Aerodynamic Re-Entry Analysis. Task 2. Thermoelectric Generator Summary Report

An analytical trajectory and aerothermodynamic analysis of a satellite containing a Task 2 thermoelectric generator was completed. A 300-statute mile circular polar orbit was used for this analysis and the launch was assumed to be from Vandenberg Air Force Base. Results of this study show that upon natural decay from a successful mission, the radio-cerium fuel will burn up in space at high altitude, thus only a very minor amount of radio cerium will be released to the stratosphere. A complete analyses of the fate of the radio-cerium fuel following various aborted launching attempts also was carried out. Charts summarizing the various assumed failures and locations of the fuel following failure are shown. A technical discussion of the methods used in performing the analysis is included in the report. National Preparedness: HHS Is Monitoring the Progress of Its Medical Countermeasure Efforts but Has Not Provided Previously Recommended Spending Estimates

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Health and Human Services (HHS) has established timelines and milestones for the 72 Public Health Emergency Medical Countermeasures Enterprise (PHEMCE) priorities--33 activities, 25 threat-based approaches, and 14 capabilities--that HHS selected as key to fulfilling PHEMCE strategic goals. However, HHS has not made spending estimates for its medical countermeasure development or procurement priorities (priority countermeasures) publicly available. In the PHEMCE implementation plan, HHS has grouped the 72 PHEMCE priorities into three time frames for completion--near-term (fiscal years 2012 through 2014), midterm (fiscal years 2015 through 2017), and long-term (fiscal year 2018 and beyond). For 21 priority activities, 10 priority threat-based approaches, and 8 priority capabilities, HHS and PHEMCE have identified specific deliverables, each tied to a milestone or set of milestones that delineate the steps necessary to complete deliverables, and established more specific timelines for completion of deliverables and milestones. For example, HHS's Office of the Assistant Secretary for Preparedness and Response (ASPR) is to lead the development of medical countermeasure requirements, which outline countermeasure quantity, type, and desired characteristics. METHODOLOGY AND CALCULATIONS FOR THE ASSIGNMENT OF WASTE GROUPS FOR THE LARGE UNDERGROUND WASTE STORAGE TANKS AT THE HANFORD SITE

This document categorizes each of the large waste storage tanks into one of several categories based on each tank's waste characteristics. These waste group assignments reflect a tank's propensity to retain a significant volume of flammable gases and the potential of the waste to release retained gas by a buoyant displacement event. Revision 7 is the annual update of the calculations of the flammable gas Waste Groups for DSTs and SSTs. The Hanford Site contains 177 large underground radioactive waste storage tanks (28 double-shell tanks and 149 single-shell tanks). These tanks are categorized into one of three waste groups (A, B, and C) based on their waste and tank characteristics. These waste group assignments reflect a tank's propensity to retain a significant volume of flammable gases and the potential of the waste to release retained gas by a buoyant displacement gas release event. Assignments of waste groups to the 177 double-shell tanks and single-shell tanks, as reported in this document, are based on a Monte Carlo analysis of three criteria. An Economic Impact Analysis of the Proposed Yakima/Klickitat Fishery Enhancement Project; Preliminary Design Report, Appendix D.

The objective of this study is to estimate the economic impact of the proposed Yakima/Klickitat Production Project on the local economies of the Yakima and Klickitat subbasins. The project, when operating at planned maximum production, will augment the total number of salmon and steelhead returning to the subbasins by 77,600 and will increase the sustainable terminal harvest by 55,160. These estimates do not include fish harvested in the ocean or in the mainstem Columbia. In addition to evaluating the impacts of the construction, operations and maintenance, experimentation and monitoring, and harvest activities described in the Draft Environmental Assessment (Bonneville Power Administration, 1989), our analysis also evaluates some passageway improvements and Phase II screening of irrigation structures. Both of these augmentations are required In order for the project to reach maximum planned harvest levels. The study area includes the Yakima Subbasin economy (Yakima and Kittitas counties), the mid-Columbia Basin/Klickitat Subbasin economies (Klickitat, Hood River, and Wasco counties), and the Tri-Cities economy (Benton and Franklin counties). The study period extends from 1990 through 2015: from preconstruction planning activities through reaching maximum production.

Analytical and experimental evaluation of a proposed self-forging fragment munition

Analytical and experimental tools have been used to study the formation of a proposed self-forging fragment projectile. The primary objective of this study is the determination of the interior and exterior shape of the fully formed fragment, and to determine if the fragment tumbles in flight. In addition, it is of interest to compare computer predictions to experimental results. An experiment was performed using high speed photography and high-energy flash x-ray radiography to study liner and case motion and projectile formation. Fabrication and assembly tolerances were closely controlled in an effort to eliminate tolerances as a possible source of fragment instability. X-ray film-density contours were analyzed to determine the fully formed fragment interior and exterior shape. Down-range yaw screens showed fragment tumbling in flight. The computed fragment shape was compared to experimental results and it was found that a retaining ring in the computational model near the liner periphery had a significant effect on the final computed fragment shape. With the retaining ring in the computational model and full two-way sliding between all material interfaces, the final computed fragment showed very good agreement with the experiment on both exterior and interior shapes.

Effect of a reactor fuel element failure on the Columbia River radionuclide concentrations at Pasco, Washington

The failure of a fuel element cladding in one of the water-cooled plutonium production reactors permits the erosion of irradiated uranium metal by the cooling water which is normally disposed to the Columbia River. Monitoring systems at both the reactors and at their effluent basin outlets to the river continuously monitor these streams, and if major fission-products release occurs the coolant can be held in retention basins. In addition to these monitoring systems, a river monitor is located at the 300 area which continuously monitors the gross gamma activity of the Columbia River; however, its sensitivity to rupture debris is limited because of the relatively high background'' from the short-lived (n, {gamma}) produced radionuclides in the river. In making hazard assessments and in providing adequate monitoring techniques and equipment at down-river locations, it is essential to know what changes occur in fission and (n, {gamma}) produced radionuclides following release of rupture products to the river.

A scheme to improve the low energy luminosity in LEP

In the design of large electron positron colliding beam facilities, it has become customary to use a certain optimization procedure to establish desired beam performance. The results of this procedure are the minimum requirements in terms of RF-power, bending radius and focusing to achieve a desired luminosity at a given energy. This procedure, however, neglects the optimization of the storage ring performance below and above that design energy. Below the design energy the luminosity is optimized by lowering the tune or by use of wiggler magnets. Both methods result in a luminosity scaling like L /approximately/ E/sup 2/. To improve the luminosity expectation above the design energy, the optimized lattice design has to be changed as has been done in the design of PETRA and PEP. In these designs the cell length was chosen to be only half as long as the optimized cell which requires twice as many quadrupoles. With the reduced cell length it is possible to increase the tune of the storage ring by a much larger amount than it would be possible with a larger lattice cell.

Microtube Strip Heat Exchanger

Doty Scientific (DSI) believes their Microtube-Strip Heat Exchanger will contribute significantly to (a) the closed Brayton cycles being pursued at MIT, NASA, and elsewhere; (b) reverse Brayton cycle cryocoolers, currently being investigated by NASA for space missions, being applied to MRI superconducting magnets; and (c) high-efficiency cryogenic gas separation schemes for CO{sub 2} removal from exhaust stacks. The goal of this current study is to show the potential for substantial progress in high-effectiveness, low-cost, gas-to-gas heat exchangers for diverse applications at temperatures from below 100 K to above 1000 K. To date, the highest effectiveness measured is about 98%, and relative pressure drops below 0.1% with a specific conductance of about 45 W/kgK are reported. During the pre-award period DSI built and tested a 3-module heat exchanger bank using 103-tube microtube strip (MTS) modules. To add to their analytical capabilities, DSI has acquired computational fluid dynamics (CFD) software. Correlation of pressure drop data isothermal flow through standard process tube assembly

The experimental data presented in HDC-1255 for the pressure drops through the various portions of a standard process tube assembly for isothermal flow are correlated in this report. Data include orifice sizes up to 0.310 inches. The equations have been adapted for the calculation of pressure drops or flow rates for clean tubes in pile operation. A systematic procedure is outlined for determining the pressure drops through each portion of the tube assembly. A method is presented for calculating the flow rate through a process tube from header pressure and panellit age readings.

Light Duty Utility Arm interface control document plan

This document describes the interface control documents that will be used to identify and control interface features throughout all phases of the Light Duty Utility Arm (LDUA) development and design. After the system is built, delivered and installed in the Cold Test Facility and later at the tank farm, the Interface Control Documents can be used in maintaining the configuration control process. The Interface Control Document will consist of Interface Control Drawings and a data base directly tied to the Interface Control Drawings. The data base can be used as an index to conveniently find interface information. Design drawings and other text documents that contain interface information will appear in the database. The Interface Control Drawings will be used to document and control the data and information that define the interface boundaries between systems, subsystems and equipment. Also, the interface boundaries will define the areas of responsibility for systems and subsystems. The drawing will delineate and identify all the physical and functional interfaces that required coordination to establish and maintain compatibility between the co-functioning equipment, computer software, and the tank farm facilities. An appendix contains the Engineering interface control database system riser manual.

Nitrogen oxide abatement by distributed fuel addition. Quarterly report No. 5, August 1, 1988--October 31, 1988

A screening study was performed on a laboratory scale downfired combustor to determine the effect of various variables on the effectiveness of the reburning process as a technique for NO{sub x} abatement. The objective was to define optimum conditions under which reburning can be used and to be able to compare the reburning performance of our combustor to those reported by others. For this purpose, a statistically designed parametric investigation was conducted to determine how a set of controlled variables (primary and secondary stoichiometric ratios, location of the reburn zone and primary fuel load) would affect the reduction in NO emissions in a classical reburning configuration. Also, the effects of other variables (NO in the primary zone, temperatures in the primary, reburn and burnout zones and the residence time in the reburn zone) were also investigated. Empirical correlations relating reburning effectiveness to various parameters were derived. There correlations were used to investigate the effect of each individual parameter on reburning effectiveness. An optimum reburn zone stoichiometric ratio was identified at 0.8. At this stoichiometry, a high level of NO reduction (up to 80%) can be achieved beyond which little or no improvement is easily achieved.
