But it will have trouble with some og David Hall's campaign promises. When Hall takes the oath as governor Jan. 11, it will end and eight-year period in which the Democratic legislature accommodated itself to Republican Henry Bellmon, first, and then Dewey Bartlett...Hall pledged to increas appropriations for education by many millions of dollars to bring uo to the national standard. He said he would find the money through closing tax loopholes. The legislature toyed with that idea this year, but settled for creation of a committee for an in-depth study of the entire revenue picture...Another of Hall's pledges will cut out quite a chore for the legislature - exempting food and medicine from the state's 2-cent sales tax.
