Testimony issued by the General Accounting Office with an abstract that begins "The Federal Aviation Administration's (FAA) air traffic control modernization (ATC) efforts are designed to enhance the safety, capacity, and efficiency of the national airspace system through the acquisition of a vast network of radar, navigation, communications, and information processing systems, as well as new air traffic control facilities. Since 1981, when these efforts began, FAA's ATC modernization projects have consistently experienced cost, schedule, and performance problems that GAO and others have attributed to systemic management issues. As a result, FAA's cost estimates have grown and planned improvements have been delayed. Initially FAA estimated that its ATC modernization efforts would cost $12 billion and could be completed over 10 years. Now, two decades and $35 billion later, FAA expects to need another $16 billion through 2007 to complete key projects, for a total cost of $51 billion. This testimony (1) provides an overview of the systemic management issues that GAO and others have identified in FAA's ATC modernization efforts over time, (2) discusses key actions that FAA and others have taken to address these issues, and (3) identifies the challenges that lie ahead for FAA."

Control of mental health services is scheduled to be returned to the Commission in April 2001. Although the transitional receiver is developing a plan to enhance the Commission's ability to comply with the court ruling, many challenges must be overcome. For example, the District must change its hospital-based system of care to one that considers the needs of the individual within a framework of a community-based provider responsible for all aspects of mental health and supportive services needs. Many interested mental health providers and patient care advocacy groups believe that a solid foundation is being laid for community-based mental health services. However, success will depend on the Commission's ability to improve management processes and coordinate with other agencies that provide care to the mentally ill."

The Department of Transportation (DOT) suggested that implementing this amendment could provide significant benefits to U.S. consumers and airlines, particularly by providing access to additional capital, which would help the financial health of the industry. DOT and the Department of State also maintain that these new limitations would bring the United States in line with current foreign ownership laws of the European Union (EU). The Office of Juvenile Justice and Delinquency Prevention (OJJDP) has funded various demonstration, replication, research and evaluation, and training and technical assistance programs to prevent and respond to juvenile delinquency and juvenile victimization. GAO's review of 16 of OJJDP's major programs found that, although virtually all grantees must report on their progress twice a year, the information they reported varied. Grantees receive standard, general guidance for reporting on their projects and providing OJJDP information to monitor grantee's projects and accomplishments. According to OJJDP officials, such guidance needs to be general because of differences among individual projects and local needs and circumstances. GAO identified eight programs in which all grantees reported the number of juveniles they directly served. GAO identified the following five common emerging benefits: (1) better alignment of results-oriented goals with daily operations, (2) collaboration across organizational boundaries, (3) opportunities to use performance information to improve federal programs, (4) results-oriented basis for individual accountability, and (5) continuity of program goals during leadership transitions. The three agencies' experiences show that effective implementation of performance agreements can encourage communication about progress towards agency goals. These schemes were adding billions of dollars a year to federal Medicaid costs without the states paying their statutorily specified share of program costs. Moreover, some of the federal funds were being spent for non-Medicaid purposes. After hearing about these financing schemes, Congress passed the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 (BIPA). In response, the Health Care Financing Administration (HCFA) issued regulations in January 2001 to curtail financing schemes involving excessive payments to local government providers for which a separate upper payment limit did not exist. However, less than a month after the revised upper payment limit regulation became effective, HCFA decided to amend the regulation to shorten the time some states were allowed to comply with it. This reversal resulted in the approval of new financing schemes for several states that had pending proposals mimicking the schemes identified last year. The act contains over 80 reforms that affect two key rental housing assistance programs: the low-rent housing program (also referred to as public housing) and the Housing Choice Voucher program (formerly Section 8). According to many housing agencies, implementing these reforms challenged their ability to address their core mission of providing safe, decent, and sanitary rental units for low-income residents. In particular, some small agencies that manage properties with relatively few rental units have contended that some reforms have little relevance to their operations and pose a significant burden because of the agencies' limited staff and financial resources. The two programs are mandatory partners in the new one-stop center system created in 1998 by the Workforce Investment Act, which requires that services provided by numerous employment and training programs be made available through one-stop centers. The act also gives states the flexibility to design services tailored to local workforce needs. Although the DVOP and LVER programs must operate within the one-stop system, the act does not govern the programs--and the law that governs them does not provide the same flexibility that the act does. Because Congress sees employment service for veterans as a national responsibility, it established the Veterans' Employment and Training Service (VETS) to ensure that veterans, particularly disabled veterans and Vietnam-era veterans, receive priority employment and training opportunities. To make better use of DVOP and LVER staff services, VETS needs the legislative authority to grant each state more flexibility to design how this staff will fit into the one-stop center system. Correspondence issued by the Government Accountability Office with an abstract that begins "On December 22, 2008, a breach in a surface impoundment (or storage pond) dike at the Tennessee Valley Authority (TVA) Kingston Fossil Plant in Tennessee resulted in the release of 5.4 million cubic yards of coal ash--also referred to as coal combustion residue (CCR)--into the nearby Emory River. The spill covered more than 300 acres and made 3 homes uninhabitable; it damaged 23 other homes, plus roads, rail lines, and utilities. TVA estimated the cleanup will cost between $933 million and $1.2 billion and take 2 to 3 years to complete. In light of the spill in Kingston, Congress asked us to identify: (1) the number of surface impoundments for storing CCR in the United States and their location; (2) problems, if any, with the storage of coal ash, and how those problems are being addressed; and (3) the type of federal oversight that exists for CCR and what, if any, issues need to be resolved. This report addresses the (1) extent to which FEMA has met statutory and program requirements for distributing the grant funds; (2) actions FEMA has taken to provide assistance to grant applicants and involve the fire service community in the grant process; and (3) extent to which FEMA has ensured that its grant process is accessible, clear, and consistent with requirements, including its grant guidance. GAO analyzed relevant laws and interviewed 36 randomly selected grant applicants to obtain their views, but the results are not generalizable."

Homeland Security: Federal Efforts Are Helping to Alleviate Some Challenges Encountered by State and Local Information Fusion Centers

A letter report issued by the Government Accountability Office with an abstract that begins "In general, a fusion center is a collaborative effort to detect, prevent, investigate, and respond to criminal and terrorist activity. Recognizing that fusion centers are a mechanism for information sharing, the federal government--including the Department of Homeland Security (DHS), the Department of Justice (DOJ), and the Program Manager for the Information Sharing Environment (PM-ISE), which has primary responsibility for governmentwide information sharing and is located in the Office of the Director of National Intelligence--is taking steps to partner with fusion centers. In response to Congressional request, GAO examined (1) the status and characteristics of fusion centers and (2) to what extent federal efforts help alleviate challenges the centers identified. GAO reviewed center-related documents and conducted interviews with officials from DHS, DOJ, and the PM-ISE, and conducted semistructured interviews with 58 state and local fusion centers. The results are not generalizable to the universe of fusion centers. Data are not available on the total number of local fusion centers."
