Competition to lure corporations has become an enormous issue between states. Smaller communities feel unable to participate in economic development opportunities since their budgets do not provide the necessary funding. In 1979, the Texas state legislature passed the Development Corporation Act in an attempt to aid the smaller communities' quest for economic development. The Act allowed for the creation of local development corporations; however, it did not provide a sufficient funding source to assist the corporations. Therefore two local sales options were established. This paper reports the findings of an analysis of per capita income and employment changes after the adoption of an economic development sales tax. The analysis showed no statistically significant impacts on cities adopting an economic development sales tax when compared with non-adopting cities.

Through this body of work and this paper the possibilities of using Fashion Design to express the concepts of the circle has been explored. This was done with three questions in mind: How can I use the shape of the circle as inspiration for fashion design? How can I express related words and phrases in my design? and How can I use the colors black and white to emphasize the concept of my design. To answer these questions I have created two groups of garments: one was inspired by circular objects, such as cherries and drops, and the other starting from words and phrases such as "study circle" and "circle the wagons." In the first group the emphasis was on the aesthetics of the garment while the second group was more focused on meaning. All garments are black and white.

The FrameNet database is being used in a variety of NLP research and applications such as word sense disambiguation, machine translation, information extraction and question answering. The database is currently available in XML format. The XML database though a wholesome way of distributing data in its entireness, is not practical for use unless converted to a more application friendly database. In light of this we have successfully converted the XML database to a relational MySQL™ database. This conversion reduced the amount of data storage amount to less than half. Most importantly the new database enables us to perform fast complex querying and facilitates use by applications and research. We show the steps taken to ensure relational integrity of the data during the refactoring process and a simple demo application demonstrating ease of use.

Peptide mass fingerprinting (PMF) was the first automated method for protein identification in proteomics, and it remains in common usage today because of its simplicity and the low equipment costs for generating fingerprints. However, one of the problems with PMF is its limited specificity and sensitivity in protein identification. Here I present a method that shows potential to significantly enhance the accuracy of peptide mass fingerprinting, using a machine learning approach based on a hidden Markov model (HMM). This method is applied to improve differentiation of real protein matches from those that occur by chance. The system was trained using 300 examples of combined real and false-positive protein identification results, and 10-fold cross-validation applied to assess model discrimination. The model can achieve 93% accuracy in distinguishing correct and real protein identification results versus false-positive matches. The receiver operating characteristic (ROC) curve area for the best model was 0.833.

The electronic voting machine (EVM) plays a very important role in a country where government officials are elected into office. Throughout the world, a specific operating system that tends to the specific requirement of the EVM does not exist. Existing EVM technology depends upon the various operating systems currently available, thus ignoring the basic needs of the system. There is a compromise over the basic requirements in order to develop the systems on the basis on an already available operating system, thus having a lot of scope for error. It is necessary to know the specific details of the particular device for which the operating system is being developed. In this document, I evaluate existing EVMs and identify flaws and shortcomings. I propose a solution for a new operating system that meets the specific requirements of the EVM, calling it Voting Operating System (VOS, pronounced 'voice'). The identification technique can be simplified by using the fingerprint technology that determines the identity of a person based on two fingerprints. This problem in lieu of thesis is a discussion of two topics: Brownian movement and quantum computers. Brownian movement is a physical phenomenon in which the particle velocity is constantly undergoing random fluctuations. Chapters 2, 3 and 4, describe Brownian motion from three different perspectives. The next four chapters are devoted to the subject of quantum computers, which are the signal of a new era of technology and science combined together. In the first chapter I present to a reader the two topics of my problem in lieu of thesis. In the second chapter I explain the idea of Brownian motion, its interpretation as a stochastic process and I find its distribution function. The next chapter illustrates the probabilistic picture of Brownian motion, where the statistical averages over trajectories are related to the probability distribution function. Chapter 4 shows how to derive the Langevin equation, introduced in chapter 1, using a Hamiltonian picture of a bath with infinite number of harmonic oscillators. The chapter 5 explains how the idea of quantum computers was developed and how step-by-step all the puzzles for the field of quantum computers were created. The body of work originating from this Problem in Lieu of Thesis consists of paintings on canvas that incorporate representations of plant material. The impetus for the paintings was black and white photocopies created from mounds of plant material placed on a copy machine. The resulting copies contained forms that were organic in appearance, but unrecognizable as known objects. Parts of the most interesting and ambiguous copies were used to develop the imagery of the paintings. The new forms served the purpose of creating visual interest from unexpected images. Combined with traditional painting techniques, the selected forms produced paintings of mysterious and playful worlds similar to those parts of the environment not readily accessed, such as galactic space, microscopic organisms, and ocean depths.

When I was first introduced to photography, I was mainly drawn to landscape imagery. I enjoyed being a solitary spectator. Over time, inclusions of figurative elements became more and more apparent in my work. I purposefully began to incorporate a figure into my landscapes, ascribing to it a certain nostalgia and a sense of isolation I was experiencing on many levels at that time. Before long, I felt disconnected from these images because of their ambiguity and generalization. I found myself craving more content and personal commitment in my photography. At the end 2003, I started experimenting with a 4" x 5" format camera, which forced me, to some extent, to change my way of photographing and seeing. That is how the beginning of this new body of work was born. I was accustomed to shooting with a 35 mm camera, which allowed me to be spontaneous, quick and immediate. I permanently switched to a large format. I could see myself benefiting from this change. I lost some of the spontaneity that a 35 mm format offers but I gained the beauty of working with larger negatives and the endless possibilities of view camera movements. This Problem in Lieu of Thesis documents the thought processes that led to the completion of a series of five interactive sculptures. Each piece incorporates a part of the human body taken from its normal context and placed into the context of children's playground equipment.

The images that I sculpt deal with reflections of human traits. Wood lends itself to this endeavor, offering minimal resistance to manipulation. Keeping the origin and qualities of the material while manipulating it into another object is a statement within itself. Letting the wood do what it does naturally keeps the viewer in touch with the fact it is still just an object of nature. Wood does not make itself any less real because of the relationship of the sculpture to it as wood.

The purpose of this study is to examine housing construction trends in the Denton Independent School District area for the next 5 years estimating impacts on the resulting school district enrollments. Combining enrollment data obtained from the DISD and housing data from the Denton County Appraisal District, it is possible to calculate enrollment multipliers for elementary, middle, and high school students based on predefined categories of single family home values. The study suggests that enrollment multipliers currently used by the DISD over estimate the number of students coming from new single family residences, especially at the elementary school level. Using data from real estate agents, builders, developers, and permitting boards, a map is created showing areas of the DISD that will likely see the largest gains in school-age children during the next 2 to 5 years.

Most of my childhood was spent in either the expansive suburbs of north Texas or on a farm in southern Oklahoma. The experience of growing up in these two regions has done much to shape my sense of aesthetic. From these early experiences, I have developed two completely divergent ideas of beauty which I've tried to reconcile in my artwork. The first influence is that of sparseness, simplicity and the commonplace. This influence comes from the emptiness of the suburban landscape, the sameness of its architecture and the need to find beauty in mundane things as a simple cure for boredom. The second major idea is centered around peculiarity, chaotic complexity and irrationality. This interest originally stems from early memories of my grandfather, whose experiences in Oklahoma during the Great Depression gave him the obsessive habit of never discarding anything for fear that he might need it some day. The complexity in meaning that comes from unfamiliar combinations has allowed the ideas in my work a kind of ambiguity that frees it from any singular reading. I think the content of my work could best be described as constructions of memories, experiences and influences. I never speak about any one …

For a workplace to be successful, it needs to have a higher morale, thus leading to higher quality of care for residents. For a workplace to be successful in empowerment, it must have developed strong teams, and everyone must work as a team and respect one another. The research for this paper focused on many issues. The most important part of my research came from a study of the nursing assistants at Jennings Hall (JH) in Garfield, Ohio. From the data received, I concluded that the two biggest problems in many nursing homes are lack of respect and lack of team-centered attitude.

We have explored the use of recently developed high speed integrated electro optic modulators and DBR diode lasers as a tool for precision laser studies of atoms. In particular, we have developed a technique using a high speed modulator as a key element and applied it to the study of the fine structure of the 23P state of atomic helium. This state has been of long standing interest in atomic physics and its study has been the aim of several recent experiments using various precision techniques. We present our method and results, which will describe a new method for determining the fine structure constant, and lead to a precision test of atomic theory.

Modernist painters such as Picasso, Ernst and Matisse were among others who incorporated what was then considered "primitive" art, mostly from Africa and Oceania, into their works. Prior to this, European artists had appropriated Greco-Roman themes and characters. These appropriated elements were consequently recreated without their cultural context and content, altered to reflect more current themes. In most cases, attention was directed toward the recreator, the author of the new work of art, not the creator of the artifact. In contrast, Post-Modern artists, including myself, have reproduced appropriated elements virtually unaltered as a way of denying authorship and emphasizing a more conceptual format. Appropriated imagery has been a tool for me in my work. Additionally, both figurative and abstract elements play significant roles since I consider juxtaposition of elements to be a strength. The challenge of fitting these elements together has enabled me to develop a style of painting that seems uniquely mine. The formal issues of style and content figure heavily in my endeavor to capture a moment in time; something lost forever except for its persistence in memory. These reflections are often imbued with personal icons, arcane text and symbolic drawing that weave in and out of the …

From its inception, the direction of The Fantasticks has been a fascinating and wonderful educational experience. When I first submitted my proposal to do the show, I had not intended for it to be my problem in lieu of a thesis, but rather a beginning directing project. I had no idea that the submission would meet with such opposition. I figured this was a lesson in "real life," for it is a widely recognized fact that getting a show produced requires much salesmanship and determination. When informed that I would be able to use this production for my master's thesis project, I was both delighted and frightened. After all, I had never directed a show before; and I wasn't really sure what I was getting myself into. In addition, I would be going about this project backwards. Usually, when such a project is contemplated, the thesis research is done first; and the direction of the show done after the completion of the written work. Although I did do my homework before directing The Fantasticks; because of time constraints, I was unable to delve as deeply into the subject as I would have liked. Currently, there are more than 30 million refugees and internally displaced people in the world. Since the 1970s, after the Vietnam War, international organizations and many countries have supported refugees financially, however, they all have different definitions for a refugee. Refugees who desire peace or freedom and resettle in new countries have had remarkable economic, social, and educational achievement, especially Indochinese people in the US. However, refugees who flee from conflicts have often faced new conflicts in their host society. Both refugees and the host countries experience economic and social burden, however, refugees struggle and try to escape from their economic dependency from the local government. If refugee achievements continue, they could exceed the US educational and social norm in the future.

Growth in the number of people living to very old age and progress in health care technology are creating important new challenges for our society. Among them is modern medicine's ability to extend some people's lives beyond the point where they are capable of making decisions or expressing their needs and desires, resulting in the very complex problem of knowing when to allow a person to die. In part, advance directives were created to solve this problem. Texas has been busy developing changes to existing state laws in an effort to create more "user-friendly" directives. This paper explores the history of advance directives, and discusses the details and nuances of the Texas Advance Directives Act of 1999.

In recent developments of composite materials, scientists and engineers have come up with fibers as well as matrices for composites and techniques of blending high cost components with low cost materials. Thus, one creates cost effective composite materials that are as efficient as space age components. One of the major breakthroughs in this area is the innovation of molecular composites, specifically polymeric liquid crystals (PLCs). These materials have excellent mechanical properties such as tensile impact and bending strength. They have excellent chemical resistance, low thermal expansivity, and low flammability. Their low viscosity leads to good processability One major setback in using space age composite technology in commercial applications is the price. Due to the complexity of processing, the cost of space composite materials is skyrocketing. To take the same concept of space age composite materials to create a more economical substitute has become a serious concern among scientists and engineers around the world. The two issues that will be resolved in this thesis are: (1) the potential impact of using PLCs (molecular reinforcement) can have on macro reinforced (heterogeneous composite, HC) long fiber systems; and (2) how strategic placement of the reinforcing layers can affect the macromechanical properties of the …

The purpose of this investigation is to explore the possibilities of manipulating clay in three distinct ways to effectively show that clay objects were at one time moist and pliable. The techniques used are faceting while wet, manipulating a variety of additions, applying different glazing techniques, and three separate firing methods. In addressing the problem, the following concerns were considered: (a) Which of the pieces made best expresses my aesthetic concerns? (b) Which firing method, oxidation, reduction or atmospheric, best illustrates these concerns? (c) Which glazing technique was most successful? In an attempt to explore and solve these problems, a series of twenty pieces were produced. A visual record of slides showing individual pieces were made to demonstrate the differences and similarities between firing methods.

The research seeks to know if the COVID-19 pandemic has created culture change by measuring the criteria of work outputs and actions of organization members. As a part of this research, a survey was developed to identify how and to what extent workplace culture has been impacted. 111 professional services staff from a North Texas business were surveyed. We identified three factors for criteria of work outputs and behavior that indicates the current level of change of the culture. The three factors are identified as, Expectations (α= 0.786), Accuracy (α= 0.603), and Timeliness (α= 0.552). Factor analysis and descriptive statistics are used to analyze the result from the survey.

This article uses case studies to describe three examples of critical experiments that have been conducted in an integrated fashion with modeling activities for titanium alloys, providing valuable information in an accelerated manner.

Formal visual elements (i.e., line, shape, value, etc.). b. The presence of a sense of threat. c. Visual reference to a theatrical set. d. A make-believe, or childlike quality. e. Any physical or technical problems encountered. 2. What is my response as a viewer to the constructions when built on a large, or approximately life-sized scale, with regard to the same specific concerns listed above?
