Attitudes and Other Concerns Related to Women Being Employed as Public School Administrators in Texas

Interest in this study was evoked by concern over the small percentage of women employed as school administrators. Despite recent legislation, this situation has not changed markedly. This study was needed to determine the current status, attitudes, and concerns of women certified as administrators in Texas with those of the superintendents of Texas public school districts? and to compare the differences of the two concerning this situation. It was concluded that not only did a larger percentage of the women prefer to be employed as elementary school administrators, but also the superintendents felt they would be more likely to be employed at that level. It was further concluded that a majority of the superintendents were likely to give women substantial consideration for employment as elementary school administrators, but were unlikely to hire them as chief administrators of their secondary schools. Many of the women also perceived that Texas school districts are still "in effect" participating in sexually discriminatory hiring practices whether or not the superintendents are aware of the situation. The attitudes of the women and the superintendents very clearly differed concerning opportunities available for female administrators in Texas.

Identification of the Cognitive Skills Expected of Graduating Nursing Students in Two-Year and Four-Year Programs

This study was undertaken to identify the differences in cognitive behaviors expected of graduating students in two and four-year nursing education programs as perceived by instructors. The problem to which this study was addressed was the uniformity of assignment for graduates of the two programs as they enter initial employment in episodic care agencies. Of concern also was the lack of uniformity in the admission requirements for two-year graduates seeking a baccalaureate degree in nursing. The identification of significantly different expectations of the two groups of nurse educators for their graduating students indicates a need to examine the assignments of graduates in their initial employment. Further, there was greater agreement in the expected behaviors among the four-year program respondents than among those from the two-year programs as groups viewed their respective graduating students.

A Needs Assessment for the Continuing Education of Department of Human Resources Social Caseworkers

This study assesses the continuing education needs of social caseworkers employed by the Community Care for the Aged, Blind and Disabled Program Division of the Texas State Department of Human Resources. A model by which needs assessments and discrepancy evaluation can be conducted was identified. The study was designed to answer three major questions. These were (1) What are the behavioral competencies critical to the effective practice of C.C.A.B.D. social casework within the Texas State Department of Human Resources? (2) What are the current continuing education needs of C.C.A.B.D. caseworkers with respect to these competencies? (3) What significant discrepancies exist as to the perception of these needs among caseworkers, supervisors, and administrators that hold implications for continuing education program planning. The needs assessment model developed in this study is designed to overcome many of the limitations of traditional approaches to needs assessment by defining critical job requirements from the perspective of current practice as well as administrative policy, establishing a profile of the successful worker as a model for staff development, and integrating the perceptions of administrators, supervisors, and workers in identifying continuing education needs.

Attitudes of the Texas Film Industry Toward Film Studies Curriculum in Texas Institutions of Higher Learning

The problem with which this investigation is concerned is the ascertainment of the attitudes of members of the Texas film industry toward the film curriculum offered in Texas institutions of higher learning. Based on the findings the following conclusions have been reached. There is not a high regard overall for film-studies programs in Texas institutions of higher learning within the film industry. This may be overcome by an interaction of the professional film community as an active participant in curriculum planning and development. Of prime consideration should be an association of film schools coordinating programs in cooperation with the Texas Film Commission. An effective curriculum for film-studies education may be organized by utilization of learning modules. This plan would organize the learning experiences in a functional manner and would move toward involvement of a career nature.

Status of Industrial Arts Programs in Texas Secondary Schools in Regard to Physically Handicapped Students and Attitudes of Industrial Arts Teachers Toward the Physically Handicapped

The problem of this study was to ascertain the status of Texas secondary school industrial arts programs in regard to serving physically handicapped students and to analyze the attitudes of industrial arts teachers toward the physically handicapped students in industrial arts classes. The purposes of this study were, (1) to describe the nature and extent of participation by industrial arts programs in Texas secondary schools in complying with federal and state laws concerning the education of handicapped children, and (2) to acquire and interpret information which may be included in college courses for preparing industrial arts teachers and/or in-service programs for industrial arts teachers. Among the major findings revealed by an analysis of the data are the following. 1. Of the 366 industrial arts teachers surveyed, 86 per cent had no pre-service courses and 79 per cent had no in-service instruction concerning handicapped students; however, 67 per cent had experience teaching physically handicapped students. 2. Of the 37,659 students who were served by 355 industrial arts teachers during the 1977-78 school year, 727, or 2 per cent, were physically handicapped; 171 students were in separate special classes and 566 were integrated into regular classes. 3. Priorities for the Governance of Texas Student Teaching Programs

The problem of this study is differences in perceptions of priorities in selected areas of student teaching existing within the governance set, i.e., university directors of student teaching, public school administrators charged with implementing Senate Bill Eight, and presidents of local units of the Texas State Teachers Association. Six areas were chosen as the focal point of the study: selection of student teachers, selection of cooperating teachers, selection of college coordinators, placement of student teachers, evaluation of student teachers, and expenditure of Senate Bill Eight funds designated for the support of student teaching programs. The study concluded that the governance set is in overall agreement concerning the ordering of priorities. However, some significant differences were manifested concerning the implementation of specific priorities. Disagreements were noted in the following areas: selection body for student teachers, selection body for cooperating teachers, selection body for college coordinators, minimum grade point averages in education courses, and minimum grade point averages in major area courses.

The Characteristics of Successful and Unsuccessful School Bond Election Campaigns in Texas, 1976-1977

The purposes of this study were to 1) compare the characteristics between the elections that were successful and unsuccessful; 2) identify the purpose of the school bond issue (demographic characteristics); 3) identify the financial resources and structure of the school districts (economic characteristics); 4) analyze the public relations and publicity techniques used in the school bond campaign (communications variables); 5) determine the degree of responsibility assumed by individuals and groups for the educational, building, and bond needs of the school districts (group involvement); 6) ascertain personal and professional information about the district superintendent as it related to voter influence in the bond campaign; 7) determine prior bond election experience. The major conclusions were that the trend of large or small eligible voter turnout was inconclusive, urban districts had more difficulty than rural or suburban districts in passing bond issues, and bond issues were passed mainly for new facilities. School districts with large assessed valuation per resident student had better results than others. The newspaper, "general talking it up," speakers, public meetings, and telephone committees were effective means of communication. The superintendent, board of education, faculty, principals, P.T.A., and lay groups assumed the most responsibility in the elections.

A Study of the Role of Staff Development Trainer in Organizations

This investigation examines the differences in perception of the role of staff-development trainer in organizations, a role identified as an emerging occupation, held by three professional groups. The focus is on sources of stress and strain in the job performance of the trainer. Purposes of the study are (1) to collect data from three coworker groups, administrators, directors of nursing, and trainers relative to the role of the trainer, (2) to examine differences in perception between the groups, (3) to examine the differences as potential sources of stress when viewed from the perspective of role theory, and (4) to delineate the role. This study indicates that knowledge about behavioral sciences and skill at interpersonal communications are important areas in both background and in personal qualities needed. Nurses and trainers widely perceive a lack of commitment to training by administrators. This relates to sources of strain in the role of trainer. There is a generally held expectation in the field that the role will grow in importance and scope.

The problem with which this study was concerned was that of determining some of the ways and to what extent Texas upper-level universities in their academic units and the individual university as a whole have uniquely met the needs of public higher education in Texas. It was concluded that upper-level universities are fulfilling their roles in innovative/experimental programs. However, as a group upper-level universities are not advancing any more rapidly toward meeting their initial goals and purposes than the four-year universities.

A Study of Due Process Appeal Cases Involving Professional Personnel Coming Before the State Commissioner of Education for the Period of Time 1970-1975 and the Impact of These Cases upon School District Operations in Texas

This study sought to review the due process appeal cases that came before the Texas State Commissioner of Education from 1970 to 1975 in order to determine the impact of the decision upon school districts' management and operation. Five purposes directed this study and are as follows: (a) to review the cases appealed to the State Commissioner from 1970 to 1975, (b) to develop a cross reference for cataloging these decisions, (c) to develop a handbook on reference materials for local administrative use, (d) to outline a special procedure for orderly due process, and (e) to determine the impact of these decisions rendered to concerning local school district policy. These five purposes were attained through a research design combining historical research methodology with survey research methodology. In conclusion, negligible impact was observed on school districts as a result of due process appeal cases. No school board changed policy as a result of the commissioner's decision. In summary, the five purposes were met. The purposes of this study were to examine the problems of international students, assess the intensity of these problems, and describe relationships between the intensity of the problems and the following demographic variables: age, gender, number of years in the study of English, number of years living in the United States, grade point average at North Texas State University, major area of study at North Texas State University, and country of origin. International students pragmatically view their sojourn in the United States as an educational experience that will allow them to improve their minds and to travel. Financial concerns were expressed by the desire to work either part time or during vacation periods. As a group, international students do not exhibit concerns which debilitate their movement toward established goals. However, there are individual students who are in need of cultural refraining, communication abilities, and coping skills.

A History of Day Care Licensing Standards in Texas From Development and Promulgation of the First Standards to the 1976 Revisions

The history of day care licensing standards in Texas was traced from the beginnings in voluntary welfare organizations to the 1976 revisions. The jurisdictional foundations of day care licensing was presented in a summary of the related legislation passed in Texas during the years from 1848 to 1975. Categories of licensing requirements in the different sets of standards promulgated in Texas were compared. The attempt was made to derive a contextual milieu of social, political and educational factors which influenced Texas day care legislation and the development of licensing standards. It was recommended that funds are essential to adequate enforcement of licensing standards. In addition, to facilitate acculturation of day care licensing, consultation and training efforts should expand proportionately to the expansion of day care. The fact that issues related to specific requirements surfaced repeatedly in the different decades studied, a need for carefully controlled research to validate the individual requirements was indicated.

The Perceptions of Student Groups Related to the Assessment of Student Services at North Texas State University

The purposes of this investigation were to examine the students' perceptions concerning the student services available at North Texas State University (NTSU HAS) and the need for student services (NTSU NEEDS). Other purposes were to determine which group of students had the greatest perceived need for services and to provide data that would aid various departments in the Student Service Division in program planning. Recommendations are included which suggest that more effort be made in publicizing those services available to students. Each department should establish procedures for assessing student needs as an indicator of changes in student perceptions. The Vice President for Student Affairs should support and encourage the gathering of data in each department. Research should be conducted to determine the differences between married and unmarried commuter students, married and unmarried in-town students, and commuter and non-commuter married students. The survey instrument should be individualized for each department. Data on student perceptions and characteristics should be utilized as input in formulating the mission and goal statements of the departments.

Attitude of Resident Students and Staff of Selected Public Universities in Texas Toward In Loco Parentis

This study assesses the attitudes of resident college students and staffs toward the concept in loco parents as it pertains to residence hall administration. It also describes relationships between attitudes toward in loco parentis combinations of four demographic variables: university, status (staff or resident) academic level, and sex. The chi-square analysis indicated thirty-one significant relationships between attitudes toward the eleven residence hall situations and the four demographic variables. Major findings indicated that: (a) resident students and staffs were ambiguous toward in loco parents; (b) resident students and staffs were for or against in loco parents depending upon the situation (eleven situations are discussed); (c) attitudes of resident students and staffs were similar in most situations; and (d) the majority of resident students and staff members felt positively toward an objective description of in loco parentis, but this attitude did not prevail when the concept was manifested in university staff behavior in typical residence hall situations.

A Study of the Inter-Rater Reliability of the Behavioral Characteristics Progression

The purposes of this study were to compare the consistency of assessment between (1) a team of evaluators composed of personnel from a visiting state school; (2) the home team of evaluators and similar data, currently available for the subjects; (3) the visiting team of evaluators and similar data, currently available for the subjects; and (k) specific professional members of the team of evaluators from the home school personnel and the similar professional members from the visiting school personnel. The study concluded the following: 1. The general reliability of the Modified Behavioral Characteristics Progression for two sets of raters was acceptable. 2. Visiting teams consistently rated the subjects more skilled than either the computer data, or home team data. 3. The data suggest that the behaviors are not in a, linear or developmental sequence. The reliability of the computerized data appears to be weaker than the other two sources.

A Study of the Status of Program Budgeting in Texas Schools as Perceived by Superintendents of Schools

The problem of this study was to determine the status of program budgeting in selected Texas public schools as perceived by superintendents of those schools. The purposes were (1) to determine the implementation status of program budgeting in the major concept areas of systems analysis, multiyear planning, objective-based programs, cost inclusiveness, and administrative commitment and (2) to determine if the perception of the superintendents differed significantly depending upon the size of the school district they represent. Conclusions and recommendations for effective transition to a program budgeting system were then formulated. It was concluded from the findings that program budgeting concepts are present in all sizes of school districts surveyed; however, the data failed to reveal a fully implemented system in operation in any of the districts. The moderate level of program budgeting implementation in school districts appears to be the result of mandated utilization of the program-oriented accounting system. The program budgeting concepts other than the program budget seems to be implemented only to the degree necessary to adequately operationalize the required accounting system elements. An Attitudinal and Correlational Study of Mathematics Instructors Concerning Certain MAA-NCTM Recommendations and the Teaching of College Preparatory Mathematics Courses

The purpose of the study is to find answers to the following questions. 1. Is there a significant difference in any of the three simple pair-wise comparisons of the attitudes of the three groups of mathematics instructors of college preparatory courses toward teaching those courses? 2. Is there a significant difference in any of the three simple pair-wise comparisons of the attitudes of the three groups of mathematics instructors of college preparatory courses toward the MAA-NCTM recommendations? 3. Is there a significant correlation between the attitudes toward the MAA-NCTM recommendations and the attitudes toward teaching the college preparatory mathematics courses held by the mathematics instructors in each of the three groups? The data led to the conclusion that all three groups held the same favorable attitude toward teaching college preparatory mathematics courses. Also, there were no significant differences among the three groups' attitudes toward the MAA-NCTM recommendations. However, while no significant correlation was found for the high school instructors, there did exist a significant positive correlation between the two attitudes for each of the other two groups studied.
