"You may be surprised," said Rep. Bryce Baggett, Oklahoma City, "to see me up here without horns growing out my head from what I'm sure has been said about me this morning." The he proceeded to tell a house chamber full of senior citizens and the house social welfare committee his aim is more fiscal responsibility by the legislature. He and about 10 other house members and two senators are authors of a measure to place sales tax revenue in the general fund. It now goes into the welfare fund to pay for the state's share of old age assistance and other programs administered by the state welfare commission. Baggett said the bill is part of a campaign to eliminate earmarking of all tax funds...Arriving late, Baggett walked inot the public hearing while Ora J. And even then, you might not see it all. It's like a visit to a small planet - 20 minutes from downtown Oklahoma City. Some 40,000 Persons took the trip this week as Western Electric threw open its many doors for the first time since the operation started in a downtown bank-building in August,1957, and then moved into its present plant almost a year ago. In a series of "open house" programs, the public was treated to its first big look-see at what lies behind the walls of one of the city's greatest industrial developments. What did they see after taking 3,960 man-sized steps over the 1,300,000 square feet of floor space? First there were people-2,770 of them-enough to populate a small Oklahoma town. they work at a building incredibly intricate long-distance dialing equipment, and 90 percent of the employes were hired in Oklahoma City.........And if you're wondering what happens inside: More than 44,000 crossbar switches were assembled there in 1960. Phelps, construction contractor, who plans to convert the long-time landmark into a downtown luxury apartment building. The seven-story building, owned by Mutual Savings & Loans Association, was bought by George E. Phelps, Inc., a newly organized firm, headed by Phelps. Phelps said his plans to spend $500,000 converting the building into an 80-unit apartment building. The remodeling program is to start immediately. Limited occupancy is expected within 90 days on the fourth, fifth, and sixth floors, Phelps said. It will be two or three months before the second, third and seventh floors are ready. Single rooms will rent for about $130 a month, Phelps said. A single-room efficency apartment will rent from $175 to $200 a month, and luxury class apartment will rent for between $400 and $500 a month.Phelps said plans call for converting the first floor into business offices. Consideration is also being given to converting the club's outdoor dance area into a sun deck with swimming pool for tenants. No plans have been made yet for use of the basement. …

Caption: "The state's largest single industry - Tinker Air Force Base - is fast zooming toward as all-time high annual payroll of $128 million. That is almost $98,500,000 more than the payroll for the base's first full year of operation chalked up in 1943 when the United States was involved in a full-scale war. Actually the base was activated in 1942 but payrolls could not be figured on an annual basis until 1943. Jump Likely Payroll, including military and civilian, at the end of 1961, totaled $126 million in round figures but with the anticipated addition of 592 employees within the year, the figure will fast jump to the $128 million mark, officials say. This represnts the money that approximately 19,399 people spend. Many of them - at least 11,000 - live in Oklahoma City. Another 2,616 live in Midwest City while Shawnee people commute in numbers totaling 908. Nearly 500 workers live at Norman and the rest of Tinker's personnel travel from Edmond, Bethany, Harrah, Jones, Nicoma Park, Spencer, McLoud, Tecumseh, Meeker, Guthrie, Seminole, El Reno and nearby Del City. But a big increase in the amount of food distributed is under way because of the more plentiful and more desirable items which will be available. Charles File, director of the Oklahoma County welfare board, said four new commodities have been added to the county list since the start of President Kennedy's stepped-up program to funnel more surplus foods to the needy...In Oklahoma county, 10 commodities are now being distributed: Pork and gravy, dried milk, rice, corn meal, flour, beans, rolled oats, lard, butter and dried eggs. The foods actually available at a given time, however, vary with conditions. For example, dried eggs were not available here the latter part of April. Distribution of foods is handled by the county through its welfare voard. To be eligible for the food, clients must be certified by the state welfare department. Karen Park, Okla., no doubt has the distinction of being the least populous incorporated area in the United States. No one lives there Few ever have heard of Karen Park and even fewer know the "city" is located in Oklahoma County, right in the middle of the busting Del City-Midwest City area. Census workers counted six persons in Karen Park last year, but apparently they were mistaken. Walk through the town and it's doubtful you'll locate even six rabbits. "We may have been mistaken," one census worker said Thursday. "It's possible we counted people in the area who actually weren't in Karen Park."...Karen Park, is one of 24 incorporated aeas listed in the 1960 census as part of the Oklahoma City standare metropolitan statistical area. If some 50,000 flags sold during pre-fly the flag week promotion is any indication of patriotism the answer would appearently be "yes." Sooners have put approcimately $30,000 on the counters to buy 32x54 in 60 cent flags from 10 firms having 483 city and state outlets. These flags were distributed through WKY radio. Instance after intance was cited throughout the city where demand exceeded supply. Two of the city's largest sellers said their stocks had been cleaned out but new shipments were on the way.
