This will be held at the City Auditorium on Sunday, November 5th instead of the 12th of November. Herrera has asked the churches hosting the ceremony to have a service on that Sunday, honoring the men and women in service. Representatives of Latin American Clubs , Army and Navy officials, and the American Legion have been invited, as well as the next of kin of the Latin American war heroes who died. A blind carbon copy sent to John J. Herrera of a letter to Jacob I. Rodriguez of The Pan American from Pauline R. Kibbe, Executive Secretary of the Good Neighbor Commission of Texas dated September 1, 1944. This letter was written in response to an article in The Pan American reprinting an editorial in the Houston Post about discrimination in Texas. The Good Neighbor Commission plan "Community Organization for Inter-American Understanding" is referenced.
