Letter from Raoul Cortez, LULAC President General, to officers and members of LULAC Councils, dated February 10, 1949. The letter begins with a request to disregard an earlier correspondence dated January 5, 1949, which was written in response to issues raised at a Regional Convention in Houston, Texas. The President General is asking members to approve reimbursement of expenses incurred by LULAC officers during a trip to Washington, D.C. to meet with executives and legislators regarding civil rights and segregation issues. The second proposal concerned assessment of a fifty cent per member donation towards salaries for a professional organizer, a full-time Secretary General, and a paid Legal Advisor.
