As requested in the referenced letter, we have reviewed our research and development programs with respect to our ability to meet desirable program objectives at annual funding levels of 4.5, 5.5, and 6.5 million dollars. Program objectives which we propose for Hanford include the following: (1) Continuation of safe and efficient plant operation and provision for long reactor life. (2) Development completed to permit reactors to comply with Federal and State regulations on confinement and discharges to the river by FY-1974-1975 when non-national defense needs will predominate. (3) Development completed to permit separations plants to approach Federal and State regulations on discharges to the environment by FY-1972, with substantial improvement being realized incrementally before that time. (4) Tritium production at a rate of 25 kg per year starting in FY-1972. (5) Modernization, higher production efficiency, automation, and fuel standardization to permit significant unit cost reduction by FY-1975 for possible preproduction of plutonium for fast breeders. (6) Achievement of 5600 MW in N Reactor by FY-1973 to further reduce unit cost and to provide for at least 15 years of dual-purpose operation at the higher level.
