Valles Caldera: The Trust Has Made Progress but Faces Significant Challenges to Achieve Goals of the Preservation Act
A letter report issued by the Government Accountability Office with an abstract that begins "In creating the Valles Caldera National Preserve from a unique parcel of land in north-central New Mexico, and by creating the Valles Caldera Trust as a wholly owned government corporation to manage the preserve, the Valles Caldera Preservation Act of 2000 established a 20-year public-private experiment to operate the preserve without continued federal funding. The Trust is charged with achieving a number of goals, including becoming financially self-sustaining by the end of fiscal year 2015. This report, GAO's second and last mandated by the Preservation Act, examines (1) the Trust's progress since 2000; (2) the extent to which the Trust has fulfilled certain of its obligations as a government corporation; and (3) the challenges the Trust faces to achieve the Preservation Act's goals. GAO analyzed documents, financial records, and other Trust information and interviewed current and former members of the Trust's Board and staff, as well as representatives of local interest groups and stakeholders."

A Vernier Regulator for ILC Marx Droop Compensation
A two-part compensation scheme, Vernier Regulation, has been applied to offset the voltage droop (40% without correction) in a Marx-topology klystron modulator developed for the International Linear Collider (ILC). Coarse regulation, {+-}5%, is achieved by turning on additional Main Marx cells (Delayed Cells) sequentially as the droop reaches the cell voltage (11 kV). Further regulation to {+-}0.5% is achieved by adding a small Marx in series with the Main Marx. This Vernier Marx is composed of sixteen, 1.2 kV cells that are assembled as a seventeenth cell in the Main Marx. These Vernier Cells are turned on sequentially to generate a series of discrete corrections to the droop in the Main Marx cells with a step size {le}1% of the output voltage. As the required correction reaches 11 kV, all Vernier Cells are turned off synchronously with the turn on of a Delayed Cell. There are up to five Delayed Cells and six Vernier Marx cycles during each ILC Marx output pulse. The Vernier Marx has a local control system that will detect and respond to over-voltage and over-current errors. In this paper, a detailed description of the design, implementation and testing of the Vernier Marx is presented.

Access to Broadband Networks: The Net Neutrality Debate

ASSESSMENT OF THE POTENTIAL FOR HYDROGEN GENERATION DURING GROUTING OPERATIONS IN THE R AND P REACTOR VESSELS
The R- and P-reactor buildings were retired from service and are now being prepared for deactivation and decommissioning (D&D). D&D activities will consist primarily of immobilizing contaminated components and structures in a grout-like formulation. Aluminum corrodes very rapidly when it comes in contact with the alkaline grout materials and as a result produces hydrogen gas. To address this potential deflagration/explosion hazard, the Materials Science and Technology Directorate (MS&T) of the Savannah River National Laboratory (SRNL) has been requested to review and evaluate existing experimental and analytical studies of this issue to determine if any process constraints on the chemistry of the fill material and the fill operation are necessary. Various options exist for the type of grout material that may be used for D&D of the reactor vessels. The grout formulation options include ceramicrete (pH 6-8), low pH portland cement + silica fume grout (pH 10.4), or portland cement grout (pH 12.5). The assessment concluded that either ceramicrete or the silica fume grout may be used to safely grout the R- and P- reactor vessels. Defense Acquisitions: Challenges in Aligning Space System Components
A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) expects to spend more than $50 billion to develop and procure eight major space systems. Typically, the systems have two main components: satellites and ground control systems. Some also have a third component--user terminals--that can allow access from remote locations. If the delivery of these three components is not synchronized, there can be delays in providing full capabilities to the warfighter, and satellites on orbit can remain underutilized for years. Given preliminary indication of uncoordinated deployment, GAO was asked to examine (1) the extent to which satellite, ground control, and user terminal deployments are aligned; (2) the reasons deployments have not always been well coordinated; (3) actions being taken to enhance coordination; and (4) whether enhancements to ground systems could optimize the government's investment. To accomplish this, GAO analyzed plans for all major DOD satellite acquisitions and interviewed key officials."
