Letter from the Human Relations Commission of the City of Galveston discussing Mrs. Coldwell presenting ideas on how the Human Relations Commission should proceed in the future and Kempner expressing his belief that the Commission should put in a program that would allow white police officers to establish communications between themselves and black communities and black officers. Kempner further expresses his belief that everybody in Galveston should be able to trust and rely on the police.
