Daniels states that for a moment the ramp was left unguarded and he noticed a white male, approximately fifty years of age, enter the basement from the ramp without being approached by an officer. Daniels also states that he knows an officer who was nearby, Officer Vaughn, saw the man entering the basement but did not stop him or say anything to him.
