The Crude Oil Windfall Profit Tax Act: Context and Content (open access)

The Crude Oil Windfall Profit Tax Act: Context and Content

Debate over natural gas pricing has included the consideration of a windfall profit tax, with the oil windfall profit tax as a possible guide to what might be levied on natural gas at the wellhead. This report reviews the issues surrounding the enactment of the crude oil windfall profit tax, spells out its provisions, and provides data on the revenues collected and anticipated.

Geothermal-retrofit study for the National Orange Show Facilities in San Bernardino, California (open access)

Geothermal-retrofit study for the National Orange Show Facilities in San Bernardino, California

The cost and feasibility of retrofitting the National Orange Show Facilities to use geothermal heat instead of natural gas for heating are determined. Because of the limited usage of the smaller facilities the study was limited to the conversion of the six major buildings: Domed, Hobby, Citrus, Auditorium, Restaurant and Commercial. A major problem is that most of the buildings are used on a very limited basis. This drastically reduced the amount of savings that could be used to amortize the retrofit cost. Another problem is that the buildings are spread over a large area and so the below grade piping costs were high. Finally, all of the buildings except for the Auditorium have direct gas fired heaters that would require all new terminal heating systems. In order to limit the retrofit cost, the retrofit system was designed to handle less than the peak load. This seemed appropriate because the facility might not even be in operation when a peak load condition occurred. Also, the existing systems could be used to supplement the geothermal system if necessary. The calculated and design peak loads are summarized.

Internal Technical Report, Safety Analysis Report 5 MW(e) Raft River Research and Development Plant

The Raft River Geothermal Site is located in Southern Idaho's Raft River Valley, southwest of Malta, Idaho, in Cassia County. EG and G idaho, Inc., is the DOE's prime contractor for development of the Raft River geothermal field. Contract work has been progressing for several years towards creating a fully integrated utilization of geothermal water. Developmental progress has resulted in the drilling of seven major DOE wells. Four are producing geothermal water from reservoir temperatures measured to approximately 149 C (approximately 300 F). Closed-in well head pressures range from 69 to 102 kPa (100 to 175 psi). Two wells are scheduled for geothermal cold 60 C (140 F) water reinjection. The prime development effort is for a power plant designed to generate electricity using the heat from the geothermal hot water. The plant is designated as the ''5 MW(e) Raft River Research and Development Plant'' project. General site management assigned to EG and G has resulted in planning and development of many parts of the 5 MW program. Support and development activities have included: (1) engineering design, procurement, and construction support; (2) fluid supply and injection facilities, their study, and control; (3) development and installation of transfer piping systems for …

Open loop pneumatic control of a Lysholm engine or turbine exhaust pressure (open access)

Open loop pneumatic control of a Lysholm engine or turbine exhaust pressure

A Lysholm engine, or helical screw expander, is currently being evaluated at the University of California, Berkeley for staging with a conventional turbine in geothermal energy conversion. A pneumatic closed loop, proportional-integral control system was implemented to control the Lysholm engine's exhaust pressure for performance testing of the engine at constant inlet/outlet pressure ratios. The control system will also be used to control the exhaust pressure of the conventional turbine during future testing of the staged Lysholm-turbine system. Analytical modeling of the control system was performed and successful tuning was achieved by applying Ziegler-Nichol's tuning method. Stable control and quick response, of approximately 1 minute, was demonstrated for load and set point changes in desired exhaust pressures.

Thermophysical properties of coal liquids. Seventh quarterly technical status report, April 1-June 30, 1981 (open access)

Thermophysical properties of coal liquids. Seventh quarterly technical status report, April 1-June 30, 1981

Measurements of rheological properties have been continued. Measurements at relatively low temperature (450 K) showed that a coarser coal grind shows substantially lower viscosity. It was also shown that coal and solvent obtained from the Fort Lewis plant give slurries of much higher viscosity than slurries from our reference coal and solvent. At higher temperatures (540 K) substantially the same relationships were shown. The effect of solvent-to-coal ratio was also found to be very great. Differential scanning calorimetry gave some low reliability specific heat results and showed indication of a probable heat effect at about 500 K. No indication of exothermic reaction with hydrogen was found.

Bomber Options for Replacing B52s

One of the main issues discussed in this report is the replacement of the B-52 bombers, due to the fact that many believe that by 1990, the B-52's vulnerability to improving Soviet air defenses will imperil its effectiveness as a penetrating bomber.

Methodology and basic algorithms of the Livermore Economic Modeling System (open access)

Methodology and basic algorithms of the Livermore Economic Modeling System

The methodology and the basic pricing algorithms used in the Livermore Economic Modeling System (EMS) are described. The report explains the derivations of the EMS equations in detail; however, it could also serve as a general introduction to the modeling system. A brief but comprehensive explanation of what EMS is and does, and how it does it is presented. The second part examines the basic pricing algorithms currently implemented in EMS. Each algorithm's function is analyzed and a detailed derivation of the actual mathematical expressions used to implement the algorithm is presented. EMS is an evolving modeling system; improvements in existing algorithms are constantly under development and new submodels are being introduced. A snapshot of the standard version of EMS is provided and areas currently under study and development are considered briefly.

Large-area silicon sheet by EFG. Fourth quarterly report, October 1-December 31, 1980 (open access)

Large-area silicon sheet by EFG. Fourth quarterly report, October 1-December 31, 1980

Extensive characterization of the multiple ribbon Furnace 3A main zone temperature profile has been performed and the information used to improve uniformity of heating. Irregularities in the main zone heater have been associated with growth difficulties at specific cartridge locations, and growth conditions subsequently improved by profiling the main zone heater. This work has resulted in good growth conditions being established in all three cartridge positions. These improvements have allowed multiple growth of three 10 cm wide ribbons to be demonstrated for periods of an hour on several occasions. A full eight-hour technical features demonstration run has not been achieved due to malfunctions in auxiliary equipment. A new gas distribution system for the 10 cm cartridge has been introduced and demonstrated to lead to improved ambient control during growth. Growth without and with CO/sub 2/ has shown that quality improvement in 10 cm ribbon grown with cold shoes results from ambient manipulation. Optimization of this process is continuing with studies of different means by which to vary oxygen levels in the ribbon.
