Correspondence issued by the Government Accountability Office with an abstract that begins "Land-, air-, and sea-based components form the "fires triad" that is used to support Marine Corps amphibious assault operations. The sea-based part of the fires triad is referred to as Naval Surface Fire Support (NSFS). The retirement of the last Iowa class battleship left a void in the NSFS part of the fires triad. To field a replacement NSFS capability, the Navy developed a two-phased plan in 1994. In the near-term to midterm, it would modify the capability of 5-inch guns on existing destroyers and cruisers, and develop extended-range guided munitions for the modified 5-inch gun. In the far term, it would field a sufficient number of new destroyers fitted with an even-longerrange advanced gun system and ultimately a very-long-range electromagnetic gun or "Rail Gun." However, in 1996, congressional authorizers became concerned that the Navy would not be able to produce a replacement NSFS capability comparable to the battleships until well into the twenty-first century. For example, DHS reduced the number of audit qualifications from 11 in 2005 to 1 in 2010. DHS is working to resolve the deficiencies in the U.S. Coast Guard's (USCG) ability to complete certain reconciliations and provide evidence supporting certain components of general property, plant, and equipment and heritage and stewardship assets that caused DHS's auditors to issue a qualified opinion on its fiscal year 2012 financial statements. DHS has a goal of achieving a clean opinion for fiscal year 2013. However, the DHS auditors' report for fiscal year 2012, the most recently completed audit, indicated that DHS continues to rely on compensating controls and complex manual work-arounds to support its financial reporting, rather than sound internal control and effective financial management systems."

Correspondence issued by the Government Accountability Office with an abstract that begins "Growing congestion on our nation's roads results in wasted time and fuel, which adversely affects the economy and the environment. State and local government agencies and private companies disseminate real-time traffic information to help travelers decide whether to use alternative, less congested routes. Legislation enacted in 2005 required the U.S. Department of Transportation (DOT) to establish the Real-Time System Management Information Program, in order to provide states the capability to monitor traffic and travel conditions on major highways and share that information. As requested, this GAO report addresses, among other things, (1) how the public and private sectors disseminate real-time traffic information to the public, (2) actions DOT has taken to establish the Real-Time System Management Information Program, and (3) experts' views on the need for a nationwide real-time traffic information system and its potential characteristics. To conduct this study, GAO visited sites in California and Florida, which have well-developed traffic information systems; reviewed and analyzed DOT reports and data; and interviewed transportation officials, experts, and other stakeholders. OPM Retirement Modernization: Longstanding Information Technology Management Weaknesses Need to Be Addressed

Testimony issued by the Government Accountability Office with an abstract that begins "The Office of Personnel Management (OPM) is the central human resources agency for the federal government and, as such, is tasked with ensuring the government has an effective civilian workforce. As part of its mission, OPM defines recruiting and hiring processes and procedures; provides federal employees with various benefits, such as health benefits; and administers the retirement program for federal employees. The use of information technology (IT) is crucial in helping OPM to carry out its responsibilities, and in fiscal year 2011 the agency invested $79 million in IT systems and services. For over 2 decades, OPM has been attempting to modernize its federal employee retirement process by automating paper-based processes and replacing antiquated information systems. However, these efforts have been unsuccessful, and OPM canceled its most recent retirement modernization effort in February 2011. GAO was asked to provide a statement summarizing its work on challenges OPM has faced in managing its efforts to modernize federal employee retirement processing. To do this, GAO relied on previously published work as well as a limited review of more recent documentation on OPM's retirement modernization activities."

State and Local Fiscal Challenges: Rising Health Care Costs Drive Long-term and Immediate Pressures

A statement of record issued by the Government Accountability Office with an abstract that begins "GAO was asked to provide its views on projected trends in health care costs and their effect on the long-term outlook for state and local governments in the context of the current economic environment. This statement addresses three key points: (1) the state and local government sector's long-term fiscal challenges; (2) rapidly rising health care costs which drive the sector's long-term fiscal difficulties, and (3) the considerations involved in targeting supplemental funds to states through the Medicaid program during economic downturns. To provide Congress and the public with a broader perspective on our nation's fiscal outlook, GAO previously developed a fiscal model of the state and local sector. This model enables GAO to simulate fiscal outcomes for the sector in the aggregate for several decades into the future. GAO first published the findings from the state and local fiscal model in 2007. This statement includes August 2008 data to update the simulations. Correspondence issued by the General Accounting Office with an abstract that begins "In 2001 and 2002, federal prosecutors indicted the Mayor of Bridgeport, Connecticut, and a dozen conspirators on charges of racketeering, extortion, mail fraud, and tax evasion. In March 2003, the mayor was found guilty on 16 counts, and most of the others indicted have pleaded guilty. While the indictment did not refer to any misuse of federal funds, some of the corrupt activities were associated with projects that had received some federal funding in the past. This corruption has raised concerns about the adequacy of monitoring and oversight of the more than $82 million in federal funds Bridgeport has received in recent years. Congress asked us to examine federally funded programs operated by the city of Bridgeport and determine whether and to what extent the respective federal agencies, including program officials and Offices of Inspector General, have heightened program monitoring and oversight in light of the corruption."

Correspondence issued by the Government Accountability Office with an abstract that begins "The Federal Aviation Administration (FAA) is the lead implementer and planner for the Next Generation Air Transportation System (NextGen)--an ambitious, multiyear, multibillion-dollar overhaul of systems, procedures, aircraft performance capabilities, and supporting infrastructure that will create an air transportation system that uses satellite-based surveillance and navigation and network-centric operations. NextGen was designed as an interagency effort to leverage expertise and funding throughout the federal government. The Senior Policy Committee--the overall governing body for NextGen, chaired by the Secretary of Transportation--consists ocabinet-level officials from each of the partner agencies. The initial planning for NextGen, which began with Vision 100 in 2003 and was carried out by the Joint Planning and Development Office (JPDO) within FAA, focused on improvements to the air transportation system that would be implemented through 2025. JPDO produced three key planning documents--a Concept of Operations, a NextGen Enterprise Architecture, and an Integrated Work Plan (IWP).
