The amendment would require that if a second medical branch is located at San Antonio, the city or county must provide property and securities valued at no less than five million dollars. Kempner believes this requirement is unfair and would put Galveston at a disadvantage. He argues that the cost of property and securities should be determined by a board, not the city or county. He also believes that state funds should be allocated equally between the two medical branches.
