program costs concludes the report.

This report provides background information and a general overview of the role of human rights in U.S. foreign policy. It includes a discussion of some traditional arguments about how international human rights concerns might be integrated with other foreign policy factors. It also includes a discussion of the definition of human rights, of U.S. international obligations to promote human rights, and the apparatus and procedures available to the U.S. Government for implementing human rights policy. Particular attention is paid to congressional actions, not only in debating and holding hearings on human rights issues, but especially in enacting laws to assure that U.S. foreign policy formulation and practice include consideration of the status of human rights in other countries.

This report documents the technical evaluation of the adequacy of the station electric distribution system voltages for the Rancho Seco Nuclear Generation Station, Unit No. 1. The evaluation is to determine if the onsite distribution system, in conjunction with the offsite power sources, has sufficient capacity to automatically start and operate all Class 1E loads within the equipment voltage ratings under certain conditions established by the Nuclear Regulatory Commission. The licensee demonstrates with the analysis that with certain modifications the guidelines and requirements of the NRC will be met.

Design considerations for an inertial confinement fusion reactor power plant

To further define the engineering and economic concerns for inertial confinement fusion reactors (ICR's), a conceptual design study was performed by Bechtel Group Incorporated under the direction of Lawrence Livermore National Laboratory (LLNL). The study examined alternatives to the LLNL HYLIFE concept and expanded the previous balance of plant design to incorporate information from recent liquid metal cooled fast breeder reactor (LMFBR) power plant studies. The majority of the effort was to incorporate present laser and target physics models into a reactor design with a low coolant flowrate and a high driver repetition rate. An example of such a design is the LLNL JADE concept. In addition to producing a power plant design for LLNL using the JADE example, Bechtel has also examined the applicability of the EAGLE (Energy Absorbing Gas Lithium Ejector) concept.

GCFM Users Guide Revision for Model Version 5.0

This paper documents alterations made to the MITRE/DOE Geothermal Cash Flow Model (GCFM) in the period of September 1980 through September 1981. Version 4.0 of GCFM was installed on the computer at the DOE San Francisco Operations Office in August 1980. This Version has also been distributed to about a dozen geothermal industry firms, for examination and potential use. During late 1980 and 1981, a few errors detected in the Version 4.0 code were corrected, resulting in Version 4.1. If you are currently using GCFM Version 4.0, it is suggested that you make the changes to your code that are described in Section 2.0. User's manual changes listed in Section 3.0 and Section 4.0 should then also be made.

Options: the JADE reactor and heat transfer by heat pipes

The JADE reactor is a new Lawrence Livermore National Laboratory (LLNL) concept which maintains advantages of liquid metal walls and addresses some of their problems. The concept envisions a porous medium, called the jade, of specific geometry lining the reactor cavity. The jade is designed to convert the kinetic energy of the fluid to thermal energy before it reaches the first wall. Finally, its particular geometric shape is used to minimize reaction forces on the first wall due to blow-off caused by soft x-rays and debris, to provide empty spaces for fluid expansion after neutron energy deposition where droplets collide with droplets cancelling their kinetic energies, and to provide large surface areas for rapid condensation of vapor. LLNL also suggested that heat pipes might be used to eliminate portions of the primary or secondary coolant loops, thereby reducing pumping requirements found in current reactor designs.

Processing and structure of high-energy-rate-forged 21-6-9 and 304L forgings

Two 304L and three Nitronic 40 (21-6-9) high energy rate processed forgings were studied to determine interrelationships that exist between forging history, mechanical properties, microstructure, macrostructure, and substructure. A striking observation is the wide variation in properties and structure between different forgings and also between different locations within an individual forging. Variations were related to either finishing temperature of the last forming stage or to the forming sequence. For example, lower finishing temperatures resulted in higher dislocation densities and therefore higher strengths. Higher finishing temperatures promoted dynamic recrystallization, lower dislocation densities, and lower strengths. With respect to forming sequence, locations in the forging which are formed first undergo a number of additional thermal cycles while the rest of the part is being formed. These areas are usually recrystallized and have lower dislocation densities, and therefore lower strengths relative to locations formed later in the sequence.

Minimizing resputtering of Pt-coated microspheres in a batch magnetron sputtering process

Preventing DT loss from glass microspheres being smoothly coated with PT is needed during fabrication of laser fusion targets. Evidence indicates that the increase of substrate temperature due to resputtering will cause DT loss. Resputtering will prevent a smooth and uniform coating on these glass microspheres (140 ..mu..m in diameter). This paper reviews the method that was developed to find a set of coating conditions to minimize the DT loss, and still be able to produce thick smooth Pt coated glass microspheres.

Validation of the Monte Carlo criticality program KENO IV and the Hansen-Roach sixteen-energy-group-cross sections for high-assay uranium systems. [KENO IV criticality code]

Validation of the Monte Carlo criticality code, KENO IV, and the Hansen-Roach sixteen-energy-group cross sections was accomplished by calculating the effective neutron multiplication constant, k/sub eff/, of 29 experimentally critical assemblies which had uranium enrichments of 92.6% or higher in the uranium-235 isotope. The experiments were chosen so that a large variety of geometries and of neutron energy spectra were covered. Problems, calculating the k/sub eff/ of systems with high-uranium-concentration uranyl nitrate solution that were minimally reflected or unreflected, resulted in the separate examination of five cases.

To obtain the data necessary for evaluating the nuclear design method of a large-scale fast breeder reactor, criticality tests with a large- scale homogeneous reactor were conducted as part of a joint research program by Japan and the U.S. Analyses of the tests are underway in both countries. The purpose of this paper is to describe the status of this project.

Study of the motion of electrons in non polar classical liquids. Measurement of Hall effect and f. i. r. search for low energy traps. Progress report

Progress is reported on experiments aimed at the measurement of the Hall mobility of injected electrons in classical non polar insulating liquids and the optical absorption associated with electrons captured by shallow traps in the liquefied rare gases. Theoretical work aimed at a better understanding of the trapping kinetics of electrons by SF/sub 6/ and O/sub 2/ dissolved in rare gas liquids was also carried out. Its conclusion is that the electric field dependence of the trapping probability can be explained, basically without adjustable parameters, by considering the Poole-Frenkel-Schotky ionization of the excited state of the traps. From the analysis of published data on the motion of electrons in liquid ethane it is tentatively concluded that at low temperatures the trapping of electrons in the liquid involves a Jahn-Teller like distortion of a single ethane molecule while at higher temperatures it is necessary to consider a small molecular cluster, possibly made up of 2 molecules.

Design of a MeV, 4kA linear induction accelerator for flash radiography

For verifying the hydrodynamics of nuclear weapons design it is useful to have flash x-ray machines that can deliver a maximum dose in a minimum pulse length and with very high reliability. At LLNL, such a requirement was identified some years ago as 500 roentgens at one meter, in a 60 nsec pulse length. In response to this requirement, a linear induction accelerator was proposed to and funded by DOE in 1977. The design of this machine, called FXR, has now been completed and construction has begun. The FXR design extends the parameters of a similar machine that had been built and operated at LBL, Berkeley, some ten years ago. Using a cold cathode injector followed by 48 accelerator modules rated at 400 kV each, the FXR machine will accelerate a 4 kA electron beam pulse to 20 MeV final energy. Key design features are the generation and the stable transport of a low emittance (100 mr-cm) beam from a field emitter diode, the design of reliable, compact energy storage components such as Blumleins, feedlines and accelerator modules, and a computer-assisted control system.

Sausage mode of a pinched charged particle beam

The axisymmetric oscillations of a self-pinched charged particle beam are analyzed using a dispersion relation derived from a 3/2 dimensional model. This calculation includes the effects of rounded profiles, finite conductivity, a steady return current, and phase mix damping among particle orbits. However, only the lowest order radial mode of distortion is treated, and this is done in an approximate fashion.

A 15% iron boride on SiO/sub 2/ catalyst was prepared using an alcohol solution reduction with NaBH/sub 4/. H/sub 2/ chemisorption measurements were performed for Fe-S-100 (3% Fe/SlO/sub 2/) and are in progress for the iron-boride-silica catalyst. Reduction of Co catalysts at 623 K rather than 723 K is being tested as a method to improve dispersion by decreasing the amount of Co-support interaction. An in depth study of non olefinic and nonparaffinic compound retention times on the 10% SP2100 chromotograph column has shown that the compounds elute in the following order for a specific carbon number: alkene < alkane < aldehyde < ketone < ester < alcohol < acid. Mass flow controllers have been installed in the reactor system and are fully operational.

This report details progress toward completion of a long-term pion-nucleon partial wave analysis, summarizing results and conclusions to date. The report also discussed progress in using partial wave and resonance parameter results to test dynamical models of the baryon and in better understanding interquark forces within baryons.
