Pate stated that he observed Ruby in the assembly room in the basement of City Hall on Friday night, November 22, 1963. Pate knew Ruby well and was not sure how he got in the assembly room. After leaving the basement, he introduced Ruby to Jerry Kunkle, and Ruby tried to hand out passes to the Carousel Club.
