Fixed tilt solar collector employing reversible vee-trough reflectors and vacuum tube receivers for solar heating and cooling systems. Final report. JPL Publication 77-78

The objective of the Vee-Trough/Vacuum Tube Collector (VTVTC) Project was to prove the usefulness of vee-trough concentrators in improving the efficiency and reducing the cost of collectors assembled from evacuated tube receivers. The VTVTC was analyzed rigorously and various mathematical models were developed to calculate the optical performance of the vee-trough concentrator and the thermal performance of the evacuated tube receiver. A test bed was constructed to verify the mathematical analyses and compare reflectors made out of glass, Alzak and aluminized FEP Teflon. Tests were run at temperatures ranging from 95 to 180/sup 0/C during the months of April, May, June, July and August 1977. Vee-trough collector efficiencies of 35 to 40% were observed at an operating temperature of about 175/sup 0/C. Test results compared well with the calculated values. Test data covering a complete day are presented for selected dates throughout the test season. Predicted daily useful heat collection and efficiency values are presented for a year's duration at operation temperatures ranging from 65 to 230/sup 0/C. Estimated collector costs and resulting thermal energy costs are presented. Analytical and experimental results are discussed along with a complete economic evaulation. Recommendations for the continuation of the project are presented.

Ocean energy systems. Quarterly report, October-December 1982

Research progress is reported on developing Ocean Thermal Energy Conversion (OTEC) systems that will provide synthetic fuels (e.g., methanol), energy-intensive products such as ammonia (for fertilizers and chemicals), and aluminum. The work also includes assessment and design concepts for hybrid plants, such as geothermal-OTEC (GEOTEC) plants. Another effort that began in the spring of 1982 is a technical advisory role to DOE with respect to their management of the conceptual design activity of the two industry teams that are designing offshore OTEC pilot plants that could deliver power to Oahu, Hawaii. In addition, a program is underway in which tests of a different kind of ocean-energy device, a turbine that is air-driven as a result of wave action in a chamber, are being planned. This Quarterly Report summarizes the work on the various tasks as of 31 December 1982.

20-kW Solar Photovoltaic Flat-Panel Power System for an Uninterruptible Power-System Load in El Paso, Texas. Phase Ii. System Fabrication. Final Report October 1, 1979-May 31, 1981

The system plans, construction, integration and test, and performance evaluation are discussed for the photovoltaic power supply at the Newman Power Station in El Paso, Texas. The system consists of 64 parallel-connected panels, each panel containing nine series-connected photovoltaic modules. The system is connected, through power monitoring equipment, to an existing DC bus that supplies uninterruptible power to a computer that controls the power generating equipment. The site is described and possible environmental hazards are assessed. Site preparation and the installation of the photovoltaic panels, electrical cabling, and instrumentation subsystems are described. System testing includes initial system checkout, module performance test, control system test. A training program for operators and maintenance personnel is briefly described, including visual aids. Performance data collection and analysis are described, and actual data are compared with a computer simulation. System drawings are included. (LEW)

Technical justification for a request to reclassify the former CCC/USDA facility at Canada, Kansas.

Contamination in groundwater at Canada, Kansas, was discovered in 1997, during limited private well sampling near former grain storage facilities of the Commodity Credit Corporation, U.S. Department of Agriculture (CCC/USDA). Subsequent investigations by the Kansas Department of Health and Environment (KDHE) confirmed carbon tetrachloride and nitrate concentrations in groundwater above the respective maximum contaminant levels (MCLs) of 5.0 {micro}g/L and 10.0 mg/L. The KDHE investigations identified both the former CCC/USDA grain storage facility and a private grain storage facility as likely sources for the carbon tetrachloride contamination. The CCC/USDA funded extension of a rural water district line to provide a permanent alternate water supply, and the KDHE has conducted long-term monitoring under the State Water Plan. This document presents an analysis of the available information for the Canada site, acquired in previous investigations and the long-term KDHE monitoring. This analysis forms the technical justification for a request to reclassify the former CCC/USDA grain storage facility at Canada as a site requiring no further action under the Intergovernmental Agreement (IGA) between the KDHE and the USDA's Farm Service Agency. Final work plan: supplemental upward vapor intrusion investigation at the former CCC/USDA grain storage facility in Hanover, Kansas.

The Commodity Credit Corporation (CCC), an agency of the U.S. Department of Agriculture (USDA), operated a grain storage facility at the northeastern edge of the city of Hanover, Kansas, from 1950 until the early 1970s. During this time, commercial grain fumigants containing carbon tetrachloride were in common use by the grain storage industry to preserve grain in their facilities. In February 1998, trace to low levels of carbon tetrachloride (below the maximum contaminant level [MCL] of 5.0 {micro}g/L) were detected in two private wells near the former grain storage facility at Hanover, as part of a statewide USDA private well sampling program that was implemented by the Kansas Department of Health and Environment (KDHE) near former CCC/USDA facilities. In 2007, the CCC/USDA conducted near-surface soil sampling at 61 locations and also sampled indoor air at nine residences on or adjacent to its former Hanover facility to address the residents concerns regarding vapor intrusion. Low levels of carbon tetrachloride were detected at four of the nine homes. The results were submitted to the KDHE in October 2007 (Argonne 2007). Environmental Assessment for the Proposed Withdrawal of Public Lands Within and Surrounding the Caliente Rail Corridor, Nevada

The purpose for agency action is to preclude surface entry and the location of new mining claims, subject to valid existing rights, within and surrounding the Caliente rail corridor as described in the Yucca Mountain FEIS (DOE 2002). This protective measure is needed to enhance the safe, efficient, and uninterrupted evaluation of land areas for potential rail alignments within the Caliente rail corridor. The evaluation will assist the DOE in determining, through the Rail Alignment environmental impact statement (EIS) process, whether to construct a branch rail line, and to provide support to the BLM in deciding whether or not to reserve a ROW for the rail line under the Federal Land Policy and Management Act (FLPMA). The BLM participated as a cooperating agency in preparing this EA because it is the responsible land manager and BLM staff could contribute resource specific expertise.

Electric power generation by conventional Rankine cycle heat engines with heat supplied by line-focus solar collectors was investigated. The objectives of the study were: (1) determine which of four types of line-focus solar collectors coupled with turbine-generators of conventional design has the potential to produce low-cost electric power with thermal energy in 100 to 300/sup 0/C range; (2) develop performance and cost relationships for organic Rankine cycle engines for power generation capacities from 3 MW/sub e/ to 300 MW/sub e/; (3) develop conceptual storage units for organic fluid systems. Direct Methane Conversion to Methanol

Objective is to demonstrate the effectiveness of a catalytic membrane reactor (ceramic membrane combined with catalyst) to selectively produce methanol by partial oxidation of methane. None of the membranes tested in a high pressure system could selectively remove methanol, until a cooling tube was inserted inside the membrane reactor to quench the product stream; this effectively increased methanol selectivity 2[times] during methane oxidation. For both conditions, combined selectivity for methanol and CO is constant, 85%. The remaining product is CO[sub 2]. The membranes were broken when removed from the system; this was remedied when a cooling tube with a smaller diameter was used.

Surfactant studies for bench-scale operation

A phase II study has been initiated to investigate surfactant-assisted coal liquefaction, with the objective of quantifying the enhancement in liquid yields and product quality. This publication covers the first quarter of work. The major accomplishments were: (1) the refurbishment of the high-pressure, high-temperature reactor autoclave, (2) the completion of four coal liquefaction runs with Pittsburgh [number sign]8 coal, two each with and without sodium lignosulfonate surfactant, and (3) the development of an analysis scheme for the product liquid filtrate and filter cake. Initial results at low reactor temperatures show that the addition of the surfactant produces an improvement in conversion yields and an increase in lighter boiling point fractions for the filtrate.

This long-term surveillance plan (LTSP) for the Lakeview, Oregon, Uranium Mill Tailings Remedial Action (UMTRA) Project disposal site describes the surveillance activities for the Lakeview (Collins Ranch) disposal cell, which will be referred to as the Collins Ranch disposal cell throughout this document. The US Department of Energy (DOE) will carry out these activities to ensure that the disposal cell continues to function as designed. This final LTSP was prepared as a requirement for acceptance under the US Nuclear Regulatory Commission (NRC) general license for custody and long-term care of residual radioactive materials. This LTSP documents whether the land and interests are owned by the United States or an Indian tribe, and details how the long-term care of the disposal site will be carried out. It is based on the DOE`s Guidance for Implementing the UMTRA Project Long-term Surveillance Program (DOE, 1992a).

This report was prepared in response to US Nuclear Regulatory Commission (NRC) comments received in a letter of 8 March 1994. This letter included discussions of the US Department of Energy (DOE) 21 May 1993 geomorphic report for the Canonsburg, Pennsylvania, site. To clarify the NRC`s position, a DOE/NRC conference call was held on 12 April 1994. The NRC clarified that it did not require a preliminary erosion protection design for the Canonsburg site, but directed the DOE to address a ``one-bad-year`` scenario. The NRC wants confirmation that one bad year of stream flooding and landsliding will not release residual radioactive material (RRM) from the Canonsburg site into the creek. The NRC is concerned that a bad year theoretically could occur between postcell-closure inspections. These annual inspections are conducted in September or October. The NRC suggested that the following procedures should be conducted in this analysis: a flooding analysis, including the maximum saturation levels (flood water elevations) anticipated during a 100-year flood; a stream bank erosion analysis to determine how much of the bank adjacent to the site may be removed in a bad year; a slope stability analysis to determine how far back the site would be disturbed by …

Surface and subsurface soil cleanup protocols for the Gunnison, Colorado, processing site are summarized as follows: In accordance with EPA-promulgated land cleanup standards, in situ Ra-226 is to be cleaned up based on bulk concentrations not exceeding 5 and 15 pCi/g in 15-cm surface and subsurface depth increments, averaged over 100m{sup 2} grid blocks, where the parent Ra-226 concentrations are greater than, or in secular equilibrium with, the Th-230 parent. In locations where Th-230 has differentially migrated in subsoil relative to Ra-226, a Th-230 clean up protocol has been developed. The cleanup of other radionuclides or nonradiological hazards that pose a significant threat to the public and the environment will be determined and implemented in accordance with pathway analysis to assess impacts and the implications of ALARA specified in 40 CFR Part 192 relative to supplemental standards.

Finding of No Significant Impact, Proposed Remediation of the Maybell Uranium Mill Processing Site, Maybell, Colorado

The U.S. Department of Energy (DOE) has prepared an environmental assessment (EA) (DOE/EA-0347) on the proposed surface remediation of the Maybell uranium mill processing site in Moffat County, Colorado. The mill site contains radioactively contaminated materials from processing uranium ore that would be stabilized in place at the existing tailings pile location. Based on the analysis in the EA, DOE has determined that the proposed action does not constitute a major federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969, Public Law 91-190 (42 U.S.C. {section}4321 et seq.), as amended. Therefore, preparation of an environmental impact statement is not required and DOE is issuing this Finding of No Significant Impact (FONSI).

The technical progress of the project is reported. The progress of the project is that experiment preparations are underway. Reactor design, process design, and experiment design have been completed. The laboratory to be used has required extensive clean-up, and is nearly ready. Safety considerations are underway. Finally, an initial literature search has revealed some important aspects that need to be considered.

Energy R&D in the United States

In 1997, the US public and private sectors invested $205.7 billion in R and D. Private sector investments in R&D increased 34% between 1990 and 1997; over the same period the federal government decreased its expenditures by 15% in real terms. Projections of outyear federal budgets indicate the federal government will continue to reduce its investments in R&D for the foreseeable future. Defense R&D continues to be the largest area of concentration for federal government's R&D investments, with defense R&D accounting for 54% of all federal R&D outlays in 1998. Defense R&D is funded at a level which is three times higher than health R&D. Health R&D has experienced the largest inflation-adjusted increases of any federal R&D program, up 21% in real terms since 1990. US national (i.e., public and private) investments in energy R and D currently stand at a 23-year low of $4.4 billion in 1996. Federal support for energy R&D has declined 22% in real terms between 1990 and 1996. Federal energy R&D investments are also undergoing changes in priority. Fossil energy R&D programs are at the beginning of a potentially significant change away from''clean coal'' technology development programs and towards more fundamental research on ways to …

Chemically Assisted in Situ Recovery of Oil Shale

The purpose of the research project was to investigate the feasibility of the chemically assisted in situ retort method for recovering shale oil from Colorado oil shale. The chemically assisted in situ procedure uses hydrogen chloride (HCl), steam (H{sub 2}O), and carbon dioxide (CO{sub 2}) at moderate pressure to recovery shale oil from Colorado oil shale at temperatures substantially lower than those required for the thermal decomposition of kerogen. The process had been previously examined under static, reaction-equilibrium conditions, and had been shown to achieve significant shale oil recoveries from powdered oil shale. The purpose of this research project was to determine if these results were applicable to a dynamic experiment, and achieve penetration into and recovery of shale oil from solid oil shale. Much was learned about how to perform these experiments. Corrosion, chemical stability, and temperature stability problems were discovered and overcome. Engineering and design problems were discovered and overcome. High recovery (90% of estimated Fischer Assay) was observed in one experiment. Significant recovery (30% of estimated Fischer Assay) was also observed in another experiment. Minor amounts of freed organics were observed in two more experiments. Penetration and breakthrough of solid cores was observed in six experiments.

The objective of this work is to investigate, in the laboratory, the parameters associated with a chemically assisted in situ recovery procedure, using hydrogen chloride (HCI), carbon dioxide (CO{sub 2}), and steam (H{sub 2}O), to obtain data useful to develop a process more economic than existing processes and to report all findings. The technical progress of the project is reported. The project status is that the solutions to the problems discussed in the third quarter status, were found to function satisfactorily. Future needs have been considered, and appropriate equipment and instrumentation changes have been designed. Only one experiment was performed this quarter, with some improvement over the previous experiments. The increase in shale oil recovery followed directly from the changes discussed last quarter, but the improvement could have been larger with wider-spread implementation of the changes. Equipment was purchased to rectify the need, and will be installed shortly. Further, a minor change in the design was necessary to account for the brittleness of high temperature electrical resistance heating tapes. The focus of the work this quarter has been on the development of computer software to enable the use of on-line parameter identification, the design of the instrumentation necessary to adequately …

Annual Report of Groundwater Monitoring at Everest, Kansas in 2011.

Everest, Kansas, is a small rural community (population approximately 300) located in the southeast corner of Brown County, in the northeastern corner of Kansas. Carbon tetrachloride and chloroform contamination in groundwater at Everest was initially identified in 1997 as a result of testing performed under the Commodity Credit Corporation/U.S. Department of Agriculture (CCC/USDA) private well sampling program conducted by the Kansas Department of Health and Environment (KDHE). The KDHE collected samples from seven private wells in and near Everest. Carbon tetrachloride and chloroform were found in only one of the wells, the Donnie Nigh domestic well (owned at that time by Tim Gale), approximately 3/8 mi northwest of the former Everest CCC/USDA facility. Carbon tetrachloride and chloroform were detected at 121 {mu}g/L and 4 {mu}g/L, respectively. Nitrate was found at 12.62 mg/L. The USDA subsequently connected the Nigh residence to the Everest public water supply system. The findings of the 2011 monitoring at Everest support the following conclusions: (1) Measurements of groundwater levels obtained manually during annual monitoring in 2009-2011 (and through the use of automatic recorders in 2002-2010) have consistently indicated an initial direction of groundwater flow from the former CCC/USDA facility to the north-northwest and toward the Nigh …
