The National Museum of the Pacific War presents an interview with Richard Abe. Abe’s wife Yukiko is helping with this interview. Abe was born 29 May 1934 in Ewa, Hawaii, to Japanese immigrant parents. His father was the supervisor of the Ewa Sugar Plantation. He and his family were living on the island, 8 miles west of Pearl Harbor, when the Japanese attacked. Abe was 7 years old at the time, and he provides vivid details of his experiences, witnessing the bombing of military installations, being confined to his house, blackouts and his parents being directed to destroy any documents written in Japanese. From 1956 through 1958, Abe served in the US Army, 4th Infantry Division.

The National Museum of the Pacific War presents an oral interview with Louis Justin. Justin volunteered for service in the Army Air Forces in March, 1943 and took the photography course in Denver. He went overseas to Tinian in November, 1944 where he worked in the photo lab developing images. On Tinian, he developed the film from the Enola Gay. After the war, Young returned to the US in January and received his discharge in February. Justin has some help during the interview from his daughter.

The National Museum of the Pacific War presents an oral interview with Russell Santora. Santora was born in Bronx, New York on 4 October 1927. Upon joining the US Merchant Marine in July 1944, he attended boot camp at the US Maritime Training Station. When the training was completed he was sent to Oakland, California. There, he joined the Marine Fireman, Oilers and Water Tenders Union and received his Permit Book and was assigned to a merchant ship. He tells of his duties aboard the various ships to which he was assigned and recalls various trips he made to Iwo Jima, Okinawa and Japan.

Correspondence issued by the Government Accountability Office with an abstract that begins "The Federal Aviation Administration (FAA) is the lead implementer and planner for the Next Generation Air Transportation System (NextGen)--an ambitious, multiyear, multibillion-dollar overhaul of systems, procedures, aircraft performance capabilities, and supporting infrastructure that will create an air transportation system that uses satellite-based surveillance and navigation and network-centric operations. NextGen was designed as an interagency effort to leverage expertise and funding throughout the federal government. The Senior Policy Committee--the overall governing body for NextGen, chaired by the Secretary of Transportation--consists ocabinet-level officials from each of the partner agencies. The initial planning for NextGen, which began with Vision 100 in 2003 and was carried out by the Joint Planning and Development Office (JPDO) within FAA, focused on improvements to the air transportation system that would be implemented through 2025. JPDO produced three key planning documents--a Concept of Operations, a NextGen Enterprise Architecture, and an Integrated Work Plan (IWP). The National Museum of the Pacific War presents an oral interview with James Procter. Procter volunteered for the Navy in 1944. He was assigned to the gunnery division on the USS Hornet (CV-12). Procter was aboard when the Hornet was supporting at Okinawa. He describes the operation of the 5-inch gun and going through a typhoon that heavily damaged the flight deck. Procter remained aboard after the surrender and took part in Operation Magic Carpet to return servicemen to the States.

In the National Defense Authorization Act for Fiscal Year 2004 (P.L. 108-136), Congress gave the U.S. Joint Forces Command (JFCOM) Limited Acquisition Authority (LAA) to address these and other joint-warfighting challenges. LAA is an authority aimed at ensuring that measures to meet urgent, unanticipated joint warfighting needs are conceived, developed, and fielded in an expeditious manner. Enacted for a 3-year period, LAA will expire after September 30, 2006. The Act required GAO to determine the extent to which LAA has been used. Specifically, we focused on (1) how JFCOM used the authority during fiscal years 2004 and 2005, (2) the processes and procedures JFCOM developed to implement the authority, and (3) the challenges of implementing it. In covering these areas, we did not evaluate the quality of the projects undertaken or the value added of the equipment provided to the warfighter under LAA."

We brought program weaknesses we identified to the immediate attention of CDL and HHS officials, who agreed that improvements were warranted. The purpose of this report is to summarize our findings."

This report documents the C version of the MCAPM (Monte Carlo All Particle Method) generator and collision physics library of subroutines. The Monte Carlo data generator (gen2000) reads cross sections and distributions that describe in-flight reactions from a binary library and creates an internal data library. The collision routines (bang2000) use this internal library to perform the physics of interaction of particles with the background material. Particles modeled with MCAPM-C are neutrons, charged particles (p, d, t, {sup 3}He, and {alpha}), and {gamma}'s. MCAPM-C is written in (nearly) standard C, and versions exist for Sun Solaris, Compaq Unix, IBM AIX, SGI Irix, and Linux. The library and its data files are installed on LC's Compass, TC, Forest, Blue, and Sky machines. This report describes the contents and format of the library, physics assumptions made, and the interface to the library's subroutines.

The National Museum of the Pacific War presents an oral interview with Don Lamanna. Lamanna joined the Navy in November 1942 and was transferred to hospital corps school in Alabama, where he tended to casualties of flight training. He then attended field medical school at Camp Elliot. Upon completion, he was assigned to a medical battalion in the V Amphibious Corps where he worked as an orderly in hospitals. He landed on Saipan on the eighth day of the invasion and worked at an abandoned Japanese hospital there. He recalls the staff worked 96 hours straight, triaging the wounded before they were sent aboard hospital ships. Natives were also enlisted to help at the hospital. Lamanna returned to Maui and tended to the 4th Marine Division casualties at a hospital there. Next, he went to Iwo Jima and landed four days after the invasion. There the wounded were treated in tents on the beach. After working at a hospital in Sasebo, Japan, supporting the occupation forces, Lamanna boarded the ATA 197, picking up troops from the Philippines and China. He returned to the States and worked at the naval hospital in Oakland until his discharge in 1948.
