It provides the opinion of the Texas Attorney General, Crawford Martin, regarding a legal question submitted for clarification: Whether Section 9(b) of H.B. 383, 62nd Leg., R. S., 1971, amending Article 6675a-9, V. C. S., allowing counties to collect either a county registration fee of $5.00 for each vehicle registered or personal property taxes on the registered vehicle is in violation of any portion of the Texas Constitution.
