The letter was sent in response to a formal complaint filed by Mr. Marcel over a failed negotiation with KAPE radio, a San Antonio-based radio station. However, it appears that Mr. Ray did not receive a specific enough complaint, and explains the course of action that needs to occur before the FCC gets involved.
