Letter from Harris Leon Kempner to Jane Herrera explaining that Parkland Apartments is owned by no one but is in fact, funded by the Federal Housing Authority. Kempner further explains that a recent incident at Parkland that involved a group of children, some of which being Herrera's children, was not a result of discrimination at Parkland, but a simple incident of children quarreling that became something more once parents were involved. Kempner discusses Parkland having a policy against discrimination and the efforts put in place to ensure equality amongst tenants.

He asks Stanforth to ensure that this is the case in the Galveston police department and make it known to the public, instead of being "convinced of [their] own virtue".
