As stated in the introduction, "this paper is concerned with the development of automatic methods of measuring basically the magnitudes and phase differences, or the complex ratio of two sinusoidal voltages, and applications of this capability to determining complex reflection coefficients and transmission coefficients and group delay times of electrical networks" (p. 1).
