Results of the Radiological Survey at Greg's Auto Emporium, 60 State Highway 46, Lodi, New Jersey (LJ089)

Maywood Chemical Works (MCW) of Maywood, New Jersey, generated process wastes and residues associated with the production and refining of thorium and thorium compounds from monazite ores from 1916 to 1956. MCW supplied rare earth metals and thorium compounds to the Atomic Energy Commission and various other government agencies from the late 1940s to the mid-1950s. Area residents used the sandlike waste from this thorium extraction process mixed with tea and cocoa leaves as mulch in their yards. Some of these contaminated wastes were also eroded from the site into Lodi Brook. At the request of the US Department of Energy (DOE), a group from Oak Ridge National Laboratory conducts investigative radiological surveys of properties in the vicinity of MCW to determine whether a property is contaminated with radioactive residues, principally {sup 232}Th, derived from the MCW site. The survey typically includes direct measurement of gamma radiation levels and soil sampling for radionuclide analyses. Interim Measure Conceptual Design for Remediation at the Former CCC/USDA Grain Storage Facility at Centralia, Kansas: Pilot Test and Remedy Implementation.

This document presents an Interim Measure Work Plan/Design for the short-term, field-scale pilot testing and subsequent implementation of a non-emergency Interim Measure (IM) at the site of the former grain storage facility operated by the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) in Centralia, Kansas. The IM is recommended to mitigate both (1) localized carbon tetrachloride contamination in the vadose zone soils beneath the former facility and (2) present (and potentially future) carbon tetrachloride contamination identified in the shallow groundwater beneath and in the immediate vicinity of the former CCC/USDA facility. Investigations conducted on behalf of the CCC/USDA by Argonne National Laboratory have demonstrated that groundwater at the Centralia site is contaminated with carbon tetrachloride at levels that exceed the Kansas Tier 2 Risk-Based Screening Level (RBSL) and the U.S. Environmental Protection Agency's maximum contaminant level of 5.0 {micro}g/L for this compound. Groundwater sampling and analyses conducted by Argonne under a monitoring program approved by the Kansas Department of Health and Environment (KDHE) indicated that the carbon tetrachloride levels at several locations in the groundwater plume have increased since twice yearly monitoring of the site began in September 2005. In September 2005, the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) initiated periodic sampling of groundwater in the vicinity of a grain storage facility formerly operated by the CCC/USDA at Morrill, Kansas. The sampling at Morrill is being performed on behalf of the CCC/USDA by Argonne National Laboratory, in accord with a monitoring program approved by the Kansas Department of Health and Environment (KDHE), to monitor levels of carbon tetrachloride contamination identified in the groundwater at this site (Argonne 2004, 2005a). This report provides results for the most recent monitoring event, in April 2008. Under the KDHE-approved monitoring plan (Argonne 2005b), groundwater was initially sampled twice yearly for a recommended period of two years (in fall 2005, in spring and fall 2006, and in spring and fall 2007). The samples were analyzed for volatile organic compounds (VOCs), as well as for selected geochemical parameters to aid in the evaluation of possible natural contaminant degradation (reductive dechlorination) processes in the subsurface environment. The Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility at Barnes, Kansas, during most of the interval 1949-1974. Carbon tetrachloride contamination was initially detected in 1986 in the town's public water supply wells. In 2006-2007, the CCC/USDA conducted a comprehensive targeted investigation at and near its former property in Barnes to characterize this contamination. Those results were reported previously (Argonne 2008a). In November 2007, the CCC/USDA began quarterly groundwater monitoring at Barnes. The monitoring is being conducted on behalf of the CCC/USDA by Argonne National Laboratory, in accord with the recommendations made in the report for the 2006-2007 targeted investigation (Argonne 2008a). The objective is to monitor the carbon tetrachloride contamination identified in the groundwater at Barnes. The sampling is presently conducted in a network of 28 individual monitoring wells (at 19 distinct locations), 2 public water supply wells, and 1 private well (Figure 1.1). Under the KDHE-approved monitoring plan (Argonne 2005b), the groundwater is being sampled twice yearly (for a recommended period of two years) for analyses for volatile organic compounds (VOCs), as well as measurement of selected geochemical parameters to aid in the evaluation of possible natural contaminant degradation (reductive dechlorination) processes in the subsurface environment. Specific to Policy BER-RS-029 is the requirement for several documents that will ensure that an adequate amount and type of data are collected for implementation of the IMWP/D and that data quality and safe conditions are prevailed. 2005 Habitat Evaluation Procedure (HEP) Report for the North Eaton Lake Project

On July 6, 2005, the Habitat Evaluation Procedure (HEP) was used to determine baseline habitat suitability on the North Eaton Lake property, an acquisition completed by the Kalispel Tribe of Indians in November 2004. Evaluation species and appropriate models include bald eagle, black-capped chickadee, Canada goose, mallard, muskrat, and white-tailed deer. Habitat Suitability Index (HSI) values were visually estimated and agreed upon by all HEP team members. The North Eaton Lake Project provides a total of 235.05 Habitat Units (HUs) for the species evaluated. Open water habitat provides 9.38 HUs for Canada goose, mallard and muskrat. Emergent wetland habitat provides 11.36 HUs for Canada goose, mallard and muskrat. Forested wetland provides 10.97 HUs for bald eagle, black-capped chickadee, mallard and white-tailed deer. Conifer forest habitat provides 203.34 HUs for bald eagle, black-capped chickadee, mallard, and white-tailed deer. The objective of using HEP at the North Eaton Lake Project and other protected properties is to document the quality and quantity of available habitat for selected wildlife species. The Commodity Credit Corporation (CCC), an agency of the U.S. Department of Agriculture (USDA), operated a grain storage facility at the northeastern edge of the city of Hanover, Kansas, from 1950 until the early 1970s. During this time, commercial grain fumigants containing carbon tetrachloride were in common use by the grain storage industry to preserve grain in their facilities. In February 1998, trace to low levels of carbon tetrachloride (below the maximum contaminant level [MCL] of 5.0 {micro}g/L) were detected in two private wells near the former grain storage facility at Hanover, as part of a statewide USDA private well sampling program that was implemented by the Kansas Department of Health and Environment (KDHE) near former CCC/USDA facilities. In April 2007, the CCC/USDA collected near-surface soil samples at 1.8-2 ft BGL (below ground level) at 61 locations across the former CCC/USDA facility. All soil samples were analyzed by the rigorous gas chromatograph-mass spectrometer analytical method (purge-and-trap method). No contamination was found in soil samples above the reporting limit of 10 {micro}g/kg. On September 7, 2005, the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) presented a Scoping Memo (Argonne 2005) for preliminary consideration by the Kansas Department of Health and Environment (KDHE), suggesting possible remedial options for the carbon tetrachloride contamination in groundwater at Everest, Kansas. The suggested approaches were discussed by representatives of the KDHE, the CCC/USDA, and Argonne at the KDHE office in Topeka on September 8-9, 2005, along with other technical and logistic issues related to the Everest site. In response to these discussions, the KDHE recommended (KDHE 2005) evaluation of several remedial processes, either alone or in combination, as part of a Corrective Action Study (CAS) for Everest. The primary remedial processes suggested by the KDHE were the following: Hydraulic control by groundwater extraction with aboveground treatment; Air sparging (AS) coupled with soil vapor extraction (SVE) in large-diameter boreholes (LDBs); and Phytoremediation. 1978 Houston-Galveston and Texas Gulf Coast vertical-control surveys

Comparisons between leveling surveys of different epochs are used to determine vertical displacement of permanent bench marks. Displacement of bench marks usually represents the movement of the surrounding area. In this report, the 1978 Houston-Galveston and Texas Gulf Coast releveling surveys are compared to the 1963, 1973, and 1976 releveling results. The changes in elevations of bench marks common to two or more epochs are tabulated and plotted in Appendix A. From these differences, contour maps were prepared for the 1963 to 1978 and 1973 to 1978 epochs in the 2/sup 0/ x 2/sup 0/ area of maximum subsidence. Annual subsidence rates computed for the 1973 to 1978 period are about 25% less in the maximum subsidence area than the rates computed for the 1963 to 1973 period.

Overburden Characterization and Post-Burn Study of the Hanna Iv, Underground Coal Gasification Site, Wyoming, and Comparison to Other Wyoming Ucg Sites

Analysis of 21 post-burn cores taken from the Hanna IV UCG site allows 96 m (315 ft) of overburden to be subdivided into four local stratigraphic units. The 7.6 m (25 ft) thick Hanna No. 1 coal seam is overlain by a laterally discontinuous, 3.3 m (11 ft) thick shaley mudstone (Unit A') in part of the Hanna IV site. A more widespread, 30 m (90 ft) thick well-indurated sandstone (Unit A) overlies the A' unit. Unit A is the roof rock for both of the Hanna IV cavities. Overlying Unit A is a 33 m (108 ft) thick sequence of mudstone and claystone (Unit B), and the uppermost unit at the Hanna IV site (Unit C) is a coarse-grained sandstone that ranges in thickness from 40 to 67 m (131 to 220 ft). Two elliptical cavities were formed during the two phases of the Hanna IV experiment. The larger cavity, Hanna IVa, is 45 x 15 m in plan and has a maximum height of 18 m (59 ft) from the base of the coal seam to the top of the cavity; the Hanna IVb cavity is 40 x 15 m in plan and has a maximum height of …

The concept design for a small (less than 10 MWe) solar thermal electric generating plant was completed using projected 1985 technology. The systems requirements were defined and specified. The components, including an engineering prototype for one 15 kWe module of the generating plant, were conceptually designed. Significant features of the small solar thermal power plant were identified as the following: (1) 15-kWe Stirling-cycle engine/alternator with constant power output; (2) 10-meter point-focusing paraboloidal concentrator with cantilevered cellular glass reflecting panels; (3) primary heat pipe with 800/sup 0/C output solar cavity receiver; (4) secondary heat pipe with molten salt thermal energy storage unit; (5) electric energy transport system; and (6) advanced battery energy storage capability. The present emphasis for achieving cost reduction goals centers on improving conversion efficiency and reducing the cost of key components.

Numerous topics in charged-particle spectroscopy and reaction studies, neutron time-of-flight measurements, and gamma-ray investigations performed at the cyclotron laboratory are covered in this report. In addition, several items in intermediate energy nuclear physics as studied at Los Alamos and Indiana University by members of the Laboratory are reported. The efforts in nuclear theory include studies in nuclear reaction mechanisms and pion scattering as related to the experimental program. The Colorado economic impact study summarizes employment and economic benefits to the state from activities associated with the Uranium Mill Tailings Remedial Action (UMTRA) Project during Colorado state fiscal year (FY) 1993. To capture employment benefits, a questionnaire was distributed to subcontractor employees at the active UMTRA Project sites of Grand Junction, Rifle, and Gunnison, Colorado. An estimated 52 percent of the employees working on the UMTRA Project responded to this information request. Economic data were requested from each prime subcontractor, as well as from the Remedial Action Contractor. The most significant benefits associated with the UMTRA Project in Colorado are: Direct employment was estimated at 894 workers; An estimated 89 percent of all direct employment was local; Secondary employment resulting from remedial action at the active Colorado UMTRA Project sites and the Grand Junction vicinity property program is estimated at 546 workers. Total employment (direct and secondary) is estimated at 1440 workers for the period of study (July 1, 1992, to June 30, 1993). An estimated $24.1 million was paid in wages to UMTRA workers in Colorado during FY1993; Direct and secondary wage earnings were estimated at $39.9 million; Income tax payments to the state of Colorado were estimated …

The maximum offsite dose impact was calculated to be 1.3 {times} 10{sup {minus}3} mrem. The total population within a 50-mile radius of SNL, Albuquerque, received a collective dose of 0.53 person-rem during 1991 from SNL, Albuquerque, operations. As in the previous year, the 1991 operations at SNL, Albuquerque, had no discernible impact on the general public or on the environment.

The limiting role of polycrystallinity in thin-film solar calls has been reduced somewhat during the past year, and efficiencies of both CdTe and CuInSe{sub 2} cells are approaching 15%. Quantitative separation of loss mechanisms shows that individual losses, with the exception of forward recombination current, can be made comparable to their single crystal counterparts. The Commodity Credit Corporation (CCC), an agency of the U.S. Department of Agriculture (USDA), operated grain storage facilities at two different locations at Everest, Kansas (Figure 1.1). One facility (referred to in this report as the Everest facility) was at the western edge of the city of Everest. The CCC/USDA operated this facility from 1950 until the early 1970s. The second facility (referred to in this report as Everest East) was about 0.5 mi northeast of the town. The CCC/USDA operated this facility from 1954 until the early 1970s. While these two former CCC/USDA grain storage facilities were in operation, commercial grain fumigants containing carbon tetrachloride were in common use by the CCC/USDA and the private grain storage industry to preserve grain. In 1997, the Kansas Department of Health and Environment (KDHE) sampled several domestic drinking water and nondrinking water wells in the Everest area. The KDHE sampling was part of the CCC/USDA Private Well Sampling Program, which was initiated to determine whether carbon tetrachloride was present in domestic wells near former CCC/USDA grain storage facilities in Kansas.
