The objective of the effort reported herein is to develop a controls design for teh NERVA engine in the cooldown phase of operation which meets te performance requirements of References 1 and 6. This memorandum documents the preliminary cooldown controls functional design and shows the status of the design effort to date rather than the completion of this effort. The completion of this effort as outlined in the work statements will culminate in a first cut design which may not be optimized and which will not include any malfunction analysis.
